November 18, 2025 
Officer’s Quarters 8 
I. Open Session 
A. Call to Order – Board President Don Barnhart called the Meeting to Order at 3:31 PM. 
B. Determination of a Quorum – Site Manager Bob Bluthardt confirmed a Quorum was 
present: Don Barnhart, Monty Stanley, Ewell Loudermilk, Yukio Kuniyuki, George Balli, Tracy 
Simpson, Dr. Michael Powers, Lt Col Raymond Kuderka, Tommy Earnest, and ASU Honors 
Intern Kaylee Rauch. Absent: Lisa Marley, Larry Miller, Asher Rogers, Sarah Clemens, Colleen 
Haddad, and Penny Roberts.  
C. Approval of excused absences – Absences were excused by Board consensus. 
D. Introduction of guests – Lt Col Kuderka introduced Command Sargent Major Arien 
Edwards 
E. Presentations – No presentations 
F. Public Comment – No public comment 
II. Consent Agenda 
1. Consideration of Approving the October 21, 2025 Minutes – the Minutes were Approved 
and Accepted by Board consensus. 
2. Treasurer’s Report – Treasurer Lisa Marley was absent and Site Manager Bob Bluthardt 
provided the following report: Income for September 2025, Christmas @ Old Fort Concho was 
up almost $6,000 over previous year, Membership way up, Rent up, Donations up, Interest up, 
Sept 2025 income at $93.6K versus Sept 2024 income at $78.3K. End of Fiscal Year Income, 
Admission dollars down but that revenue has never been a big part of the budget, Gift Shop 
down from 2024 due to slow sales 2024 C@OFC, C@OFC down due to weather, Membership 
way up (the best ever), Donations way up, Rent down $5k from last year, total Income of $812K, 
$42K down from budgeted $854K. Overall site budget had a FY 25 surplus pending but the City 
took $43,000 bite to balance the City Health Insurance Fund. End result was a $14K deficit. FC 
remains financially solid with a good Fund Balance and is off to a good start this fiscal year. The 
Treasurer’s Report was Approved and Accepted by Board consensus. 
3. Site Manager’s Report – Bob directed the Board to his report in the Board packet 
highlighting the Haunted House in October, True West Magazine Awards – again, and honoring 
lost “friends of the Fort”, Joe Mertz, Roger Dolliver, and Robert Junell.  
III. Regular Agenda: Public Hearing and Comments 
4. Nominations and 2026 Board – Ewell agreed to a second term and Bob will contact the 
other three getting their decision on continuing with their terms. Current executive officers will 

stay in their respective posts until we know status of those potential renewals. Yukio and Lisa 
are terming out but will serve until replaced. 
5. Fort Concho/USA 250th Updates – Dr. Powers provided a schedule of presentations in 
2026: January 29, Dr. Kenna Archer (ASU); February 17, Dr. John William Nelson (Texas Tech); 
March 26, Dr. Benjamin H Johnson (Loyola); April, to be determined; May, Dr. Powers (ASU); 
June, FC Cory Robinson.  
6. Update on Christmas at Old Fort Concho 2025 – Per Bob, in good shape. Last merchant 
slot filled. Sarah hard at work on the parade ground. Cory working on the new band instrument 
display. Eunice and Hunter working on the Standard-Times display. Your Secretary reported on 
four chuck wagons coming for the “teaser” of bigger things to come. Don remarked that posters 
are available to distribute throughout the area.  
7. Collections Report – Nothing new at this time. 
8. Review of Airstream travel group Rally at Fort Concho on November 5-9 – Don perused 
through the group and had a positive experience with the group. A smaller group attended, 23 or 
24, per Bob. Made a donation of $700 to FC and will be welcomed back in 2026.  
9. Fort Concho Foundation report – Met earlier today. All is doing well. Foundation will 
support the chuck wagon event at Christmas.  
10. Update on Barracks 1-2 Visitor’s Center Project – Architect making small changes and 
updating projected costs. Announcements on funding in 2026. This will be a long-term positive 
effect on FC.  
11. Staff News – fully staffed.  
12. Review of Future Events – Upcoming House of Faith event. Yukio provided information on 
a number of upcoming events. 
13. Future Agenda Items & Considerations – Nothing brought forth. 
Motion to Adjourn made by Dr. Powers and seconded by Tracy Simpson. Motion carried. 
Meeting adjourned at 4:10 PM.
