January 20, 2026 
Officer’s Quarters 8 
I. Open Session 
A. Call to Order – Board President Don Barnhart called the Meeting to Order at 3:30 PM. 
B. Determination of a Quorum – Site Manager Bob Bluthardt confirmed a Quorum was present: 
Don Barnhart, Monty Stanley, Lisa Marley, Tracy Simpson, Larry Miller, Penny Roberts, Ewell 
Loudermilk, George Balli, Dr Michael Powers, Tommy Earnest, and ASU Honors Intern Kaylee 
Rauch. Absent: Lt Col Raymond Kuderka, Sarah Cole, Colleen Haddad, Asher Rogers, and Yukio 
Kuniyuki. 
 
C. Approval of Excused Absences – Motion to Excuse the Absences made by Penny Roberts 
and seconded by George Balli. Motion Carried. 
 
D. Introduction of Guests – Carl White (COSA Parks Director), Dolly Irish (AARP) and Marci 
Menchaca (House of Faith Exec Dir.) 
 
E. Presentations – No Presentations 
 
F. Public comment – No public was available to comment. 
 
II. Consent Agenda 
 
1. Consideration of Approving the November 18, 2025 Minutes – the Minutes were Approved 
and Accepted by Board consensus. 
 
2. Treasurer’s Report – Treasurer Lisa Marley presented the following report:  
• 
October 2025 Income, overall best of past 10 years, mostly due to SA Area Foundation 
$25K grant for Asst Archivist position; Shop, admissions, C@OFC, rent, membership all 
up; donations slightly down; special events (Halloween) down due to one very rainy day 
for Haunted House night. 
• 
November 2025 Income, overall up from last year, best in past 15 years; all categories up 
over 2024. 
• 
YTD Income Oct-Dec 2025, overall up $65k over 2024; rent up 1/3 over 2024; Shop & 
admissions improved over 2024; C@OFC up almost $10k over 2024. 
• 
YTD TOTAL Income (includes HOT funds & City General Revenue), overall up $45k over 
2024; best of past 20 years; expenses high due to new and filled positions; in the black 
for first quarter with $4,468. 
• 
YTD Expenses, total expenses slightly higher by percentage over 2024, but still below 
25% mark for this time; more C@OFC expenses coming in next month for 
payment/processing; salaries & supplies (most of the total budget) are below benchmarks 
for this time. 
 
The Treasurer’s Report was Approved and Accepted by Board Consensus. 
 
3. Site Manager’s Report – Bob directed the Board to his attached report in the Board 
packet, highlighting the 2025 Statistics and True West honors (again). Bob recognized four 
Board members with perfect attendance in 2025, Tracy Simpson, Monty Stanley, Don 
Barnhart, and Tommy Earnest.  
 
 
 
 

III. Regular Agenda: Public Hearing and Comments 
 
4. Review and Approval of Proposed 2026 Executive Board and Discussion on Future 
Board Members – With no other candidates stepping forward, the current Executive Board 
will continue in their respective positions. Bob followed up with one current Board member 
has offered their resignation, so we will be looking for a replacement of that position and 
possible another. Additional data on Board seat replacement situation will be presented at the 
February 17th meeting. 
 
5. Fort Concho/USA 250th Updates – Dr Powers reported making great progress. Media 
campaign in full swing. First talk is on January 29th with ASU’s Dr Kenna Archer at the FC 
Commissary. Also being advertised thru the City’s Facebook page. Bob and Dr Powers being 
interviewed on various mass media outlets. Dr Powers still looking for a speaker for April. The 
talks will be recorded.  
 
6. Review of Christmas at Old Fort Concho of 2025 and Recommendations for 2026 
Event – Bob directed the Board to the Statistics page in the packet showing the attendance 
numbers from the sign-in sheet in OQ4. Attendees from 19 states other than Texas, 4 other 
countries, and from all over Texas. 59.6% from San Angelo/Tom Green County, Midland the 
top Texas attendee with 27. Don Barnhart received comment about lack of lighting. Made 
money per Bob. Vietnam Veterans exhibit was well received. Need to review booth fees and 
other fees. Harder to get live entertainment.  
 
7. Review of Request to De-Access Kincaid Painting to Crockett County Museum in 
Ozona, Texas – FC Curator Cory Robinson reported that a painting of a Kincaid family 
member that was donated to the Fort many years ago and has no place in the display 
scheme of the Fort. The de-accession was requested by a Kincaid family member for display 
at the Crockett County Museum which is willing and able to display the painting. There are 
other items from this original donation that Cory will present to the Crockett County Museum 
and gauge their interest in those items, in return ask if there are items in their facility that FC 
may be interested in for its collection. Quid-pro-quo. Motion to de-access the Kincaid painting 
from FC to Crockett County Museum made by Dr. Michael Powers and seconded by Larry 
Miller. Motion carried. 
 
8. Review of AARP Grant for New Tables – Dolly Irish, volunteer for the AARP, facilitated a 
micro-grant of $1000 from the AARP to be given to FC for the purchase of tables. In return 
FC will post a news item on the Facebook page and allow an AARP decal/badge to be on the 
tables. Tables will be purchased very soon. Bob reported that the plan is to replace all the 
older, heavier wooden tables in a timely manner. 
 
9. Review of 2026 Events – Tommy Earnest reported that with the very successful 
chuckwagon “teaser” event at C@OFC this past December, decision was made to include a 
full chuckwagon cookoff event for Frontier Day at FC on April 25, 2026. This event will be an 
excellent replacement for the former cavalry competition. Competition will be for eight (8) 
wagons with a reserve list. Start small and progress from there in the future. The FC 
Foundation will donate $3,000 as suport. A committee consisting of George Balli, ASU 
Honors Intern Kaylee Rauch, and Tommy Earnest, FC Site Manager Bob Bluthardt as liaison 
was formed. Will be looking for sponsors. Lots of good ideas brought forth.  
 
10. Review of 2026 Fort Concho Museum Board Meeting Dates – tabled to the February 
17th Board meeting 
 
11. Review of Updates on 2027-2031 Capital Improvement Plan and Fort Concho 
Projects – Bob provided the Board with a list of Capital Improvement Projects for Fort 
Concho. Barracks 1-2 Visitor Center; OQ 2, 6, & 8; and Ave D Removal/Company Street 
Reconstruction. Possible good news on the Barracks 1-2 Visitor Center coming.  

 
12. Discussion of Annual City Fee Review Program and any Fort Concho 
Recommendations – Most of FC dollars come from memberships, C@OFC, and building 
rental. Bob and staff will look at booth and admission fees for C@OFC and may recommend 
adjusting those. More in February Board meeting. City Budget Office wants recommendations 
by the end of February.  
 
13. Review of House of Faith Event of December 15-19 and Approval for Dates in 2026 
– Marci Menchaca, House of Faith Executive Director reported on the past event and 
expressed appreciation to FC for hosting their event. 1600+ people were served with 70 
volunteers. Motion made by George Balli and Seconded by Ewell Loudermilk for FC to host 
the House of Faith event on December 14-18, 2026. Motion carried. 
 
14. Fort Concho Foundation Report – tabled to the February 17th meeting 
 
15. Update on Barracks 1 & 2 Visitor center Project – tabled to the February 17th meeting. 
 
16. Staff News and Reports – tabled to the February 17th meeting. 
 
17. Future Agenda Items & Considerations – Bob made announcement that a certain 
world-famous horse drawn beer wagon organization MAY be coming in the near future. Larry 
Miller reported on attempt to get “The Wall That Heals” exhibit to make appearance here in 
San Angelo in the April 21st time frame. Fort Concho could host this.

adjourned at 4:47 PM.
