[0:00:00] at 8:30 a.m. on this um October the 15th 2024 as you um as usual we will start with our chaplain prayer and pledges and we have Gary Marcela Jenkins here to lead us in both morning everyone good morning good morning everybody would you join with us in a word of prayer precious Father in heaven in the name of Jesus your word tells us that the powers that be are ordained of you so father today we bow before you asking for wisdom for our mayor The Honorable Brenda Gunner and all the members of the St Angelo city council we thank you Father for all of our First Responders our firefighters and police officers and we thank you dear Lord for all of those that have positions of authority within this city and we pray father that the agenda on uh today will be dealt with with wisdom and knowledge and understanding that we will continue to be the community that brings people together and so we love you and we praise you and thank you for this day and F father before we end we pray for peace in Israel we pray that you protect and keep Lord your people in Israel and spare the lives of the Palestinians we pray God that this war this ugly war will stop and we pray in jesus' name your will be done in earth as it is in heaven and so we ask you in jesus' name for mercy and Grace and let everybody say amen and amen of the United States of America and justice for

[0:06:46] Week and I'm sure we have individuals in the audience for this as well you're familiar babe there two of you today yes substance use disorder is particularly damaging to one of our most valuable resources our children and is a contributing factor in the three leading causes of death for teenagers accidents homicides and suicides it is imperative that visible unified prevention education efforts by community members be launched to eliminate the demand for drugs and it is the goal of Red Ribbon Week and adak to involve families schools businesses churches law enforcement agencies and service organizations in all aspects of this campaign to establish an atmosphere that supports awareness education and ongoing initiatives to prevent illegal drug use the Red Ribbon Week Campaign theme promotes family and individual responsibilities for living healthy drug-free Lifestyles without illegal drugs or the legal use of legal drugs and there are many activities planned during the Red Ribbon Week campaign in Tom Green County now for all these reasons the alcohol and drug awareness center for the Kel Valley and Kell Valley cares are asking the residents of the city of s Angelo to observe Red Ribbon Week and call upon all residents parents governmental agencies public and private institutions businesses hospitals schools and colleges in the city of St Angelo to support and increase community awareness and prevention efforts in our community therefore I Brenda Gunter mayor of the city of St Angelo Texas on behalf of the city council do hereby Proclaim October 23 through 31 2024 as Red Ribbon Week I think you're going to speak

[0:08:52] yes all good morning everybody uh thank you mayor Gunther and the city council members uh for all the support that you've shown today uh to Proclaim October 23rd through the 31st as Red Ribbon Week uh my name is Gilbert Mendoza I'm the Community Coalition partnership director at the alcoh alcohol and drug awareness center of the Concha Valley or otherwise known as adak uh adak we provide prevention treatment detox and Recovery Services at our cotton Lindsay Center and journey Recovery Center counselors provide one-on ones for our clients education support and accountability I encourage anyone in the community that knows of someone struggling with substance use disorder or alcohol use disorder to give our office a call to seek treatment also at our cotton Lindsay Center our prevention Team Works tirelessly traveling from County to County working with schools and Boys and Girls Clubs of the cono Valley they provide education and help with life skills to help students and youth learn more about a healthy drug-free lifestyle this week our prevention team will be sharing the true meaning of RM week and why we celebrate as a nation each and every year with the theme of life is a movie film drug free thank you and God bless thanks so much the next Proclamation is community planning month and do we have individuals in the audience for this Proclamation please come forward change is constant and affects

[0:13:01] done for the city of St Angelo was adopted in 2003 uh this was a long time ago um and A lot's changed the the biggest change being that we have uh interstates 14 and I25 designated to come through our community I I'm sorry 27 25 is in Denver uh so planning is the most effective tool for managing growth navigating change and making tough decisions facing community unities um powered by Community planners datadriven insights expertise and a sense of residents needs the planning process helps communities Define their goals and a path to achieving them the plan is a road map that helps leaders make informed decisions about what residents and the local economy need to thrive planners see a broader view understanding how policy decisions like reconnecting communities cut off from essential services can impact a community now and into the future how to properly grow our boundaries and improve quality of life which makes s Angelo a desired place to live work and play planner's recommendations are backed by extensive research Community conversations a deep analysis of data sets from across multiple sources planners distill this data translate findings and reveal insights uh which like which uh neighborhoods have too few housing options or Transit connections planners find the right approach to solving issues with the community not for the community so thank youse go good morning everybody Patrick bro

[0:15:22] fire chief on the morning of September 3rd at approximately 7:40 a.m. rescue one was dispatched to a Swift swift waterer rescue at a low water crossing on Willow Creek in the Northeast Tom Green County upon arrival it became clear that the situation was Dire the Tom Green County Sheriff's Office and the Department of Public Safety who had responded earlier had reached the victims three adults and one child who were stranded in a tree After exiting their V vehicle due due to rapidly Rising water unfortunately the officers were unable to safely return across the creek because of the increasing dangerous conditions however however thanks to the quick thinking and teamwork the officers had brought a rope with them this allowed our team rescue one to establish a high line across the creek which became the lifeline that would save them all with The High Line secured each victim was safely brought across the creek assisted by one of our Rescuers by the time the rescue was complete the water had risen approximately 10 feet and then surged another two to three feet during the operation through prever perseverance teamwork selflessness three adults one child three law enforcement officers were successfully rescued that day our rescue one crew Personnel was Lieutenant Chad Graves engineer buddy lemons and firefighter Doug Taylor we would also like to extend a special thanks to the Tom Green County Sheriff's Office uh the Department of Public Safety Texas Parks and Wildlife G W division Texas forest service and Quil Valley volunteer fire department for their invaluable assistance during this operation and if any of yall seen the video on Facebook we're going to show it again today Mr Buddy lemons uh driver on S Angelo fire department I drive the heavy rescue truck Chad Graves Lieutenant rescue truck Doug Taylor hosan on the rescue truck we're dispatched to the rescue that was couple miles south of miles and

[0:17:30] when they initially got there the water was probably 3T lower than when we had actually made contact so it might have still been moving as fast but it was not as high U we're guesstimating from where I was attached to the Rope to the bottom of the creek we're probably in 12T of water he said it's moving fast we need a boat or something that we can get in the water with and that's when I went back to get more gear and make a game plan on what to do we are very lucky that they already had a rope prior to our arrival that was stretching the the main body of water that we were going to have to cross um and so buddy was able to tighten that rope up enough to give us a good high line uh above the water so that he could secure himself onto that rope and make his way across uh he also had a rope attached to the back of his his life jacket that is actually meant for that that life jacket is meant for this purpose of us doing these rescues and they would either pull me across or I would hand overhand coming back the line they had on me was basically a backup line that way if something happened and I couldn't bring myself back or I needed to get back in a hurry they could just pull me across I think we made 10 or possibly 12 trips back and forth across the Rope there was seven people in the tree everybody had to go get uh personal contact and then let them come back across honestly the adults keeping them above water wasn't that that hard because they have the instinct to stay above water so we were floating pretty well I just had a hold of them and they were essentially pulling us across the one that really had me worried was the baby the three-year-old because essentially I had to lay her on my chest and I had to stay on my back and keep her out of the water so that was the one that I was more worried about was her now everybody that came came across was clipped into the main line with me so even if I lost contact with them they were still

[0:19:34] attached to the main line and we could have got back out to them but I didn't want to lose a three-year-old that was one that you know she doesn't have the instincts to know how to float or a grip and that was the one I was more worried about was coming across with her but once we got her to the end everything else was pretty smooth it's kind of really a surreal moment you know cuz at 7:45 we got a call for a water rescue we know it's been raining for 2 days so this might be real we don't know you get out there and for basically 2 hours of our life it was a very serious situation everybody made it out everything went fine and then we come back and 3 hours later we're sitting at the station like it never happened and then the Cloud's clear and there's no rain and you look around now and it's like you have no idea these things even happened you know been on 19 years and that was you have kind of another respect or more respect for water than what you did when we started I mean we've done like I said water rescues around town since i' been on and usually it's walk out to someone maybe throw a rope if that uh this was on a whole another level n n so today we come together to honor the extraordinary efforts of these Brave rescue crew and award them the Medal of Honor the highest service award for any active duty member so firefighter Doug Taylor engineer buddy lemons and Lieutenant Graves should please stand attention for award the Medal of Honor this pretigious prestigious award board is presented to Firefighters who while on duty face extreme hazardous conditions with full knowledge of the imminent personal risk

[0:21:35] involved and perform an act of consp conspicuous heroism that upholds the highest tradition of the fire service gentlemen the three of you exemplify the core values upon which this department the fire service itself are built upon honor Duty courage and service your bravery in the face of J danger reflects the highest standard of our profession on behalf of the city of St Angelo the S Angel Fire Department and myself I extend my deepest gratitud gratitude to each of you is a true true privilege to call you my brothers thank you one more so at this time we'd also like to recognize outstanding effort from our civilian Partners at approximately 8:15 on the same day Quil Valley volunteer fire department was dispatched to the Swift water rescue event Shane Crim is the quill Valley volunteer fire department Fire Chief and the Texas A&M for service supervisor in s Angelo he was with the TFS crew at the time of the call due to the nature of the situation Shane responded to the rescue on McMillan Road with two TFS Personnel in

[0:23:40] a high-profile vehicle um in addition to his vehicle prior to arrival of the original call location Shane found safd personnel and medic 13 stranded and stationary in a wide body of water uh at the Willow Creek and mullen's Crossing Road the ambulance had stalled out at the creek crossing in approximately 3 ft of water and flowing water over the roadway he was unable to raise the Medics on the radio Shane attempted to assist the Medics and pull up to the rear of the ambulance but due to the depth of the flowing water he ceased the rescue attempt and backed out he then contacted the TFS crew coming just two minutes behind him and directed them to his location upon arrival Shane briefed Cody lamber and Jeremy Williams of of the situation and known hazards regarding that there were no guard rails to prevent the ambulance from flowing all the way Downstream Cody and Jeremy proceeded to the rear of the ambulance which was now identified as being in the rising water they accessed the Medics by climbing across the hood of the high-profile vehicle and ret retrieved both Medics from the unit they were taken back to the roadway and got out of the TFS vehicle C Cody and Jeremy then returned to the disabled ambulance the secured a toe cable to it and during the operation that ambulance began to shift in the flowing water that was now deep enough to enter the back the rear of the ambulance Jeremy crawled through the small Scuttle hole in the back of the ambulance to go into the uh the cab of the vehicle so he could steer it through the water and they proceeded to tow the vehicle out of the water the TFS responded okay anyways they uh they pulled the vehicle out of the water and at that time it was starting to release from the roadway and in a short period of time it would have been down the river along with my Personnel so I'd like to uh we would like to honor the extraordinary efforts of these brave men

[0:25:44] today by awarding them the citizen service award which is the highest service award for civilian Personnel uh Chief Shane crem if you could come forward oh there he is the citizen service award is awarded when a civilian assists in an emergency situation or provides service which may be deemed beneficial to the S Angelo fire department whose actions in the face of imminent danger result resulted in the saving of life and property chief grem on behalf of the city of s Angelo and S Angelo fire department I thank you for your service thank you thank you very much picture e oh got to turn on the microphone we will now move into the public comment section of the agenda

[0:27:47] Heather do we have people who have signed up to do public comment today yes we have three people first is Charlotte Anderson good morning Charlotte Anderson executive director of keepon Angelo beautiful and we're here to give you a recap of our fall sweep which was this past weekend so we had just a phenomenal event we had 41 teams 824 volunteers 49 organizations who represented 2514 hours which is an $84,000 value in cleanup to the city we had 584 bags of trash approximately 3 tons and we provided 260 lunches so this year we um were able to partner with Angelo State University and for rambunctious weekend um on movein they also provided teams to clean about 200 students went out into the community um we were happy to facilitate that with them and provide materials for all the students and then again for homecoming week this Sunday they were also out in the community picking up trash um I want to say maybe a team of about 150 which would have been our Greek life student organizations and student government so we're very proud of our partnership with Angela State University which is making our numbers just go through the roof um also I would like to give a shout out to Mr Carl white in parks and wck um Angela State University maintenance crew our city is looking fabulous so if you can imagine we had to find cleanup areas for 41 teams and I can tell you our regular hot spots are no longer littered with trash bags so between 2020 um when Co started and today um the city has definitely improved and we're really proud of the work of the citizens

[0:29:50] the volunteers the community all of our donors and sponsors because our work has been well done and really make an impact so uh again just very proud of our teams our most interesting item was a complete toilet that was on the r aoya at Comfort Suites and that was found by the uh Association of Realtors and they were also the tough team they had 36 bags of trash probably about 30 of them were as tall as me and then our students from Sacred Heart won the best Spirit award for a poster that said Sacred Heart use got the holy spirit so um just a wonderful again thank you for your support and all you do to keep s Angelo beautiful thank you Jamal schert um Jamal Shumpert sing on member district number three uh today I was coming up here to talk to you about the lym of the consent agenda U last week about what the the length of the consent agenda okay um last week it was a few things I couldn't get to because there's only three minutes during this public com during the centen to comment uh one of those things was the Hickory groundwater I was wondering if y'all know when or if we all I tell you because they're on the consent agenda what we will do is if you'll give me the items that you want to comment on we will pull those so you can comment on them at the point of the public com at the uh discussion on the consent agenda so what three items would you like pulled that the particular item he is referencing was on last meeting's consent agenda that he did not have a chance to address and he would like to address that now well there you go uh um I was wondering if we had U already started bringing in the water

[0:31:53] from that well or was just still working on the wells to bring in the water uh you got Mr we are bringing in water public comment is um for comments at this time is not uh a question an answer oh yeah she can ignore my answer I mean my question okay I could ignore you but I didn't yeah she was polite answer well um and another thing because of the L of the consent agenda you did mention y'all would pull it I'd appreciate that on some of them and another thing one of the things on agenda about the PCO Street and Sherwood Way it was about the low plane High plane tcq requirements we approved it but we didn't list whether or not we was going to come back into compliance with tcq I spoke on it last week and I'm speaking on again this week because it's as I've look back through a lot of our water departments and operations uh we have quite a few tcq requirements and they're they're coming from the outside contractors they're not coming from Reese Albert or our local contractors it's the outside contractors who I guess are required uh who are reporting these things so I I would I would suggest all of us just take a a deep dive into what's going on in that in our sewer system and water delivery system uh and that that' be it thank you Jamal and lastly Jeremy valgardson how dare you resign turn let him talk well good morning mayor council staff I'm Jeremy valgardson representing myself today living in smd6 but working in smd1 and airspace and everybody's SMD so I just would be remiss if I didn't come up here and publicly thank you all I I think you all know that I um will no longer be working with the city of St Angelo you'll come back yeah we already know you you might be leaving but you're coming back I'll come back for sure never forget where I came from uh we moving to Corpus

[0:33:56] Christie to work at the international airport there but I just want to thank you all and uh mayor for your support to allow this airport to grow you've always been very supportive and and found ideas to help it grow um and develop and I know I'm very biased but I think that the runways are your most valuable um Pavement in the city of San Angelo So Daniel and to you also thank you for for your support and Michael um they've been great bosses nothing but absolute support for this airport so I would encourage you to to continue to support the new director as they come in I think we have a lot of momentum we've we've been failed a little bit by the federal government on the the mod for the South taxi Lane and also with our approach control but we're working with them and uh we got a lot of momentum in the right direction so please continue to support them you have a fantastic airport and and uh thank you for um for what you do for our community I've been able to raise three kids in the city of St Angelo and it's it's been a great place to live so thank you all mayor be remiss as well in not mentioning that Jeremy has done an outstanding job for us as well we've been so blessed to have you on her staff and we hate to see you go but we know you do us continue to do usan work where you go next and yes absolutely May we'd love to have you back someday but again thank you for everything that you put all the effort you put into this to make the airport a much better place than what it was when you first got there so again thank you and God bless you and please stay in contact we can still use your advice and your guidance and all the information that you have in regard to the projects that we have worked on or working on and intend to make happen so thank you leave your personal cell phone number with us please we've got it is that it Hill that's it okay we're going to move into the consent agenda I want to uh make an announcement on the consent agenda to start with and that is Item B one has been pulled will not be a part of the approval process B2 still

[0:36:00] maintains a a piece of the consent agenda but with that I'm going to start with Larry and ask if there's an item he'd like to have pulled no ma'am Karen no ma'am Lucy no ma'am Harry no ma'am Tom to Tommy no ma'am with do you have a cold I do yeah I just wanted to come share it with everybody yeah with that um may I have a motion for approval of the cons agenda with exception of item B1 so move by Larry may I have a second second second by Lucy any public comment concerning any item on the consent agenda Jamal schert Jamal shumer single member district number three um I had a question well I guess it's I guess you could say a question it's about uh the pricing um will we have more control over that pricing of the things we have there at the Bosque uh because we're going to lease it out and he does sell ice cream he will have all those other assets that we have and and I was looking in the improvements maybe we could speak to him maybe we could put some like cowboy graffiti down there on the bridge or maybe they don't let you paint Bridges here I'm not sure and as far as the hot food trucks he mentioned bringing in hot food trucks is he gonna charge those hot food trucks a rental space uh because last time I checked I think to put a food truck in downtown and that Park is free right uh outside of those things I think it's a pretty good idea to have have that ice cream there that ice cream place there I think it actually is a pretty good idea I think he'll do a great job and please follow up with him if you have any questions in regards to how he tends to operate it okay thank you thank you any other public comment on the consent agenda no ma'am okay with that we'll

[0:38:03] take a vote all those in favor of approving the consent agenda say I I None opposed consent agenda is approved and we will move into our regular agenda comments regarding items on the regular agenda may be made by the public when each item is discussed as outlined above applicants proponents and appellants are exempt from the time limit above and instead must limit their remarks to less than five minutes item a is presentation of the downtown St Angelo Incorporated biannual report and we have Monica Ramos here to um present hello good morning mayor good morning Council I feel like it was just the other day that I was here presenting but it was back in May but BL how time flies but here I am again to give a brief overvie overview of downtown St Angelo and um what we have um been tracking and accomplishing thus far um this time around I've presented a map of our Main Street um you've hear us talk about being a part of the Main Street program well there is a boundary um for the Main Street area and as you can see here it goes as far north as Houston Hart South to Washington over East to Main Street and West to Santa Fe Park Drive so it's quite an area that we cover in report so this reinvestment report is to date to 2024 and we've had 14 Rehabilitation projects one new construction and 10 properties sold um with the rehab investment being at 6,858 th000 new construction 300,000 and property sold at 2,226 th000 with the overall for the year of 9,443 1110 um so some substantial projects happening here within our Main Street district for a new business um for this

[0:40:09] quarter we have Mandela Den which is um this is actually a second location the first location was on chadburn next to Oldtown books um Christy Williams has opened up a second location right in the heart of downtown at 115 East Concho this is ass Salt Room relaxation therapy um location uh we have Peak Wellness Spa uh Medical Spa Rome 1931 which is retail this is located right next to Cowboy Up chocolates right along Concho the little shopping shopping area and then we have Urban glow which is an aesthetic and Beauty service overall um for the year we are now at 13 new businesses um and we keep on going even when one door closes another opens I know we've all heard that chadburn tabern closes doors but Up and Down Saloon has now replaced that location and um they just opened up a few weeks ago and so they are moving right along with their business there on our combined and combined sales and mixed beverage report I do want to note that there is a line underneath um 2024 second quarter and 2023 2 quarter that says combined first through fourth I've only included first through 2 so that's actually combined first through 2 quarter because the third quarter is incomplete the mixed beverage report those numbers come out for September will come out October 20th so it didn't make sense to include that quarter um so what we see here um is some positive growth for St Angelo positive change a little bit of a decrease for the central business district and Main Street however to really understand this because this is a bunch of numbers and percentages I did create a couple of charts to help us see some differences from 2022 23 and 24 I know there's a lot but the entire left side is St Angelo and it's broken from sales tax at the top mixed beverage at the bottom Central

[0:42:12] section is Central business district and then to the right is Main Street and so in blue is the 2022 Trend the Orange is 2023 and the green is 2024 um so overall if you're looking at these these numbers and watching the lines here they do stay pretty consistent there's not a whole lot of change that you see here um they've all really remained the same and so the only thing that has really changed is the mixed beverage tax has grown since 2022 so that's a plus there that that has increased as for TI projects I did try to go around and capture some update updated photos the list on the left of five projects that I presented back in may they have not began work just yet so there was no progress and change there um to the right we see the latest approved applicants and projects um for the southern TI boundaries and Stango Pizza is actually one that has already had progress with awnings and windows and a new door and he's actually set to open today so you might want to go check him out for lunch um destiny and I uh my office manager Destiny had the pleasure of going and having a taste testing at Stango so we were able to see the new um pizza parlor that he has and the patio out back um so please go pay him a visit with tears since Downtown St Angelo is now accepting applications in our office um we have seen about six clients that have come in to visit with us about application what we do is we can print off the packet for anyone that is interested in applying for tiers we can ask questions as best that we can um and then let them know what they need to complete their packet and then they can bring it back to us once it's all placed together um so in this second round for

[0:44:14] June we had nine applicants so there's quite a list here and so that left a balance in the south of $246,000 which will be combined with this next round that is set to open up any any day now for the South but keep in mind that anyone in the north can apply at any time throughout the year as far as our marketing and promotions go we've been pretty busy um our historic magazine is um set to debut soon um we keep that going on a biannual basis there's some very interesting stories advertisements in the historic magazine um we thank media Advantage for helping us gather the information and putting together the content for the magazine our Texas Main Street Retreat um we just got through June and July with the Main Street Retreat and the star spangle Banner concert both events were really great for the organization but as well as downtown of bringing people to downtown to shop and um visit the artwork and um stop and eat and grab a bite at the restaurants as well in downtown our downtown collaborative this was something new that we put together we had a small Committee of business owners and our board president get together put our heads together to brainstorm some ideas of how we could help the downtown community with the business owners of how we can continue to boost traffic downtown and so there were really there were a lot of really great ideas but we had to really just put our finger on the ones that were manageable right now and the ones that would be most effective and so we narrowed it down to presenting a marketing workshop with the health help of the Asus BDC and media advantage and then we also hosted um a Sunday fund day which we plan to have this quarterly and kind of see how that takes off to have businesses open on a day that's not normally um a day where businesses are open to the public we want to really get some more traffic going there may be

[0:46:17] people that are um leaving services or MKS and want to go shopping have a bite to eat um Sunday is usually seen as a resting day but we've been hearing a little more from a students and others that um this might be a day that that could be profitable for businesses and have some customer engagement this year Downtown St Angelo is celebrating 20 years in existence and I would go over all of the details of what we've accomplished but we're saving that we um have some videography um thanks to really I want to thank our board members I had a really great group together um Luis ortiga Andy Mary Michelle babish Hector Laos Gary Jenkins um Sierra and Dakota at Old Central Firehouse they all came together and planned a really nice agenda for how we want to present um our 20 years our celebration and the impact that we've made but not just the organization all the um people that impacted downtown the business owners the property owners because a lot has transformed over the past 20 years and it's not just the organization to thank it's everyone coming together that made things happen and so we'll have a videography a presentation to share through social media and website here soon once we um get TI get it all tied up and we'll be able to present it to the public to Showcase uh where we were to where we are now the Mini Miss wool pageant is coming up soon on November 8th the 9th this will be held at the Brooks and Bates theater this is something um not so new but to just been off of the original Miss wool pageant for little girls ages 6 to 11 to participate um in a competition um very casual no experience necessary but I think it's going to be really fun there will be an opening reception on Friday evening with educational displays from the Texas sheep and goat risers Dolores Vernon is traveling from campwood Texas to visit

[0:48:20] with us and to have um her retail showcase as well that evening and then the pageant will be Saturday evening um Concho Christmas celebration is something that's a little bit new for us downtown s Angelo um and I want to thank Destiny hos our office manager she's been really great at helping out with this cono Christmas celebration administratively with marketing and promotions we're stepping in to see how we can help continue this event for um future years to come so right now we've been visiting with the organization and trying to help out as we can to bring some new ideas and have some updates to um the Concho Christmas celebration moving forward and that was short and sweet that's all I had do you have any questions for me you might look at the spelling of that store roam I think the spelling on that you presented is not what she has on her windows in terms of how it's it's um marketed so you might double check the name of that business please yeah ma'am other questions comments Tom Monica I know you're taking over the Christmas cono parade all how's just give us a brief update just you're putting your toes in that for the first time we're taking that over as the city kind of give us a little bit of a spin on that so I've um was you know kind of like everyone else W this is a big big event you know this is a lot to tackle however we've been meeting with Mr fluger and Cynthia his secretary and Cynthia was gracious enough to put together a whole schedule a timeline how the event runs so we were able to read through and see how it goes from start to finish um Desy and I have been assisting as far as uh making comments for the website updating social media um destiny has also been making a few phone calls to update the radio liners which contro Christmas um coordinates with kcsa radio to have Christmas greetings um that play throughout the night with the Christmas music as you're touring

[0:50:23] through the lights and so we've been doing um admin ministrative task and that's really what it is the cono Christmas celebration has a phenomenal committee it's a group of people that are passionate about the community about what they're doing for this Christmas holiday um and every year and they already know what their tasks are they're accustomed to it they've been doing it this is going to be 31 years this year and so they each have their own idea of what they're doing and they get the tasks completed and there's um monthly meetings um where we come together and give up dates and so so far I think it's going pretty smoothly um and we're handling our part pretty well how many volunteers do you need for that oh my gosh that's a really good question there's and the and the reason I ask you that is is people here probably don't understand the importance of a volunteer I know they've done some with kab and things volunteer the the value of a volunteer is probably $3 $40 an hour you just coming from the stock show on Rodeo you don't realize that so what I encourage anybody that's listening is to if they feel like they could help or they have some Meats to could they just contact you come down and say hey we're going to help out yeah absolutely thank you because volunteers really are what they're number one up there with sponsors volunteers are number one in making events happen it can't really take just one person it takes a village to really support and make an event successful there's so many moving Parts um the community hosts are an important part to the honcho Christmas celebration as well these are either families or organizations that choose a day in December and that evening is when they will go out and collect donations from the cars that pass through for the tour of lights and that's an important one because that's going into um the evening hours and it gets dark and so you're out there for a few hours and so I commend the community host for stepping up to take that role and that's for every day for the month of December um and right

[0:52:27] now the 25th is the day that's open and available so if anyone would like to call and contact us we can definitely pencel you in for the 25th thank you Monica thank you any other questions or comments Larry could you repeat the time location date of the M Mini Miss wol contest yes so November Friday November 88th is the opening reception from 5: to 8:00 p.m. and Saturday the pageant begins at 5:00 p.m. at the Brooks and bats theater believe that's 82 Gillis Street I think the Veterans Day Parade might be that morning on Saturday but this is a perfect balance parade in the morning and pageant in the evening other questions or comments I just have a I just wanted to thank you Monica for your hard work and it does not go un notied so thank you so much thank you Lucy may I just want one quick comment I know that Mr fluger Lee has been very complimentary going back to Contra Christmas as far as what you and Destiny has brought brought to the as far as the social media the creativity so there's a lot of I guess expectation moving forward this is going to get uh even even better I think it's great what's been established but uh I think it is going to be it's going to grow and become better so thank you for your efforts on that as well thank you thank you thank you Item B mayor we did have a request for public comment on this oh yes by Jamal schert Jamal shumer single member district number three um yeah mayor I wanted to look at the package so I could see the alcohol numbers but um what she suggested seemed a lot better for me about um opening up those shops that are closed on Sunday for you know she said once a quarter why not once a month when my brother came to this town he came on

[0:54:29] a scholarship to play football and when my family came in you know Saturday's the game Sunday we go around looking for places to shop there was no places in St Angelo and this was back in 2010 uh none of those places were open and we eventually ended up getting a sheep in a Ram from Angelo State's uh bookstore which I could have got got them anyway but yes that is actually a great idea to boost sales downtown on a Sunday instead of doing it once quarter which is once every 3 months I would suggest doing it maybe once a month especially during football season and basketball season it's a great idea the biggest challenge with doing that is retail stores having the staff that they need to do it and so it's been a 20-year project trying to get stores to stay open and be competitive against the mall and all the other big box stores because they're open Monday through Sunday every day and and so if we're going to continue to grow our downtown there's two challenges one is a Sunday and one's a Monday we have a lot of people from out of town that come into town and if they don't shop on Saturday or Friday many of the retail stores are closed on Sunday and some of them on Monday so the challenge is for them to be able to find enough staff they're family-owned and they struggle with doing that and then so that's the biggest issue but we know it's a challenge and we've been working on it for 20 years so it's not a new story it's an old story that we just keep trying to make happen the good news is we do have restaurants open on Sunday so people can come enjoy meals but we also have this great thing called the river and people can enjoy the river and with a new lease on the river uh I think there'll be some more activity on the river for families to enjoy thank you that was good information by the way thank you I'm sorry any other public comment that's all okay then we move into consider

[0:56:34] resolution nominating candidates to serve on the board of directors of the Tom Green Council Appraisal District you're on Heather okay um in 2023 Senate Bill 2 brought some changes to the Tom Green County Appraisal District board um being the three elected officials um which has taken place but then for the five appointed board members members um that are appointed by the taxing units um they have put in um they've called for staggered um terms terms yes thank you um so last year we nominated five people and voted those five people in for a term beginning 2024 January that would expire December of 2025 um of those five people um or today you have the opportunity to nominate either the those same five people or if you would like to make a nomination of another individual this would be the appropriate time to do that as well um in order to start those staggered terms two of the five individuals that you nominate will need to be for a oneyear term rounding out a two-year term in total from 2024 through 2025 and then the other three will be a um three-year term rounding out four-year term for those people from 20 24 through 2027 if that's clear um do youall have any questions do we have a slide to show the names um I do not have a slide for you I do have their names as well as how long they have served on um the Tom Green County Appraisal District board uh leis Gomez has served um 11 years 20124 makes his 11th year Bob Reeves uh also 2024 making it his 11 year candy P at seven years and then Scott tinkley and Eric Wilson at approximately two years they came in on unexpired

[0:58:38] terms are there any new names that city council would like to add to this list with no new names to be added to the list then we vote today to continue the five people as listed and based off of their existing terms do we determine who has the alternate time frame or we just stick with already the time frames assigned to these individuals names uh you do have the opportunity to select which two board members you would like to nominate for an additional one-year term and which three you would like to appoint to that additional three-year term so do I have nominations from Council for two people for that additional one year I would nominate two longm people okay so that would be Bob Reeves Reeves and P no no you want Lis Gomez Gomez and Reeves for the Stagger term the shorter term for the shorter shorter that's the one year the one year and then the other three would be for the threee okay the twoyear is that a motion Tom that is a motion I'll second that motion any public comment uh Jamal schumpert yes Jamal schumpert single member district number three mayor I was hoping that y'all would might nominate candy P because she seems a little more sympathetic to people in their tax situation in their living income situation and she's also on the Planning Commission and a realtor uh that's the really all I had to say I just think that maybe wouldn't have so many complaints or maybe maybe some of the adjusters might not or inspectors might not say hey this will pass if it gets challenged you know when you good news Jamal is this the

[1:02:45] annual Ador tax and providing for the security for and pavement of said certificates providing an effective date and enacting other provision related to the subject an Tina you're on thank you mayor you may wonder if that was written by an attorney yes and it was yes okay so this um you've already approved and directed The issuance of this debt on August 19th okay I'm done call for a vote just kidding okay um so this is just the ordinance um the parameters ordinance that delegates pricing authority to the pricing officer that creates for efficiencies and allows us to get the best and lowest possible interest rate um this will be approximately $20 million advertised over 20 years um of course it will be used toward the city streets program it will not increase The Debt Service tax rate um we expect to uh we will receive bids on Thursday at 9:00 a.m and we award to the lowest interest rate and then we will close and receive the funding on November 14th what is the interest rate we are project we we are looking at I know it's not solid but where what are we looking at the original model that we received from specialized Public Finance um projected 4 and a qu% I think we're expecting a little lower that than that closer to 4% and what has it been uh when we originally started looking at this back in July and August they were projecting closer to 4.92% I want to say but closer to 5% so it's come down a little bit do I have questions from Council move approve okay Tommy made an approval and it's second by Harry public public comment on this item Jamal schert mayor is this a ordinance change or is this just a um I guess approval of an item because what what I was reading it seemed like it was maybe an ordinance change but when I was

[1:04:48] actually reading all those documents interesting thing I found out is that if we default on this we would have I guess what is a private water system we'd have to pay not the city of San Angelo but a private water system is that correct it we default on this because it's I I read through the 26 Pages it literally said good for you yeah I know it's it's a lot if we don't make our payments and we so well one of the reasons we have a AAA rating as a city one of the reasons we can come in with the tax rate that interest rate that she's talking about is because we have a h history of paying our bills and paying our bills on time so our credit rating is reflective of that otherwise we'd be paying a much higher interest rate and maybe or maybe not being able to get the money that we need to move forward on our streets programs so the good news is we plan conservatively we make sure that in the planning and the process of budgeting that we allow for the monies needed to support our debt and as she said we're not increasing our debt so we're in good standing yeah well we're not increasing our debt but as I do go through some of our finance things like last week we had the whole this this the elderly retirement situation which it just popped up out of nowhere but if it's a yearly thing that y'all have to go through with finances sometimes there moving forward it does kind of seem like if we don't keep a handle on the finances that that that 3A rated we got it will drop and we do have other requirements that will have to be done for tcq and other Regulatory Agencies which we will have to amend our budget for so not knowing what may possibly happen in the future is is a huge problem when it comes to finances it's always on the back of our minds yes oh thank you for letting me know that thank you I feel much better thank you thank
