[0:00:01] we will call this meeting to order it is July the seventh 2020 at 8:32 a.m. in the morning and we will start this morning's meeting with the chaplain prayer and Gary Jenkins who and his wife Marcela will be offering us prayer this morning okay well good morning everybody god bless you and we're getting ready to go into prayer will you please join with me precious father in heaven in the name of Jesus we thank you for another day that you've made and we thank you for this opportunity to seek your face before we begin the business of running the city father we ask you to bless the mayor of the city of San Angelo the Honorable Brenda Gunter the members of the Central City Council our city manager and the city clerk and all of the department heads and representatives of city government here in San Angelo we pray that the public that is watching this meeting today by a zoom will also be blessed and we pray that you endow the members of the council to conduct the business of the agenda in a way that will glorify you and will honor Lord the offices that they hold we pray for their strength and for guidance for wisdom and the ability Lord to see what needs to be done so that we can accomplish all of the tasks set before them we give you glory we give you honor Thanksgiving and praise in in and we also ask you Lord to continue to watch over the city of San Angelo with regard to covet 19 Lord the numbers have spiked up and we pray that

[0:02:04] the citizens will follow the procedures that have been given concerning wearing the mask and social distancing and all of the things that we need to do to protect ourselves and others a pretty father that you will lord have mercy and look upon our community and lift Kovach 19 once and for all we praise you we thank you in Jesus name Amen god bless you mayor good to see you special instructions for our meeting today all members of the council and staff should begin speaking by stating their full name and their SMD position or role within the city we will now move into public comment and I have several things to say this morning first of all I would like to say the following over the past few weeks I have heard so many people say it copa90 well it's not serious they claim that because only three people have died but they would take that back any day you get it you get over it no big deal I want to remind everyone that death is not the only negative outcome for those who might be hospitalized with or without insurance the expense in itself can have a long-term impact on your financial well-being and quality of lives not hospitalized you still might have medical costs quarantined at home loss of a paycheck and those you inspected or the company that you work for might have to close their doors and once again other people lose their jobs and their paychecks and then there's the long term impact on your mouth we don't know yet but it is common sense to know that it will have an impact on your lungs your respiratory system you might find that you will have a lifelong

[0:04:08] health issue our health your health why would you want to risk damaging your quality of life down the road or someone you care about life and health life is just not measured in to life or gap thank you from I would like to offer this comment the city of San Angelo would like to recognize Karen outlet for her hard work to organize and homeowners sponsorships with the land as wavy homeowner associations 2020 annual Independence Day fireworks show while the lake mounds with the homeowners association made the difficult decision as home this year's show we still want to highlight Karen's hard work today Karen has been the fireworks chairman for many years she and her family worked many hours each year to make this event special for the entire community we look forward to a time when the fireworks can be safely health but appreciate the leadership of the owners association in light of the governor's recent orders regarding mass and limiting gatherings to 10 people further public comment this is from Pete both as jr. snd one Hispanic registered voter I don't agree with the Working Committee I don't believe that selecting a black and Hispanic council member would resolve any underlying issues and that they would be impartial to overall citizens concerns because of their working relationship with the police department this is a time for citizens to speak up how is it that the Lake Housing Association has so much influence on past and present counsel and smb1 representatives as to what can and cannot be done in the Lake area who are these people who owns the lake the city or lake homeowners association this is a time for citizens to speak up it is time to desecrate the lake area and allow

[0:06:14] portable rent to be built and by black developers and quit allowing a select group to prejudice against people with moderate to low income who would welcome affordable rent of the lake area time and time this council and past councils have turned down developers because of these select here this is the time for citizens to speak up why did the 5 million dollars of the trust fund come with attachments Lake homeowners association to have a committee of input from Lake development and therefore there should be a Citizens Committee to have people input as well this is a time for citizens to speak up council good day with that do I have any other public comment with none we will move on to the consent and I'm going to ask that if Council members will try to stay seated and not move around too much many citizens have complained that these sent meetings are very hard to watch because there's too much movement going on so please stabilize yourself people watching this beauty okay our consent agenda do I have any items from the consent agenda that council would like to pull start with Billy okay Lucy yes ma'am I wanted to pull e J no AG and I'm he's hairy um living the bull Tommy no ma'am lame okay you'll have a motion to approve the consent agenda with the exception of I II G so Luther Mary Thomas single-member district three we will now move into item G consider warning in FSBO 3-2 Oh

[0:08:37] Redford storm recovery project to to Galilee CDC in the amount of one hundred twenty nine thousand two hundred twelve dollars and seventy five cents and authorizing the city manager to go and execute all related documents Bob are you with us good morning everyone I'm here okay yes ma'am well I just wanted to ask you is this the first time that we're rebuilding or is it the second yes actually this is the second one I believe in August okay so out of those two homes we still have how much left six hundred thirty eight thousand eight hundred sixty-one we have what I want second let me confirm we have about a hundred thousand left we have some rehabs that we're working on so we're probably going to use up most of those funds okay so are the people still putting in to help rebuild her is it we are we are what we've done is we've kind of extended the area a little bit to cover more of the neighborhood since we didn't have a neighborhood that's this year we kind of took advantage of the situation and added some of our CBG funds to to expand that area for siding replacement and we're kind of adding some of these funds to kind of cap off some of those projects some things you don't do with with the Blitz okay and when will this house get started where did it get started when will it Oh we're not sure as soon as you approve this hopefully you'll approve it well we'll get started says we can't we're expecting about a I'm a couple of months from now okay okay here

[0:10:42] I'm into approve as presented all right I'll second it with all those in favor say aye those item passes 7-0 we will move on to item G consider solution improving the 20/20 parts of recreation master plan and active living plan yes Carl I went back in I was out last council meeting so I went back and watched the video and y'all hadn't put in the in Mackay restroom at that time but I did notice that you couldn't get this time is that correct it is correct okay and when you get these grants Carl is it for a certain project or is it just for whatever we have on on though always for a targeted project that we work together to identify what the project is what the elements are for the project and how we'll fund that okay so Kirby Community Park was an example of that that we did in 2005-2006 it was some city funds and some TPWD funds two different grants with TPWD okay and how soon will you be putting in the grants for I mean as far as the date goes when will you be submitted if we approve it depends what what projects you're on target for grant okay this is just approving the master plan you do with any grants or any applications but without a master plan an updated master plan they don't have the ability because they all require a recent master plan could be not so this is the first step yeah and that's and I understand then I

[0:12:46] just wanted to ask if how soon we would be on target to submit a grant that's all so I think that we curl and Rec you might Daniel might comment on it but I think what we try to do is anytime a grant is out there we try to apply it to some project that we might have based off of master planners yes mayor this is Rick and that's that's very true that's what we do and we look for opportunities when those present their selves typically the the TP dwb ones are done based on our master plan and what is shown as priorities course not also those come with matching you know matches so that means that the city has to have funds that are available for those matches and so forth so just answering Lucy's questions we just look for those opportunities whenever they present themselves and where the city has resources to make those matching grants so right now we don't have any on the books but we'll be watching for those and of course those are granted based on the results of this survey so those that things that are high priority and Carl's new master plan as identified by the citizens of course get higher points when we apply we'll just be watching for the refurbishment of the playground area

[0:14:54] Karyn scribbling you to death part and authorizing the city manager to execute all related documents Lucy again would you like to ask questions yes me I just wanted to ask 5000 is that what the city would be managing yes the city is we took the council a few years ago a plan for how to use the half cent sales tax allocated through Hassen allocated to park improvements and this was one of the projects that was approved this so basically we be putting forward one hundred and eighty eight thousand and twelve dollars a match to this grant is not required but the city is putting that forward to accomplish this project and exactly is it just to upgrade the playground or what else is there it's it is almost a complete replacement there are several posts that are in good shape index that are in good shape that we would keep if we were to do a complete replacement it was going to cost about $50,000 more so we opted for the full refurbishment so we replace the two major playgrounds and all the elements as part of that so all the all that project is three hundred and seventy two thousand six hundred ninety dollars that's correct and almost half of that is for the fossil material of the port and place to fall zone material it is the best fossil material but it is the most expensive and that's what's that that was what was there now replacing existing yes thank you that's what I needed to do all right any other questions with no other comments or questions - Lucy improves

[0:17:03] hair Tommy seconds with no public comment motion passes 7-0 with that we have completed the consent agenda for this July 7th meeting we will now move into the regular agenda the first item is public hearing a first reading of an ordinance amending chapter to article 2.07 of the san angelo ordinances to standard standarized provisions related as city boards and commissions modifying the conflict of interest in term limit provisions Teresa you're on this man Theresa James city attorney you all may recall that we modified this ordinance probably six months to a year ago and as we been working with this ordinance we realized there are a couple of holes that need to be filled within the ordinance mm-hmm I'll let Julia pull it so I'll go forward what we're waiting on that to come up there are basically two different changes that we're trying to make here they are one thing that we looked at is the conflict of interest policy when we drafted this policy we included a provision that prohibits anybody from accepting funds for six months after they leave the board but what we fail to address in the original drafting of this is how long somebody has to wait after receiving funds to go

[0:19:05] on to the board now Harry you asked me a question about this earlier in the week and I told you the wrong answer this actually does from pivot you from serving on any board for the length of time equal to a term if you receive money from a board and the second change that we want to make is we don't have anything in our code of witnesses that addresses reappointments so we don't know how long after somebody leaves resigns or is terminated from the board that it takes before they can come back on the board so we're clarifying that that is going to be for a year I'll take any questions about those two things but questions from City Council but no questions from City Council may I move to approve is presented Harry Thomas a single member district 3 yeah no public comment we'll take the vote all in favor say aye opposed motion passes 0 we'll move into item B which is the first public hearing and introduction of an ordinance amending the budget for fiscal year beginning October 1 2019 and ending September 30 of 2024 grants reimbursed expenses and capital projects and Tina you're on today thank you yes ma'am trying to pull up my slides here okay okay about that Marik Tina dear Ski Director of Finance we have several question amendments to bring before you for approval today this first one is to budget for insurance proceeds and the Traffic Division they've had more

[0:21:09] damages than expected this year and so that's the budget for insurance proceeds along with the course money expenditures the next one is additional grant monies that planning and development services will be receiving from the Texas Historical Commission in the amount of almost $2,300 this next one is Karen's a coronavirus relief fund this is money that has been granted to us by the state I have a program for cities under five hundred thousand people or my they are allowing $55 per capita and so we're able to draw down 20% of that almost five and a half million right now and then as we need more we can draw down as a question if I may Tina on this particular amendment are we going to account for it separate so that we can see specific line items for what this money is being spent on well so we'll account for this in fund 103 where we account for all of our grants and and so as we use this money it won't be separate line items within that fund yes explain what this money is because we know what things and expenses that the city has had because of this virus know whether is additional police officers overtime etc I know that only certain things qualify some one of those certain things qualifies for this so 75% of this money has to be spent on items that aid with public health or public safety and so some examples of

[0:23:14] that are medical expenses public health expenses payroll expenses for Public Safety Public Health healthcare actions that facilitate compliance with covin related public health measures for example if we ordered masks to give out to the public as they come into our facility that would qualify expenses associated with the provision of economic support in connection with covered 19 that would be part of the 25 percent so 75 percent like I said has to be used for public health and public safety measures the other 25 percent can be used for other types of programs that aid the community and finally any other covered related expenses reasonably necessary to the function of a government that satisfy the funds eligibility criteria so that's kind of an all-encompassing one there that you know as long as it's covered related and it wasn't budgeted before the crisis then we're able to use it to help aid with those expenses um Tina when you ability to wit single-member district 6 um when you say medical expenses are you talking about maybe the kovat 19 tests that are given what kind of medical expenses are included so it's possible we're actually looking into that it's possible that we may be able to partner with the hospitals to help with some of those expenditures but if we were to do something like that of course it would be a idea that we would bring before the council for consideration um for right now we'll probably just be using it for actual city expenditures until we develop some kind of a program if we want to go into that room okay and you know I know that expenses 50,000 or more I believe come before the City Council will that be the case with this particular money yes ma'am we still have to follow all of our procurement guidelines as we always do and in fact we currently have in one of our agenda or budget amendments today is going to

[0:25:16] be to budget congregate sheltering which is another gram that we have been approved for and so that's an example of that program that we're getting ready to start because the hospitals are starting to fill up and they're going to need some additional beds basically for people that don't need to be in the hospital but still need to be isolated so with that program we're still waiting on an extension approval but with that program it should cover the cost of that non-congregate housing but in the event that we didn't get the approval in time or the extension approved in time then this funding could also cover those types of expenditures and so with that the cost of that program is going to be in upwards of fifty two thousand dollars a month and so that is an example of something we will need to bring back to council possibly at the next meeting for an emergency or exigent situation to have approved actually Tina I think that we approved those contracts through the declaration that they passed so we may not be bringing that back that is an example of the type of purchase one thing for sure we meeting expenditures the arsy relief funds bit of food we're inching closer and closer to having use of it now I know that speaking with the hospital administrators they don't have any tissues the number of patients for the hospital just before weeks ago so that's something that we know that as those individuals that are in the hospital that are positive but Bobby you got to a point where they can see the hospital he's somewhere to go back home for family you can spent those individuals so we are looking at this point at place we do have agreement as

[0:27:20] far as hotels a place where those Indigo's just to go where they can be isolated so we see these expenses coming up but we know that as this compressed is the coven making progresses and we'll have additional we're blessed and the funds that are available to us right now but we know that we have to be mindful response and know that the expenditures only go up as the numbers go up as well Billy do you have further questions um I just have one other one uh Tina I believe the 1 million that we're looking at here you said was 25% of what we could apply for this is 20% so the total amount that we could possibly draw down is close to five and a half million so how do we qualify that when this 1 plus million is depleted then we apply for more that is my understanding and and with that they are also only available until December 31st of this year unless the program is extended thank you that's all I have man continue inna okay the next item is for to budget for that grant that Carl spoke about earlier from the San Angelo Health Foundation to help with the unidad park project $84,000 this next one is for the backup security software that Council approved an executive session of a few weeks ago for IT and this budget amendment is to budget for insurance proceeds and also damage expenses from the storm related damages to our city properties and then finally again as I mentioned earlier this budget amendment is to budget for the program that helps with non-congregate sheltering program you know would you go back to the first slide on the insurance issue there talk about what is this I'm not sure I

[0:29:26] understand what this insurance proceeds to try to get for structure issue is I'm not sure if Shane or Pakistan why but according to the remember this is budgeting for the revenue and corresponding expenses for the repair damages to traffic infrastructure from vehicle and other accidents if you have more accidents and lights hit this year than normal and so they're just budgeting to receive the proceeds from insurance and help pay for those costs is it did we approve separately as specifically monies for the traffic signal asked Harris and Cohen Heim or is that perhaps what this is for so seniors correct we've had a number of larger accidents this year what these two accounts do is that allows us to move forward with repairing those signals before insure before we gather the insurance revenue and they're all that we have to actually fully repair the damage know what those costs are before we can remit them to insurance so that's what these accounts do it's a it's a net zero we get the revenue we have the expense the offsetting expense for that yes tell me any any infrastructure or any repairs goes through that normal bidding process or purchasing requirement process if they meet those thresholds what this does is we exceeded our original budget this year because of the hair signal the 23rd and then the Chadbourne and Avenue L that was just recently hit and so we're just we expect some more to happen this year unfortunately and so this money is to accommodate the rest of those that may occur this year any council is there a council member who would like to ask any further questions concerning these budget amendments with no more questions do I have a motion to approve these changes I'm into everything okay thank you
