[0:00:00] good morning everyone and welcome to the first day of autumn i think and to our city council meeting which is today september the 29th 2020. we have all council members present so that of course means that we have the quorum that we need to proceed with today's meeting we are going to have chaplain ralph dawkins lead us in prayer this morning chaplain you're on thank you ma'am appreciate it good morning everybody and happy autumn to all of you let's pray for just a minute um father in the name of jesus i pray for all of those who are in authority over this city and i pray for the mayor her staff the assistants the city council the city manager and all the persons and departments that are instrumental in leading and directing our city i pray that you would bless them to work together in unity to tackle the items that are on the agenda today taxes adopting a budget for the next fiscal year the manufacturing homes and rezoning issues i pray that you would keep the vision from among them and i pray that you would give them godly wisdom and direction and instructions on how to lead and manage and operate in this city i pray that you will give these servant leaders knowledge and wisdom and guidance on how to lead and deal with the community the facilities the families and any other problems that face our city and the people i thank you oh lord that steps are being taken to keep the number of covert cases down to a minimum and that you would release your psalm 91 blessings over our city to remove all the noise and pestilences and plagues and you would keep our city safe i pray for the chief of police the force the police force the sheriff's department that they would work together and and the fire department oh god that you would take care of all of the first responders over our city and lastly i pray for economic blessings

[0:02:03] for our city and the city council that you would give them decisions oh lord and that they would do things to draw and attract industry business corporations produce jobs and revenue that would help us to grow and prosper i commit all of these things to your name oh god and i pray that regardless of how things may look on a natural i confess that you are lord over san angelo and i thank you for this opportunity to pray for them let them have a successful and blessed and joyful meeting in jesus name i pray amen and amen praise god amen blessings to all of you have a great day have a great meeting have fun enjoy autumn it's a new season it is thank you chaplain ralph dawkins we greatly appreciate your thoughts and your prayers anytime anytime thank you with that i would like to offer my thoughts for first of all i want to thank all of the leadership in the city who have played such an important role in helping us combat covet 19 from our hospital ceos to our school leadership and to the county judge and in our prisons thank you for our leadership and your plans for controlling the spread of covet 19. there was great concern with our school's reopening and the labor day weekend that we would once again have huge spikes in positive cases it is through all the leadership of san angelo and our amazing strong west texas character that we have not seen huge spikes in cases and in fact have been able to continue to reduce the spread from our highs in july and early august last week governor abbott announced additional openings for the state of texas what was great for san angelo and tom greene county was we were not called out as one of the counties whose numbers did not justify additional openings if you remember back in july we were called out by governor

[0:04:06] abbott and msn as one of the hot spots in the state and in the in the country today our positivity rate for four weeks has stayed below 10 percent and our hospitalizations have continued to drop this past week our positivity rate was 6.8 percent down from 8.3 percent the week before we are doing the same number of tests we were doing the week of july 17th the number of positive cases last week was 119 compared to the over 558 the week of july 17th those are amazing numbers considering the fact that both of those weeks that i referred to had the same number of tests being given this news is because you as citizens have continued to follow the cdc guidelines wearing a mask social distancing avoiding large crowds and washing your hands frequently thank you san angelo for being committed to stay the course we must remember however that we have not yet finished this race with that said i know there are still people who are suffering from the damage done by governor abbott's closing business and restricting occupancies and businesses in san angelo we are a city of small business we are not a city of large corporations lost business has meant loss of loss of employment lost revenue means the potential that a business might not be able to survive every business deserves the opportunity to be successful before the pandemic we had an unemployment rate of below three percent today it is over seven percent that means people families and businesses are suffering financially mentally and emotionally we need each of you to continue to support our local business they are the backbone of this community without your support they cannot succeed without your

[0:06:09] support they cannot rehire without your support they cannot continue to be in business with occupancies increased by governor abbott last week we still have businesses that have not been allowed to open although tabc has found a path forward for bars who choose to change their license there are those who have not been able to open their doors we are asking all business owners and u.s citizens to continue to follow the cdc guidelines as mayor i know all businesses deserve an opportunity to be successful as mayor of san angelo i know how important each of your businesses are i stand behind you i will fight for you we want all business to open and to play a part in our financial recovery that includes bars each of you as citizens play a part in our community's success in combating prove it 19. we continue to need your help your support in making this community successful and stopping the spread and stopping the fear it is in our hands it takes personal responsibility it takes commitment to do the right thing it takes concern and consideration for others and it takes respect of others your support of our business community is so important all businesses should have the opportunity to open their doors and succeed we truly are in this together together san angelo we are strong together we are one only together will we be successful i am asking governor abbott that you allow all of our businesses an opportunity to serve the citizens of san angelo by opening the doors and let our business community continue to add to the quality of life here in san angelo thank you with no other public comment we will move into item five on the agenda which is a statutory

[0:08:12] required in-person public hearing on proposed budget and tax rate so 5a is second public hearing of an ordinance of the city of san angelo approving and adopting the budget for the fiscal year beginning october 1 2020 and ending september 30th 2021. this budget will raise more total property taxes than last year's budget by 1 million 538 327 or 3.9 percent increase of that amount 441 574 is tax revenue to be raised from new property added to the tax world and item b which is the final public hearing of an ordinance leveling property taxes for the city of san angelo for the 2020 tax year an ordinance fixing and leveling ad valorem taxes for the current tax year for use in support of the municipal government of the city of san angelo texas for the 2020-2021 budget year providing for the assessment and collection thereof providing when the tax will become due providing when the tax will become delinquent providing for exam exemptions providing for severability providing for publication on the city-operated website and providing for an effective date with that we will go to fighter item 5a which will require an individual vote by each city council member good morning mayor tina dierski director of finance the longest part of this presentation should be the caption you just had to read we've already been through all of this i'll go through it pretty quickly again this is the second public hearing and introduction of the 2021 budget in this new budget we have included coverage of health insurance for employees additional police body cameras police redaction software and funding for cops grant which provides an additional five officers for the city again this is just the information that you are approving with the budget

[0:12:17] that is the motion that we will need to have at the end of uh this presentation um and that will need to be read word for word when the motion is made but i want to make it clear we are not raising the property tax rate what we are talking about in terms of increase is the increase in dollar values that will exist but it is not we are sticking with the solid .776 rate which has been the rate we have had for 10 years there's no increase in the property tax rate that's correct mayor so this is uh the first public er it's actually the final public hearing an introduction of the ordinance living the property taxes again as you said staying steady at 0.776 per 100 valuation and then this just shows it broken out between maintenance and operations at the point 6824 and debt service in the amount of 0.0936 and then again this is the motion you read that will need to be made to adopt the property tax rate and does each city council member need to read this no no ma'am no it is a record vote but the person who makes the motion can read it and make the motion with that may i have a motion to um take a vote on this property tax levy where there's link carter i'll make the motion lane hasn't made a motion i move that the property tax rate will be increased by the adoption of a tax rate of 0.7760 per 100 valuation which is effectively a 2.73 percent increase in the tax rate mayor tommy hebert single member district one i will second that motion thank you tommy and we will start with a single member district one and your vote tommy hebert single member district one i vote aye tom thompson single member district two i'm thompson single member district two i go to eye single member district three harry
