[0:00:00] yes i can't believe it's august like i'm sure all of you as well are kind of surprised we're into august already but with that we will call this meeting to order and we will ask that gary and marcella jenkins please come forward and lead us not only in our prayer but our pledges as well thank you good morning mayor and members of the council and everyone will you join with me in a word of prayer father in heaven we bow before you to say thank you for this day and for everything that you have done and as the city council prepares to go down the agenda we pray father for your wisdom and your guidance to help us conduct the business of the city in a way that will glorify you and will be edifying to everyone else in the city we thank you for our elected officials we thank you for those who have taken the time to serve the community and we ask you to bless them in a special way bless our mayor our city council members our officials and city government and we pray father that you bless all of the residents of the city of san angelo and those that may represent businesses here in jesus name of amen and to the republic for which it stands one nation under god indivisible with liberty and justice honor the texas flag i pledge allegiance we will now open the meeting for public comment

[0:02:02] if you choose to come forward and offer public comment please state your name and your address or your smd area each citizen can speak just once per item unless asked to comment by counsel public comment should be three minutes unless extended by council or translation services and the proponent or opponent may have five minutes unless extended by counsel or translation services council has no obligation to respond to comments or questions from the public any response from a member of the city council to non-agenda comments is limited to a statement of specific factual information recitation of existing policy and directing staff to place a subject on a future agenda do we have anyone in the audience today who would like to come forward and offer public comment with none i'm going to ask teresa to please talk through governor abbotson out of a declaration last week and i've certainly had lots of phone calls in regards to what his stance is so could you just sort of go through the primary issues yes ma'am essentially um what the governor did is he kind of consolidated all of his prior orders into one order it was kind of a mess of you know we we got rid of this part of this order but kept the rest of it so he consolidated it all and basically says that at this point in the um pandemic he doesn't want mandates from governments regarding masks or vaccinations but what he does also say in that particular order is that in arab counties of high transmission that people should consider wearing masks and following all of those practices we've learned so well for 18 months so we're not going to mandate anything we're prohibited from mandating anything but he does also point out that there is an importance in doing those things i think he primarily had said personal responsibility and he is focused on the

[0:04:06] issue at this point that everyone should take personal responsibility and what i believe he has also said could happen any business who chooses to have their employees wear masks they may do so is that correct that is correct any business can operate in any manner they see fit okay with that we know that as of yesterday we had 52 hospitalizations our positivity rate is in the 20s high 20s and so we know that um as of today we certainly are having a lot of positive cases here in tom greene county so we ask that everyone take personal responsibility and do what you think is right for you your family your neighbors your friends and let's try to keep san angelo tom greene county healthy with that let's move into the consent agenda and i am going to go by council member and ask if there's anything they would like to pull off of the consent agenda i'm going to start with larry lane lucy harry tom listen to fool tommy no ma'am with that then may i ask to have a motion for approval of the consent agenda move by lane second by time and any public comment concerning the consent agenda with none we'll take a vote all in favor say aye aye with none opposed the consent agenda is approved we will now move into our regular agenda the regular agenda comments regarding items on the regular agenda may be made by the public when each item is discussed as outlined above applicants proponents and appellants are accepted from the time limit above and must limit their remarks to less than five minutes so the six a item is the first reading and public hearing of an ordinance amending the

[0:06:08] budget for the fiscal year beginning october 1 2020 and ending september 30th 2021 for donations and capital purchases and i believe you're here for tina today ari kimberly yes ma'am good morning mary's city council kimberly hawley budget manager and we just have a quick budget amendment for you this morning oh sorry okay the first one is for the acquisition of the standard times building which will be purchased with marginal sales tax revenue and we're looking at 900 000 there and the second one is for the southridge hoa donation for chip seal of the alleys and a donation of 200 or 20 000. so basically just to repeat to everyone there are citizens who wanted their alley sealcoated and they've raised the money to pay for that whenever they make a decision to do that part of town is that correct yes ma'am that is correct okay do i have anyone who'd like to make a question or comment concerning these budget approval mayor thank you tommy do i have us in a second by tom any public comment concerning these budget amendments with none we'll take a vote all in favor say aye aye motion passes seven zero with that that completes our regular agenda um today um there's no closed session so we move into item eight which is follow up in administrative issues because there was no closed session there's no discussion at this point in time and so on 8 b i ask if there's any announcements or considerations from council on future agenda items seeing none if we adjourn mayor i'll take that in in a second a second by lane any opposition to that motion with no opposition to that motion we will this meeting will be adjourned at 8 30
