[0:00:00] council meeting of may the 18th 2021 we welcome everyone here this morning on this great bad hair day but a great rain day so we'll pray for rain and thank god for the rain that we've gotten already today without the hail storm or the tornado that touched down on sterling city last night so we've been privileged here in san angelo today this meeting is called to order and we will start the meeting with our chaplain prayer and pledges and gary and marcella jenkins will lead us in both thank you good morning mayor city council members and to everyone let's pray father god as we come before your presence we just thank you once again for a brand new day that you have made i invoked your present here in this meeting lord i ask you to guide every discussion every decision lord let it be done with excellence before your presence that this community will be a shining light father god we pray for the families of the fallen officers right now we ask you to bring them peace and comfort in the middle of this storm lord lord i pray for all the police officers all over the world i ask you to bring peace in this world in america as we humble ourselves before you father i want to thank you for the rain right now but i asked a special favor of you can you please hold back the hell and we'd be mindful to praise you and worship you because you're an awesome and all-wise god in jesus name i pray amen and of the united amen of america to the republic for which it stands one nation under god indivisible with liberty and justice for all earn the texas under god one and indivisible we have two proclamations today and the

[0:02:21] first one will be our proclamation for the simply texas blues festival week so all of you here for that please come forward the simply texas blues festival had its modest beginnings in 2009 it began with a group of blues enthusiasts in a dirt lot coming together to share their love of a music genre that inspired every genre of music going forward it spoke to an entire community and flourished and that community continues to celebrate a passion for this soulful means of expression the san angelo blue society presents the 12th annual simply texas blues festival to further its mission of the preservation and promotion of blues music pay homage to its art form and to the venues musicians and communities who support it the day-long may festival features a competition to sponsor a band and solo duo act to represent san angelo at the annual international blues challenge on memphis famous bell street beale street yes acts who have competed have gone on to become feature performers all over the country the festival has brought statewide and national recognition to san angelo and its music scene the festival also serves as a fundraiser for the society's scholarship programs benefiting students attending local colleges its blues and schools program and its other community outreach programs their scholarship awards total of 93 000 to date therefore i brenda gunter mayor of the

[0:04:25] city of san angelo texas on behalf of the city council do hereby proclaim may 15 2021 through may 22nd 2021 as simply texas blues festival week and urge all citizens to support this committed effort together we can work towards a brighter future for our great [Applause] can if you city go ahead you guys keep putting a mic in front of me we are very proud um after what's been going on for the last year we've still been able to give scholarships we gave away five thousand dollars last year even though we weren't able to hold the festival this year with the community support and the outpouring of funds that have come in we're going to be able to give away up to ten thousand dollars in scholarships this year so that's gonna put us over a hundred thousand 000 total today so we're very proud of this and we're going to be continuing blues and schools programs and other programs that reach into the community music for youth and and those kind of things and and supporting other community efforts like the girls home and toys for tots and those kind of things so we're dedicated to this community and we appreciate the community's support thank you [Applause] well as somebody that got to go to beale street in 2018 and 2019 i'm just proud to be part of the whole community here everybody standing behind me was a part of me being able to represent san angelo in the international blues challenge so it's just my honor to be secretary on the board and be a part of this year's festival [Applause] yeah one quick thing please this festival is this coming saturday rain or shine down at the river stage i think other than the

[0:06:26] stock show this is the first big event uh after all this covid stuff so y'all come down there 11 to i mean yeah 11 to about whenever they run us off down at the river stage it's free y'all [Applause] come when the mayor comes back i didn't think to ask her uh [Applause] is our second proclamation is for the mental health awareness month do i have individuals come on come on amy mental health awareness month has been observed in

[0:08:28] may in the united states since 1949 reaching millions of people through the media local events and screenings mental health is essential to everyone's overall health and well-being and everyone faces challenges in life that can impact their mental health prevention is an effective way to reduce the burden of mental health conditions there are practical tools that all people can use to improve their mental health and increase resiliency mental health conditions are real and prevalent in our nation and with effective treatment individuals with mental health conditions can recover and lead full productive lives with a message that no one's mental health is fully supported until everyone's mental health is fully supported we encourage friends family and community to take their mental health seriously together we can help everyone get the support they need to recover as they continue along the journey to get well therefore i brenda gunter mayor the city of san angelo texas on behalf of the city council do hereby proclaim the month of may 2021 is national mental health awareness month in san angelo texas and encourage all citizens to share the responsibility in promoting mental health wellness good morning um i wanted to um thank you all for for listening and for applauding mental health awareness month it's a really important month for our entire community nami the national alliance on mental health mental health um awareness thank you um they are illness um they um say that one in four people will experience mental health a mental health crisis in their lifetime and so and they the other the other important statistic is that one um that we're all two degrees of separation from mental illness so that means if you or your family don't have mental illness it's somewhere in your immediate circle whether you

[0:10:30] know it or not and so just please be wary of that um and be you know we're all we're all coming out of a very difficult year right and so a lot of people meet that maybe didn't realize that there was a mental health issue or maybe realizing that there is one in themselves or their family so we're we're excited about this proclamation thank you [Applause] good morning i'm greg rowe ceo with mhmr and just as always i want to thank uh the city of san angelo city council for your support for what we do of supporting folks with mental illness in our community we were able to stay open the entire time during this past year with the pandemic and uh just to let you all know we served over 5 300 folks just in regular services uh 2500 folks with a severe mental illness and responded to over 3 700 calls of crisis in our community just last year so we um we we're happy to be part of the community and be able to help the community in what we can always focusing on recovery and recovery is the key and that you can with the right supports you can recover with mental illness so thank you all so much for your support we will now move into the public comment

[0:15:14] we will start with a presentation of the plaque to outgoing council member billy dewitt and i will make that presentation billy if you'll come forward yes do you have a place to put it on your wall i do good billy i want to thank you for your service and for all that you have done on city council you've been a great spokesperson for the people in your district you've kept an even hand you keep an even temperature as they say temperament and most importantly you've done a great job of really working the agenda you've always been well read researched and studied each agenda item and i could ask for no one to be more professional considerate and doing a job well done so thank you for your service and i appreciate all that you've done for the citizens of san angelo congratulations thanks [Applause] thank you mayor i made a few prepared remarks because if i didn't i would probably be up here too long calling everybody by name and listing all of our accomplishments but i was just thinking as i reflected on my four years on council i read somewhere that people really fall into three groups those who make things happen those who watch things happen and those who wonder what happened and i can honestly say that this council that i

[0:17:15] served with a group of people that made things happen we didn't just deal with the here and the now we had a vision for where we wanted our city to go and to move forward and that's what we worked toward and we had great leadership in the mayor and our city manager our assistant city managers and i said i wasn't going to call names because i'll leave somebody out and then i'll feel bad so um this council falls into that first group we made things happen when i reflect on the last four years and all the accomplishments of this council i am proud and honored to have served with such an outstanding group of dedicated servants because that's what that this job is it's a service position they don't pay you nearly enough for the time you invest and the gas you use driving to see what's going on in the district i thank this council for their support of me and i have to say to our city manager daniel you are the best we are so blessed to have you and i thank you for your guidance and your leadership and i thank you for meeting with me every monday at two o'clock with all of my questions you were always so patient with me and so understanding and your staff oh your staff daniel you are truly blessed with an amazing group of people and i thank each and every one for all that they're doing for the city i don't mean just your direct reports daniel or even those that report to your direct reports i mean all 800 plus city employees i truly enjoyed attending the employee appreciation luncheon where i'd get to go around and shake hands of people that i never saw at these meetings that i never saw when i was driving around and thank them

[0:19:17] for their tireless efforts because they work hard sometimes we when we're asleep at two or three or four o'clock in the morning a lot of those city employees who are city servants as well are working to make things okay for us when we wake up at six or seven o'clock in the morning i know sometimes i was probably a pest but everyone was always so gracious i remember once my neighbor across the street my husband and i were driving home from somewhere and he followed us into the driveway he said you've got to help me i've got a dead deer caught in my fence he had been out of town and it was nearing the end of the day and i thought well i don't think i can get the dead deer out and he said he had called around but had not been able to get any assistance but fortunately i got someone they say we'll be out there within an hour and that's the kind of dedicated employees that this city has so when i hear someone say less than complimentary things about our city or our city employees i can tell you the hairs on the back of my neck rise up and i try to explain all that it takes to run a municipality with 100 000 people i remember my first field trip not long after i took my seat rick you and john james came to my house and picked me up and drove me around so that i could see firsthand something that was going on in the community so i would be prepared when we had came to that on our agenda in city council meeting i appreciated that i was a novice i didn't know what they took to see i didn't even know that was an issue in san angelo but i was prepared and that's the kind of people you get to work with on this city staff that stayed with me because it impressed upon me the importance of going out and seeing up close and personal what

[0:21:19] was what and i believe that is what made this council so successful we didn't just sit here and discuss and vote on words on paper we got out we studied we researched we did our homework so that when decision time came we were able to make informed votes and i know that we've gotten some comments and some critique that y'all have too many 7-0 votes well when you do your homework and when you want your city to move forward then you're all aligned and in step with that so that was not unusual for us to have 7-0 votes because we were looking at the facts we were looking at what it would do for the city of san angelo and all the residents so tommy tom harry daniel mayor lucy lane it was my great honor to serve with you guys i'm going to miss you but i'm going to be watching and i always prayed for this council all the time and i will continue to pray for the council because i think you're absolutely the best and so i just say to you now go and make things happen thank you [Applause] um

[0:36:56] city council members who ran for office in one re-election to introduce some of their special guests but what i want to do first is certainly acknowledge someone who people who helped me through this process and i say the phone when you own a restaurant and you have other businesses you count on staff and those around you who make sure your office continues to run smoothly they were an incredible asset for me and i could not have spent the time effort and energy to run for re-election it had not been for all my staff at miss hattie's and for my office manager lisa mcfadden they were the stability that allowed me to get out and run for reelection so thank you to all of them and to all of you here who also helped support me and help me get this election won so thank you gary would you like to start by introducing anyone in the audience certainly my wife patricia and if i could have my entire election team stand and be recognized thank you ever so much lucy yes first and foremost i want to thank god for allowing me to serve this community i thank the constituents in my district for their support continued support i want to thank my husband for always being there for me i want to give a shout out to my daughter brooke who is in california so she just got to facetime a while ago that is my biggest cheerleader next to my sister linda rice who is also my treasure and my biggest supporter today i am so proud to

[0:38:59] announce that with me i have my niece that i'm so proud of dr andrea robledo i have uh my i have four generations back there and that is norma brauner my niece amy brown uh robledo victoria watson victoria is my great niece and then those two little guys that y'all have been hearing back there those are my two great great nephews quade watson aka popsy and the little guy in the little striped outfit his name is whit watson aka the ham and i know it sounds like a football team that i'm uh announcing but um my great niece is also fixing to have another addition to the family another little boy in september so i'm very blessed to have each and every one of them here today thank you so much for your love and support [Applause] it's kind of hard to follow that one up but anyway first of all i want to thank council and staff i want to throw my graces to god for giving me the the ability to serve y'all but i'll go back and follow that up with council and staff have just been outstanding you don't understand this position until you get here and i like to say you don't know what you don't know but the amount and the links that people go to to help educate you to provide you the proper information is just outstanding i'd also like to thank my wife and my two boys who've done an outstanding job of helping me through all of this and with that i'll wrap it up and say thanks for everyone for your support we are now going to have a reception and we will go to suite a on the second floor so any of you who

[0:41:02] would like to have a piece of cake and a little punch i think join us on the second floor suite a for this reception 30 minute let's make it a 20 minute break okay 46 a.m on may the 18th and we will now move into our regular agenda comments regarding items on the regular agenda may be made by the public when each item is discussed as outlined above applicants proponents and appellants are exempt from the time limit above and instead must limit their remarks to less than five minutes item a is consider approving the creation of a designated funds account related to the reimbursements of emergency deployments and i think chief brian dunn is here for that presentation morning mayor council brian dunn fire chief uh this morning i'm asking to be allowed to set up a designated funds account for uh deployment funds uh from tiffmus and etmf so a short uh tutorial i'm back on what that was tiffmas is the texas interstate fire mutual aid system which los angeles fire department is a part of in the city of san angelo and the etmf is the emergency medical task force and we are also a part of that so the personnel at the san angelo fire department have the credentials and certifications and being a part of these mutual statewide mutual aid programs we get asked to be deployed when we're asked to deploy to be deployed across the state or to california twice they issue us a number for full reimbursement of all uh costs so associated with those deployments so everything is a cautious cost wash to the city except for they actually pay us so many dollars per hour for those vehicles sitting there whether they're used or not this is what i'm trying to put into account to be able to buy us specialty equipment there's things that we need to get that we don't we do not have

[0:43:04] and this way uh you we actually have to deploy and you earn the money it's not um we're not spending money we don't have to get this stuff there's heavy duty struts these things are 20 000 a pair be able to lift big weights such as big trucks or trains when we have issues with that there's all sorts of specialty equipment that we do not have at this time that we would like to acquire for the future so this designated fund does the falling thing those funds that you get for reimbursement would go into this fund just the maintenance part the rest of it goes back into the account the the salaries the overtime the benefit stuff that all goes back to to wash those costs that the city was out so when we are asked to spend that money in the designated fund we would be spending only the amount we would have in the fund and it would not be matched by other funds within the department so it's very specific and very narrow in terms of what makes up those funds and then how we can spend those funds yes the only funds that would go in there would be the money we get back from deployment so say we went on a deployment and they gave it they paid us six thousand dollars for those ambulances sitting there that six thousand dollar and the rest of it may be fifty something thousand dollar reimbursement for the rest of the labor but but that cost would go into that fund to acquire future equipment that we need we have those monies right now that if we if we create this designated fund that would automatically go into that there is funds i don't remember how much uh kim or maybe maybe tina has a number for later in the budget amendment but there is funds available from those deployments okay so what have you what do tommy would you like to speak questions chief what what what have what have you done with those funds up to this they're sitting there they're just sitting there yes they have been accumulating so we did 11 deployments last year including california so we have there is there is a substantial dollar amount sitting there where we would be we could get some equipment that we need i'm guessing yes you have your eye on something you want yeah okay gotcha does the council have any uh lane

[0:45:07] well putting this into a designated fund help us in the long run of matching grants potential uh i mean we could leverage it that's most certainly okay if we can find a grant and they say the city has to pay 20 percent we could use the 20 out of there on that equipment because right now it sounds like it's kind of in a general fund general firefighter that's where it's set well it's setting right now wherever that money the funds that got reimbursed from the state is parked somewhere but it's not being spent at all it's just sitting there so this really creates a fun so we can keep our eye on the money if you will and really become more focused in terms of what we might want to use it for that's the purpose of setting it up like this so you can't spend more than you have so if we've if we've generated twenty thousand dollars in those funds i can't go spend more than twenty thousand dollars right are there further questions from council mayor i'd move the approvals presented for this designated funds council thank you tommy and it's a second by lucy any public comment on this item my name is steve hampton i live in well uh you have to give the whole address now don't you uh 50 please do 5136 saddle ridge trail and i uh see that the city pays to get them over there and back and then the city doesn't get reimbursed that's not true brian would you like to answer that comment i just said the city gets all the labor the overtime the benefits all those costs and even backfill over time as reimbursement state this fund that i'm trying to capture is just what they pay us for the vehicle sitting there all the other costs are reimbursed to the penny thank you any further public comment with none we will take a vote all in favor of approving item a on the regular agenda please say aye aye motion passes seven zero we will move into item b

[0:47:09] first public hearing and introduction of an ordinance amending the budget for the fiscal year beginning october 1 2020 and ending september 30th 2021 for donations and reimbursed expenses tina thank you mayor tina dierski director of finance i have for you a three-part budget amendment this morning the first is for the equipment that chief dunn just referenced for two hundred thousand dollars for reimbursements for that designated account the second is for service line warranty of america that's the royalty checks that are received to assist with emergency housing repairs we're budgeting receipts today of almost 65 thousand dollars and third police donations for back the badge that was a donation that was approved by you city council in the last meeting for twenty five thousand dollars do i have questions or comments from council then may i have a motion for approval emotion by lane a second by tommy any public comment with none we'll take a vote all in favor say aye with none opposed motion passes 7-0 at this point we will move into executive session or the closed session executive session on the provision of government code title v open government ethics subtitle a open government chapter 551 open meetings sub-chapter d exceptions to requirement that meetings be open under the following sections a 551.072 deliberations about real property regarding 1 0.723 acres at s sebastian survey 7 abstract 7329 and 2 lot 90 block 2 section 9a red arroya hills edition at this point we will be in closed session and we'll see you when we get back getting back to order it is 10 22 a.m and there are no issues to be announced following the executive session so we will consider report approving various board nominations keeps an angel beautiful shannon macmillan
