[0:00:00] okay good morning let's go ahead and kick the meeting off call it to order uh we'll start off with prayer this morning from uh Mr Valenzuela our dear heavenly father we approach you with Humble Hearts to thank you for the wondrous blessings in our lives we ask you you direct this meeting that we make decisions that are most beneficial for this community all these things we pray father in the name of our Lord and Savior Jesus Christ amen amen PES United States of America to the repblic stands one nation God indivisible with liberty and justice for all honor the Texas flag I pledge alance to the Texas one State under God God one indivisible okay um folks we have a quorum uh we we don't have six unanimous votes present but based on the circumstances I I I'm I'll let you know that that's not necessary uh because we don't have six unanimous votes I I know that and so let me walk us forward a little bit and then uh and then go from there okay um we had the resignation of a council member on January the 18th that gives us until February the 18th to appoint somebody with a six-person vote unanimous uh appointment we initially in executive session thought that that probably wasn't the best thing because it might seem like we were endorsing a candidate uh for the upcoming election and that it the election is so close to the special
[0:02:03] election there's only roughly 3 weeks difference between the special election date and the May election date and so it seemed like the best thing to do was uh possibly just let this thing move forward have an election on May the 11th we followed through uh on the charter and the charter seemed to clearly indicate that we had to U have a special election within 90 days which is roughly April the 3 13th uh a Saturday within 90 days and so from there we decided that uh we should pursue whether there might be someone who was not running uh for the office uh who had some experience and consider whether or not to appoint someone uh to avoid that special election but also we ask that the the uh uh legal department uh continue to look into what the state required and whether or not the the election on the 13th of April was a must and so forth uh since that last meeting and before today we've learned that um uh the state statutes do not require us to have that special uh that special uh election that we can wait until May the 11th and based on that I I am moving back to my original position that we ought to just let it go to the May 11th election and uh and so I cannot support uh appointing someone at this point I have had u a discussion with a possible uh former councilman about serving and I have also called uh the person back after knowing that uh that we didn't have to appoint the person and so uh and so no one is being blindsided here this morning this is this is uh clearly a decision to to move forward uh to the regular election let people that want to sign up for single member district 4 sign up uh and and in the meantime we'll carry forward like we have been carrying forward it worked just fine when someone
[0:04:06] resigned and I ran for mayor it will work just fine for someone from single member district 4 until that May 11th election and frankly that district will be uh represented by me as the mayor and we'll certainly listen to people from that District that come to the podium with their concerns as we govern for the next couple of three months so having said that we're not going to get to a 60 vote uh today to appoint somebody we do have a quorum so we can act in this meeting and so at this point uh I would let you know that that what we're going to do is go to the regular election in May and uh and fill that position uh through an election uh in a democratic fashion so unless you have other other things you'd like to say about this I need a motion to adjourn motion to adjourn I have a motion to adjourn I'll second okay call for that vote all those in favor please say I I any opposed okay okay
