Angelo I thank you personally not that their authority is from anyone but you and that it is inherent in their service of this community they have chosen to somewhat and sometimes in glorious task of public service Lord and we thank you for that and they would remember that you have appointed you are watching and you love them some please instill in them a sense of justice to govern rightly emits so much conflict in our nation the courage to do what is right and good in the gift to work in unity even where there is honest disagreement abounding now also praying their personal lives which is oftentimes greatly affected by the tests they have submitted themselves to today bless them and their families we pray all these things in agree in Jesus name Amen maddisyn-rae and morgan Hulsey would y'all come to the front these are eighth graders they are home-schooled and they will start us all

Blaney would you please come forward I am thrilled I am thrilled today to be able to recognize this woman and her son Charlie this is this is what we are in San Angelo Texas and I just wanted y'all to see her come right over here please face that audience let me read this recognition it says after being built by John Burroughs and John Duncan the Dunbar opened in 1959 with 40 rooms restaurant and a private club and I never did know until now that Dunbar stood for Duncan and barrels done more that is clever Jobe Lemmy was brought in to run and get the place in tip-top shape claiming to only stay for a month and here we are 58 years later and Steele family owned and family operated with probably the oldest liquor license and health permit of the city of San Angelo Joe blanik along with his wife Margaret lived in Sterling City and drove back

[0:14:53] with other people that are good maddisyn-rae and Morgan Halsey and Sarah Beth would y'all come forward y'all thought these girls were just going to do our pledge but we've got another little deal this morning they're going to do a dance ballet Santangelo has for nearly 34 years brought to our community the artistic expression of dance malison Angelou has over two decades of service to the community stage innumerable performances and encourage hundreds of students to move and created in beautiful ways Ballet San Angelo last summer moving to larger more functional enough specie aesthetically pleasing spaces within the elegant and impressive San Angelo Performing Arts Center thus allowing the dance company to greatly expand the number of performances and of offerings to the community and including Pilates Pilates Zumba yoga salsa dancing in the dance for Parkinson's ballet San Angelo successively rebranded itself with the new name that is both a nod to the Past and glimpse into its bright future and its welcome Sandra Miller is its new artistic director ballet San Angelo in the evenings of May 12 and May 13 will host its directive choice event featuring contemporary and classical new works from experienced choreographers and specially selected students the performance will be preceded by a tour of the murphy performance hall by the directors choice presenting sponsor lee lewis construction the directors choice event will feature artwork created by Angelo State University students at other local artists in the lobby of Performing Arts Center therefore I Dwayne Morrison the mayor of the city of San Angelo on behalf of the city council do hereby proclaim May 12 and May 13 to 17 as directors choice days in San Angelo Texas and called upon all the cities San Angelo to support valet San Angelo by attending directors choice and the valets many other efforts to make dance and the performing arts accessible to all in our community in that is yours and the microphone is yours thank you so much for having us here today I have

[0:17:01] brought with me listen Madison and Morgan they will be presenting a rich a piece of choreography that has been choreographed by Maddie this year we are using the show to introduce some of the new things happening it's ballet so some of those things are we have a new artistic director a new ballet mistress our assistant artistic director will be presenting her first piece of choreography to the community and we've included six of our upper level students eleven students presented works to a jury and then six of those were chosen to be presented in the show so they had to pick their music do the choreography run the rehearsals set it on their peers and then be chosen for this piece so it'll be a really diverse exciting show if you love the Nutcracker but having come anything else that we do this shows for you if you're not so into the Nutcracker this show is really different than that there's contemporary and classical so it's something that you should check out like you said we'll have a lot the lobby we full of artwork from emerging artists new artists we're partnering with ASU and that will be a tour of the city auditorium which is being renovated I just went in the other day it's looking so beautiful so if you've missed that space and you haven't seen it in a while come at 7:00 with your ticket and you'll get to go on a special sneak peak tour of that space before coming to see the production at 8:00 so I'm going to turn it over and let Maddy and Morgan show you their pieces choreography and OneNote today is San Angelo good day hopefully you already know that but go over to Facebook follow all your favorite charities support us your support is what allows us to to bring this kind of training so that dancers can train here locally stay with their families if they want to be fresh mill dancers they can get trained right here and be ready to go audition we have dancers at Pacific Northwest Ballet Atlanta ballet our dancers are getting these jobs because of the training here and that's only because of your support and thank you so much for having us again and support us for San Angelo good stay [Applause] [Music]

[0:21:58] live design and print shop who's here to accept this recognition good morning I remember seeing y'all at the Museum not long ago good morning live design and print shop struck gold at the American Advertising Federation 217 10th district Awards the downtown San Angelo business won a coveted gold and the award at the regional competition after winning best of show the top award for the second time at the local addy Awards live designs winning entry was crafted by Chris Forbes and Christina Lee the duo handcrafted wedding shower invitations it looked like tiny Japanese robes in keeping with the events theme of the kimonos encouraged the design now advances to the National American advertising awards in New Orleans in June live design also won a silver Eddie award at the regional competition for a New Year's Eve wedding celebration invitation that Forbes and Lee designed for Chris's new fuels to her husband Colin miss Forbes is co-president the local AAF chapter she is an active community volunteer and a former 20 under 40 40 honoree who since earning her degree from Angelo State University has grown live design and print shop into a thriving and an award-winning business several ride away most of the mayor of the city of San Angelo on behalf of the city council do hereby recognize and applaud live design in print shop Chris Forbes and Christina Lee for their achievement and positive determination to make a difference in our community thank you so very much thank you thank you guys for this honor it's been a fun ride it's it's good to do designs for people and have them let us do something so we'd love to win a new word for you we are open for business and and would love to help anyone with anything that they need try to keep San Angelo looking pretty on paper so thank you you wants me historic preservation month bob blue

[0:24:16] fart in the gutter deo Velazquez downtown San Angelo Fort Concho would y'all come forward please the month of May is National Historic Preservation month the National Trust for Historic Preservation established this year's theme together we are saving places downtown San Angelo Inc has been a vital organization promoting the preservation of history culture and significant structures in historic downtown San Angelo and is partnered with Fort Concho one of the oldest preservation projects of its kind in the nation the city of San Angelo has supported the efforts of downtown San Angelo in its endeavors which fo stirred economic development preserved its history to promotional activities and preserve the integrity of his historic structures anarchic architectural integrity downtown San Angelo Inc has been integral partner with city of San Angelo in advocating tourism in the central business district downtown San Angelo is received 2017 national Main Street occurred accreditation for the 10th year in a row a mark of success of this community's commitment to preservation now therefore I Dwayne Morrison the mayor of the city of San Angelo on behalf the city council do hereby proclaim the month of May 217 its National Historic Preservation Month and who gets that you thank you I want to thank the mayor of the City Council the city manager and all of you folks out there who have continued to give downtown San Angeline thank the support that we need they say that the best green project the best recyclable project is old buildings and we are thankful for all of the old buildings that we have saved and the ones that we intend to save going forward as at the end of 2017 there will have been over 200 million dollars reinvested in our historic downtown area in the past ten

[0:28:23] morning gentlemen mental health is essential to everyone's overall overall health and well-being all Americans experience times of difficulty and stress in their lives prevention is an effective way to reduce the burden of mental health conditions there is a strong body of research that supports specific tools and all Americans can use to better handle challenges and protect their health and well-being mental health conditions are real and prevalent in our nation with effective treatment those individuals with mental health conditions can recover and lead full productive lives each business school government agency health care provider organization and citizens share the burden of mental health problems and has a responsibility to promote mental wellness and support prevention efforts now therefore either way Morrison mayor the city of San Angelo Texas on behalf of the city council do hereby proclaim the month of May to 17s Mental Health Awareness Month in San Angelo Tom Green County as the mayor of San Angelo I also call upon the citizens government agencies public and private institutions businesses and schools in San Angelo Tom Green County to recommit our community to increasing awareness and understanding of mental illnesses the steps our citizens can take to protect their mental health than the need for appropriate and accessible services for all people with mental health conditions before they reach stage 4 somebody gets that and y'all both get a chance at the microphone Road well thank you very much for having us mayor I can tell you a whole lot about what MHMR does and all the numbers and people served but what we really want to focus on is mental health awareness promoting good mental health and education air community with six of senators Dustin McCoy and I are good partners in that endeavor today we are sponsoring an event at the library 11:32 one well-known a golf star our golf he plays he plays golf now he was a tennis star the 1970s cliff Ricci he has written a new book his second book first was acing depression and now he has your playbook for acing

[0:30:26] for beating depression I can't get that out right anyway he is revealing his book today he's going to talk about his book he's going to have some book signings and does he not going to be there to offer any types of information on services and supports for mental health to get the word out about there's resources available in our community also it is May 2nd San Angelo gives both dusty West Texas counseling and MHMR we have programs that are not fully supported by the state are not fully supported by grants and so I know we're going to be utilizing our San Angelo Clubhouse which is a member driven not patient but patients are called members fully integrated and operating a day social plus a work driven type event or a program so we're trying to build that up in our community I'm going to let dusty talk but thank you very much for this proclamation and for recognizing mental health awareness West Texas counseling and guidance provides it's a nonprofit counseling center we've been around San Angelo for 41 years last year we provided over 11,000 sessions for over 2500 clients and 41 percent of those are children we have we we don't turn anybody away there's a sliding scale that goes to zero so we are definitely a huge resource for the community and we do partner with MHMR and other mental health organizations too to work as a team to provide those services we have a big month this month San Angelo gives we rely heavily on private donations to run the organization and to provide the services May 22nd we move into the cactus hotel

[0:36:37] safe so thank you thank you [Applause] national travel and tourism week Diane BAE's vice president downtown downtown San Angelo downtown uptown good times Convention and Visitors Bureau good morning welcome once again to San Angelo Texas the city of San Angelo is committed to recognizing our growth and our strength that depends on the safety and economic value of our homes buildings and infrastructure that serves our citizens both in Woodland AL you forgot to take your you left it laying on my stack boy you got me completely out order don't do that to an old man let's start over the week of May 7 through 13 to 17 is national travel and tourism week an annual tradition travel and tourism week was established by congressional resolution in 1983 and was first celebrated the following year travel and tourism generated 196 million in total direct travel spending in San Angelo in 2015 and generated 3,500 Santangelo jobs if not for visitor spending in San Angelo every household would pay an additional three hundred and seventy nine dollars per year in taxes the travel and tourism industry is an economic driver that improves the quality of life for all Texans with the direct economic impact of 69 billion billion with a be traveling tourism sports more than 1.1

[0:38:40] million jobs from the state of Texas state and local tax revenues generated by the industry represent almost 5.5 percent of all state and local tax revenues in Texas therefore I do anymore severe the city of San Angelo Texas on behalf of the city council do hereby proclaim the week of May 7 through 13 to 17 as national travel and tourism week in San Angelo Texas and the microphone is yours Thank You mayor and council as we recognize the impact of travel in tourism week we invite the citizens of st. [0:40:57] homeless once again isn't it chief you guys in 1962 President John F Kennedy signed a proclamation which designated May 15 as Peace Officers Memorial Day and the week in which it falls as Police week this week is dedicated to pay tribute to those officers who have died in the line of duty and the San Jose Police Department has a number of planned events to honor those that it made the ultimate sacrifice the members of the law enforcement agencies of San Angelo and Tom Green County increasingly provide vital public services to play an essential role in safeguarding the rights and freedoms of the citizens of San Angelo and Tom Green County it is important all citizens know and understand the province duties and responsibilities of their law enforcement agencies and the members of our law enforcement agencies recognize their duty to serve the people by safeguarding lives and property but protecting them against violence and disorder and by protecting the innocent against deception and the weak against impression or intimidation now therefore ride away Morrison mayor the city of San Angelo Texas on behalf of the city council do hereby proclaim May 14 through May 22 17 is Police week and call upon all citizens and organizations of San Angelo to observe this memorial occasion with appropriate ceremonies in which all of our people may join in commemorating law enforcement officers past and present who by their faithful and loyal devotion to the responsibilities have rendered a dedicated service of their communities I further call upon all citizens San Angelo to observe May 15 to 17 as Peace Officers Memorial Day in honor of those peace officers who through their courageous deeds have lost their lives or become disabled in the performance of digging sheep very quick very quick Thank You mayor

[0:43:01] Thank You Council as a mayor said National Police week signed into law in 1961 by JFK and we continue today may 15th through the 20th we will honor and grieve not only the officers that were killed in the line of duty in 2016 but also previous years to include our hometown heroes korvac Kennedy and Jaime Padron not a bragging stat but Texas leads the nation and officers killed in the line of duty with 22 nationwide 144 officers have lost their lives in the line of duty the two main contributing factors are gun fire and vehicle accidents we as police chiefs not only in Texas and nationwide are taking this seriously we're taking extra precautions to change our policy our pursuit policies more innovated and better equipment but there's one common denominator we don't control and that's the general public I say they're the one percenters they have no conscience about taking your life or a police officers life we will kick off police wink Monday at 10:00 a.m. May the 15th at the police department with a flag raising ceremony it is open to the public I encourage you to come it will be a short ceremony of 20 to 30 minutes we read the names off that were killed in the line of duty I ask that you continue to pray for the police officers their family and friends who lost their lives in the line of duty that gave the ultimate sacrifice and more importantly our just as important the men and women that wear this uniform today that are fighting that battle they're riding that thin blue line to separate the difference between evil and peace thank you [Applause] an appointment and I have to leave right

[0:45:30] now so it's been fun short it you got it so y'all be careful first I'd like to thank the mayor for bringing harmony I love you [Applause] before we get started I would like to ask for Tina dears key and Morgan Chad Wigan to please come forward and I've asked the city manager or recognition to read recognition that not on the agenda but we just want to as we get into this part of the session like more his birthday inner horn Morgan's not here today because it's her birthday have anything on the agenda so let me just say this very quick very quickly actually we recently underwent our rating review from Fitz which is our one of the top three rating agencies and I am pleased and proud to announce that we will reaffirm the double a-plus rating which is the highest rating that

[0:47:34] a city our size can obtain so I just wanted to say actually thank you to the City Council members to our cities to have our finance department especially Morgan and Tina for your commitment to strong fiscal responsibility so thank you and really that's why I want to make sure that we did is just make sure that people did realize we were okay thank you ma'am and the mayor said staff and and people running for office have really taken a beating out there and the truth of the matter is it is a reverse of what's being said council members don't have their fingers in the fixing of the numbers or reporting of the numbers it is done by staff and they have done an excellent job maintaining our records and bringing us to that point at this point in a council meeting we are at public comment issues are items that are not on the agenda may be raised by the public at this time citizens should speak from the Pope podem begin by stating the name and limit their remarks to less than three minutes council members may request that a discussed item be placed on a future agenda the council takes public comment on all regular agenda items during the discussion of those items do we have any public comments out there yes I would like to remind everybody that today is the last day of early voting so get out there it's open till 7:00 p.m. today and then if you cannot today this Saturday of course is going to be election day and I wanted to encourage everybody that we have seen a really good turnout for a hit in the history of mayoral elections we are 20% up to 2015 just right at at 19.7% up against 2015's mayoral race and so congratulations everybody that's been out there and then let's push it over the top let's get this to be the highest turnout if we can this year in the history of San Angelo I'm Chris Charo I

[0:49:46] would just like to thank the men and women of the SAPD I participated in a ride-along last night the 6:00 p.m. to 6:00 a.m. shift and anybody that has not written long with the police department they have no idea what the police department does on a daily basis I support them 100% they do a fantastic job and what you see on cops is not what's going on out of the streets it's a tedious monotonous job they're in their car for 12 hours a day and they deserve our support and admiration so I just like to thank SAPD and she thought harder thank you hi my name is Angela Haywood and I am here on behalf of my aunt rosemary Scott she's 91 years old I am here because where we live and we've been there for the last forty seven years there is an exorbitant amount of noise coming from Hirschfeld steel I have talked to some of the council members with regards to that and it is still going on now I would think that a 91 year old lady would be able to finish out her last days in peace and quiet which is all the only thing that she is asking for the other thing that I would like to address is that there is water buildup every time it rains there are children that play in the street in the water and it creates a safety hazard for them and she has asked for the last 47 years for something to be done about that they have raised the taxes for the last 47

[0:53:52] pray which is kind of odd but I go out there and I can't even speed at 3 a.m. in the morning cuz he's got patrol cars out there throwing on the streets and I want to thank you for that thank you sir thank you very much well-deserved remarks do we have any other public comment I like that wedding vows speak now or forever hold your peace ok if there is none we'll close the public comment and this is where we turn to the council members and ask them if they have any public comment or remarks at this time and I'm going to start with lane Carter district 5 Thank You Charlotte and first of all I have comments on a report from ports to planes I have nothing to pull but first of all thank you for allowing me the honor to go in your place for the ports of Plains Board of Directors meeting up in Washington DC it was truly an amazing experience learning experience sightseeing experience got to visit with staff for congressmen and Senators to address what ports the Plains is and how they can help for those of you that don't know what ports des plaines is is a bipartisan nonprofit grassroots advocacy group led by mayors councilman economic developer officials in a multi multi-state area consisting of nine states from Laredo Texas all the way up to Alberta Canada we advocate for a robust international transportation infrastructure and as a lot of us know President Trump has formed an initiative for rural infrastructure in America what we did and how we stand we urge Congress for an increase in that infrastructure but only as rural America had its fair share we also wanted the Congress to identify ports the plains alliance corridor as a high priority corridor and

[0:55:57] we urge Congress to fix the Highway Trust Fund and fix NAFTA not ended these are all crucial for that nine state and I'll show you for those of you that can see why it is crucial these formats and one on the other side has oil Shell's natural gas agriculture wind everything in the heartland of America this is why it is such a high priority corridor and the reason that it needs to be federal federally designated perfect example is in Boise City Oklahoma if you put the funds towards the state's they're going to use the funds towards the urban areas to help that develop Boise City is a town in the panhandle of Oklahoma in a one County diameter the reason that this is a truly needed is because when you have wind blades at 150 some 200 feet in length going through downtown Boise City knocking down traffic lights and going around the town square we need to divert that from inside the city and having it federally designated will designate this to where you can get everything from the port of entry of Laredo Texas all the way up to Alberta Canada in that nine state corridor with the Theodore expressway Heartland expressway and the Porsche Plains expressly so very excited on the progression of that there are a few things that they have said that they need to work on first of all is getting the health care bill off the table that should be working on this week and tax reform figuring out a way how to pay for this because it's going to be taking a lot of money one good thing about the money for it is we can complete this in a fraction of the cost of what the

[1:06:19] it for the record I'm Tilly Chandler that could either be good or bad challenge um I want to comment on how we chose a sculptor and you'll hear all about it except who it is that's going to be announced at a press conference on Thursday at 1:30 each of you will receive an invitation it will be at the Museum and the sculptor is flying in to be at that press conference so it'll be exciting to meet him him we had some arts but he went it uh Howard Taylor who had just a little bit of experience said that he had never seen such an in-depth process of to Xena sculptor the donor asked her only two stipulations one that we'd always consult the home on house about what to do which we always have for ten years secondly that we needed to choose an international sculptor so it would be the best bronzes it was text well first we had to figure out who the international sculptors were we started with about 15 we cut it to seven the tufting and the surprising thing is those seven didn't just want to job the Commission they passionately wanted to

[1:12:42] presentation that we can give the public and we will have I don't know what I'm talking about we're going to have something in the entrance below the rock so can't be stolen and when you come in you scan your cellphone and decide what stories you want to hear and so they'll be able to hear this man that has been able that has been written about one of the things is that he described during the Spanish Inquisition Maria de Greta in detail that she had been here she described the nicknamed him captain corto he was a great trader from Corpus to Grandpa Vera and he only had one eye and she described his features his eye - the eye everything about him this helped substantial a Maria story of the Great West Texas we're absolutely beautiful and look at the photographs that we have our picture depictions over to Brian and I encourage any of you in the audience during breaks who would like to look at them because it's can complete with the landscaping around them which does the statute I think more justice than what we have on the display there for me that I had to make sure that the landscaping was not going to be exact that because bluebonnets only bloom

[1:16:57] touch it technology and I do not get along but I didn't touch you Daniel did maybe we should take a break okay let's take a quick five ten-minute break and we'll be right back stay tuned sing and public hearing of an ordinance amending chapter nine parks lakes and other public places of the Code of Ordinances by adding article nine point zero five camping a municipal facility for public property in the mending section nine point zero five point zero five recreational activities which would prohibit camping on or at a municipal municipal facility or public right-of-way presentation is by a Neighborhood Services Director Bob Salas good morning Council we're here this morning to get your approval on an ordinance to prohibit camping on public property that's not to design or designate for camping there have been numerous complaints about ten cities popping up under bridges across the town however the city can't take any action to manage the issue without the legal authority which you don't have right now fortunately this type of activity causes and creates unsanitary unsafe and unhealthy conditions so staff is recommending amending the ordinance which will prohibit camping in a pond or at a municipal facility in a pond or at a public right-of-way which includes sidewalks streets alleys highways culverts or any other property of course there are exceptions such as campgrounds or with the permission of the owner which in this case would be the feds state county or the city one hour show you some pictures to show you the typical condition of these ad hoc

[1:18:58] campsites and you'll quickly see why we want to discontinue this type of activity and that right there shows just one days of collections so we can tell so it's so onerous the ordinance will affect some on sheltered and homeless however it is important to understand it there are plenty of resources numerous resources available for those who want and need help it includes the Salvation Army and make your Mar a tack or for solutions housing and others and I would like citizens to know that the control Valley homeless planning coalition which is a group of agencies that provide services to homeless we're teaming up to help the tent city dwellers we have a volunteer of pure counselor group that are developing relationships and they will try to get these folks to the places that need to be to take advantage of the resources we have a place for them to stay and hopefully they will accept case management so that will that agency will offer and we're asking the council to approve it and we'll be happy to take questions I do have some support from the agency they're here counsel do you have any questions of the amendment of the ordinance Harry I just want to make sure the public understands that we're using tax dollars and city resources to clean these areas up and it's imperative that we find a solution to this and I applaud the city staff for bringing this forward this ordinance I certainly moved to approve as as presented yeah their comment was good Lucy

[1:21:02] Bob how many people are we talking about now I know the last time we discussed it there was 19 has it grown since then it does fluctuate and perhaps chief carnival's has a better number I believe goes from 20 to 30 and then any given day you'll have a different number how do they have any idea that this is coming they do the grapevine which is so very strong in that group they know that it's coming that will be working towards a solution have they liked you or anybody know what what they're going to do if they do not take us up on these rules I have now but I gotta tell you we had a Friday we had our peer counselors with our volunteer groups go down there and meet with several of them of the five or six and we they did a visual screening and show they showed us what they need so of course work and those kind of things but we're going to work with the coalition was even gets these folks because they're asking for help they're they're willing to get help we're going to get them squared away we're gonna get housing we're going to get em jobs we're gonna get them fixed up I think one day one day last week I stopped counting at 25 tents I mean it just ballooned mr. Carter one thing that I want everybody who knows how much emphasis we can put on of that continuing care that we have the Tiger task force that mr. solace and his his group has been able to do to get case management form those resources are out there and this is going to be a like three or four step process to identify their needs which we have ordinance go in place and then continuing care after that for the ones resistant you know you have the Salvation Army and you have the coalition's to help every individual out there whether it be a DAC for the drugs alcohol mental health I mean those resources they're available and

[1:23:06] identifying for every single individual down there it's it's ready to happen and we do have numerous success stories of going through the process use the resources go on through the the case management and they succeeded it takes a little work but they have the willing everyone has to be willing we strongly other just stars are our agencies are underused underutilized for the most part some are some aren't but I take generally there so they don't take advantage of them and they really should and we're trying to do this as most humane way as possible and getting them the case management and the help they need is is the hundred percent way to do it and we'll have a lot of other programs coming up to up the pipe to to handle some of the other things for example some CDBG funds I'll be coming to you later on we'll have a different spin it'll be a little different than we have in past to kind of focus on some of these things that we're doing here with homeless and homeless prevention we have any other comment from Council one more I know I've gone down there with chief Carter and those individuals they have they have skills and utilizing those skills in the right way can do a lot of good some of them had framework skills plumbing any kind of trade and work for solution is stepping up and they really are they're really uh they will see if they can focus their effort to try to help me so specifically yah what they normally do a lot of people fall into a hard time and as a community and our committee Lucy and I are on the the committee with staff and you know we've come a long way in the city for the December when we formed this December January I'm a long way to identify their needs so I thank y'all and that's a that's a good point there's been a lot of emphasis placed on this there's been a lot of meetings that have been head again Lane you mentioned in animal team in those humane way possible that's exactly what we've attempted to do and we feel that we come up with a solution

[1:25:08] that does address that but again I'm very thankful for everyone all the stakeholders are willing to meet and develop solutions and again I do feel that we do have a good one that we're presenting right now and hopefully this will help out okay we'll open it up at for public comment okay first I've got Laurie make just for the public and counsels knowledge that even though this ordinance will be effective after publication as is typical we have a provision in here that we won't start enforcement until June first to allow those folks who are down there to find a place to go so the public shouldn't expect next week all these temps will be gone it will not be until June first comment tent city all right we have a motion oh please come forward sir don't be shy we don't bite it was Keith Kosh a senior I'm new to the area arm and I did have some some thoughts about tent city um the one thing I do want to ask is how do you if they don't have the identification because that's a part of getting them the services they need coming from New Jersey we had to deal with something similar and what we find is that a lot of the people that we have identification and social security card so what happens to those people intensity who don't have those things versatile get where do they go in what is the process that is arm in place to kind of help them out with it maybe we need the chief actually I can address that okay we do have a situation about that Salvation Army does allow for in of course individuals who come in and they do that's one of the primary things that do initially is to get that identification as long as it's just showing that they're working toward that you know some of them may have some issues as far as obtaining that because of maybe of a previous citations or something need to be addressed Salvation Army is there to work with those

[1:27:11] individuals I think that believe that what I remember was that there was an individual there took actually months to actually get there I defy me as long as they're working toward that salvation Salvation Army was fine with them continue to shelter there because they saw that they were still basically under case Pancham and working on that okay just one more question if you don't mind um and with uh I guess it's like all the branch report I hear you saying June first they're going to be kind of moving for down their arm if if if that's the case where if you're extending the olive branch to them to June first them some of them might be hesitant to move what happens to them being and I know that on our part that's what those peer groups are doing at this point is that they are going down there and their army being made aware that there's gonna be a time line or at the June first date that they will be required to be out of there but that's what the peer groups are they're forced to work directly with them to establish those relationships with those individuals and hope and guide them towards those groups that can help them out and what we mean by case management for those people who are listening right now and aren't sure we're asking for is those individuals that perhaps are jobless or are actually on your case management looking for a job you may have an individual that has issues that need to be addressed to imagem or we ask that that is one of those case management that they were addressing that as well but again those peer groups is with the reason why we want to make sure we had period because we want to establish relationships with the individuals down there and that's exactly what we're doing right now and working with them to make sure that they feel comfortable and going with the different groups of different organizations that are there to help them okay thank you sir any other questions comments from the public on this subject they're being then I'd come forward please and state your name good morning my name is Ray Valadez with a tag and we're just kind of here to provide some support and let the council

[1:33:24] at it said D okay consider first public hearing of an ordinance amending chapter 10 traffic controls article 10.0 1 general provisions section 10.0 1.0 1 9 commercial vehicles prohibited from using certain streets of the Code of Ordinances adding north browning Street between Colwell Street and huge Street Hughes Street between North Pope Street and north browning Street hillside Drive and blown Gun Club Road presentations by our traffic operations superintendent Ryan Warrick welcome water Council did bring a presentation for this one if anybody needs to see kind of the areas we're discussing I know a lot of you guys are familiar with the lake area which is the last two which is hillside driving Gun Club Road but we had a couple citizens that were concerned they're browning basically that little piece of the road was plaited at 20 foot wide so what's been happening is a lot of truck traffic over the last probably several years there's a construction company back there with no access to their property except through that area so they're making some wrong turns and ending up back there north browning and Hughes so we to help kind of keep those trucks and those commercial vehicles out of that small one block area we've basically tried to eliminate that by by amending this ordinance for that see if I'm gotta this is the section that I'm kind of talking about here you can see the the red area it's moved a little bit from the from the image but you can you can get the view there it's basically that one block there if use from Pope and then basically the north browning piece is from Coldwell North and that section is the section I'm talking about that's planted very narrow and trucks

[1:35:27] sometimes make a turn and don't realize they don't need to be taking that track and have a difficult time getting out of there so so this is really some more housecleaning for that one this is a an area that I know probably everybody is familiar with there's a lot of people that walk this road a lot of curves a lot of vertical changes out there so we're looking out for really pedestrians and trying to keep those commercial vehicles out of this area they would have a difficulty making a lot of those turns that doesn't restrict you know people that have to deliver or trash trucks or things like that but but it does allow for keeping those commercial vehicles out of that area I move to approve this present have a motion to move to approve is presented do we have any other questions from Council mr. [1:41:36] all day the way it's posted so we were wanting to address this with amending the alley basically to the yes that would be the east side of Bonham Elementary from Southland to Laurel Oak and this would be a south to north direction to travel for the one way we were out there doing some sign cleanup in this area and noticed that so this is something that is ongoing now a lot of the parents drop their kids off on this side as you can see from the image the school has a parking lot off of the alley which that's their only access so the way we would like to address this by men in the ordinances is set this from 7:00 to 4:00 on school days leaving it one-way during those hours and that way it's not affecting those residents that have alley access to their houses throughout the rest of the week you know after those hours and all weekend so well I can tell you for a fact this is my district and the residents their biggest complaint is they want the one-way enforced they prefer it they like it most of them don't come out on Southland which is down at the bottom they do come out on Laurel Oak and Laurel Oak it causes a tremendous amount of traffic which I've complained about in the past and has asked Shane to do a study for either speed bumps or where we can direct this traffic some other way because by going that one way down the alley the only place they can go is either on further down to the alley which is to way back there but Laurel Oak receives a lot of traffic and congestion in my opinion it didn't meet warrants for speed bumps or anything else and I'm grumbled and bumbled but it didn't change anything Shane's just unmovable I I don't like it from talking to the people out there they don't want it did you talk to the people any of the

[1:43:40] residents that live along there I'm not discussed this with the residents did meet with SAISD to make sure that this was something they still would like to have as far as accessibility and met with the principals some of the higher administration folks we did have a sit-down meeting to make sure this was as as posted now it's posted one way but to make sure that was still the way traffic was moving that's the way they still see that it's going to be safest for the kids safest for the residents and they were in agreement I did not talk to any of the residents there since it was already a one-way posting so we have any public comment council questions or comments like I said I'm against changing it simply because owning a property right down the street on Laurel oak and I have heard from the residents and their request is to enforce it it seems that there's a lot of people who coming up Laurel Oak turned down the wrong way I don't know that one-way alley on school days seven to four I know it works on forest trail over there that the people do respect it and they do respect the times and we've had really good success with it so I certainly don't want to veto this the suggestion to see if it works I won't vote for it and I won't make the motion but council it's open Harry I just think we we do this at other schools and so we just did one about four or five months ago at Fort Concho I think this makes very good sense from a safety standpoint and I think the people that are dropping their kids off it really makes great sense for them understand maybe that that we didn't visit with the residents but you know
