[0:00:00] thrilled today to have St Angelo police chaplain Ralph Dawkins leading in both good morning let us pray father once again you have gathered these City and Community leaders whom you have given the responsibility of and authority to watch over and guide over our city and make decisions that affect all of us I pray that you would lead each and every one of them so that they can make fruitful contributions to deal with every item on the agenda today the word declares that we should acknowledge you in all of our ways and that you would direct our paths and you said if we Delight ourselves in you that you would give us the desires of our heart so today I ask that you would work mightily in them today come into this room and let them have a productive meeting and let there be a sense of agreement and cooperation that they can come to Peaceful Solutions for the benefit of our community and even in their executive session lead them guide them with wisdom courage and integrity to hear in the concerns of our citizens and make decisions that will benefit all of us and so I pray I pray for the mayor I pray for the staff and assistants the city council members the city manager and every person and Department that is instrumental in leading and directing our cities I pray for the police chief the entire police Force the dispatchers the sheriff's department that they may continue to protect and serve the residents of our city I pray for the fire chief and the fire department and all First Responders who serve and lastly I pray for continued economic prosperity and safety for our city that you may draw in and attract to our city businesses industry and corporations that will help them produce jobs and revenue and help us to grow and prosper in Jesus name amen amen amen pledge of Al to the flag of the

[0:02:06] United States of America and to the repic for it stands one nation God indivisible with liy and jce for all Texas I pled aliance to the Texas one State under God one and indivisible thank you today our agenda is full of proclamations so I think we'll probably spend more time on the proclamations than we will on the agenda so welcome everyone who is here to receive um a proclamation today the first one is our national public safety telecommunicators week so those of you in the audience please come forward good morning yeah just kind of start right there you'll be fine and then the rest of them can come back over here welcome welcome welcome Public Safety telecommunications professionals play a critical role in emergency response their work extends far beyond relaying information between the public and First Responders when responding to reports involving missing abducted or sexually exploited children the information gathered and actions taken by these Prof professionals form the foundation for an effective response moreover in situations involving hostage taking or suicidal individuals calling

[0:04:08] 911 Public Safety telecommunications are often the first point of contact their negotiation skills can be pivotal in preventing the situation from escalating these professionals serve as the initial and most vital contact for citizens in need of Emergency Services they act as a primary link for police officers and Fire Fighters monitoring their activities via radio providing crucial information and ensuring their safety the public safety telecommunications at the S Angelo Public Safety communications center have significantly contributed to apprehending criminals suppressing fires treating patients and maintaining Public Safety however the demanding nature of their jobs takes a toll both emotionally and physically EXA by long hours and the round-the-clock nature of their work therefore it's imperative that all levels of government recognize and acknowledge the life-saving and protective role these professionals play in society therefore I Brenda Gunter mayor of the city s Angelo Texas on behalf of the city council do hereby Proclaim April 14th to the 20th 2024 as National Public Safety telecommunicators Week in s Angel Texas and call this observance to the attention of all of our citizens in honor of the men and women whose diligence and professionalism keep our city and citizens safe thank you good morning thank you mayor and councel uh for letting us be here and thank you for everybody that's showing up today uh my name is John bini I'm the sergeant that runs the Communication Center here in St Angelo um I have some people over here to my left and one right right here to my right who have uh decided to commit their careers to this city and to the citizens here and I'd just like to recognize them very quickly in their years of service starting with Linda Waller at 27 and a half

[0:06:16] years on the end Harley Williams with six years right next to hers Fiona Maldonado is seven years and then Matthew and uh I'm sorry Matthew and Jeremy with both with one and a half years and sah right next to Jeremy with eight months th this is a small portion of my crew um they have uh continued to work extremely hard when we started or when I took over 20 months ago they were working 80 plus hours a week and now finally they can have time time off to spend with their family um they have buckled down and continued to serve every single day and it's extremely appreciated so thank youall thank you picture [Music] bit closer our next Proclamation is the S AIS SD Difference Maker day so I know we have a lot of folks in the audience please come forward good morning good it's a good day it's a good day thank you glad to

[0:10:25] day congratulations thank you may good morning everyone um mayor Gunter City Council Members thank you for carving out time for us my name is Chris Moran I have the honor of serving uh St Angelo Independent School District as the superintendent and as the mayor mentioned Friday the 19th is our third annual difference makers day uh as we serve our over 13,000 students we recognize that teachers are the center of the wheel we are here to support the teachers but every staff maker is a molder of dreams and we are so thankful to make a difference in in children's lives it's a calling it's a mission field and we believe in it and so we're here to celebrate that and to acknowledge this day on the 19th um the important thing for us to say publicly is how much we appreciate our Community Partners because on this particular day Community Partners are joining together to provide a treat for each one of our students and to acknowledge the work that our teachers are doing and so we invite you to join us in doing that and also there's uh never underestimate the power of a handwritten note uh as community members uh many of you know teachers in the district or staff members taking five minutes to write a note to them will mean a great deal so thank you mayor and councel for acknowledging this Difference Maker day on Friday April 19th thank you okay we're going to move everybody in front of the podium now

[0:12:46] [Music] [Laughter] yeah the next uh Proclamation I have is month of the military child any other individuals here to uh receive this Proclamation please come forward good morning good morning there's more room over here so you can come over [Laughter] here since 1986 the Department of Defense has recognized military children during the month of April the commitment and sacrifice of our military's youngest heroes in supporting the brave men and women of the US Armed Forces is worthy of honor and celebration the the unique demands upon the children of our military personnel do not go unnoticed from often being the new child in school or the feeling of missing a parent deployed while serving our country here in s Angelo we are pleased to have good fellow Air Force Base strong military families that call Our Community Home adds so much to our West Texas Community today and for the month of April we will make a special effort to lifp up lift up our military families and to salute them and the contribution and resilience of our military children as part of this salute St Angelo ISD is partnering with the city of St Angelo to honor our military families and children the city and sisd invite our s Angel Community to join in our salute and gratitude therefore I Brenda Gunter mayor of the city s Angelo Texas on behalf of the

[0:16:54] Commander good morning ladies and gentlemen mayor Gunter and the city council members thank you for having us here today to recognize an amazing group of Americans I stand here today with a sense of Pride and gratitude As We Gather to recognize and honor a special group within our community and that's the military children that reside within our base and across the St Angelo Community since 1986 April has been designated the month of the military child it is a time when we collectively acknowledge the incredible sacrifices and challenges that are military children endure these young Heroes who often go unnoticed face unique obstacles that come with being part of a military family just like the dandelion flower military children are scattered across the globe adapting and thriving in every corner of the world they bloom wherever they are planted embodying the spirit of resilience and adaptability the average military family moves three to five times more often than their civilian counterparts forcing military children to constantly adjust a new schools new friends and new environments here in our own Community we have over 2,273 military connected students who like their peers Across the Nation navigate the challenges of deployments and frequent relocations with courage and Grace but they are not alone our children are supported by Goodfellow Air Force based School aison Miss Kristen Donson where is she there he is and through initiatives like the interstate compact on educational opportunity for military children which allowed the state to take proactive steps to ensure that our military children receive the support they need to succeed academically despite the disruptions caused by their parents service furthermore they are supported by our outstanding partnership with the St Angelo Community and I need to give you all a round of applause as well they are our kids but you take care of them every day in our schools after

[0:21:12] welcome yeah you're fine you're just fine National Donate Life month was established in 2003 by Donate Life America and its partnering organizations observed annually in April National donate life mon aims to raise awareness about donation encourage Americans to register as organ eye and tissue donors and honor Those Who Have Made A Difference by saving lives through the gift of donation the act of organ eye and tissue donation is one of the most profound gifts a person can give to another a gift of Life currently over 109,000 children and adults are in need of life-saving transplants with more than 880,000 individuals awaiting this opportunity in Texas alone choosing to be an organ donor has the potential to save up to eight lives while tissue donation can enhance many more the generosity and sacrifice of donors provide men women and children with a second chance at life therefore I Brenda Gunter mayor of the city s Angelo Texas on behalf of the city council do hereby proclaim the month of April 2024 as National Donate Life month and urge everyone to actively actively participate in this life saving Endeavor by educating themselves about organ eye and tissue donation making sure their families are aware of their intentions and registering their decisions either online at www.don life.net or through the Department of Motor Vehicles who would like to receive the VI come on let me do the full circle here come on girl come in front of them microphone this to you thank you thank you thank you mayor and city council for having us today um April is a significant month as it marks Donate Life month um it's a Time dedicated to

[0:31:31] counting me down here the right of the people to be secure in their persons houses papers effects against unreasonable searches seizures shall not be violated and the warrant shall be issued or proclamations issued telling us to restrain ourselves into other places you had no rights okay you don't get to tear this up people in this County lawyers in this County paulan Etc created illegal documents and fraudulent documents frauding these documents that I hold in this country they're supposed to mean something it's illegal things like powers of attorneys that are filed in this County Tom Green County filed in this County when I have people that fraud these documents and use them to take my husband in my assets illegally and threaten the deed of my property with I retain within this County illegal not happening again don't ever try it again now the next thing I'm going to speak to and I'll hand this to you all the bond debt of this city and this County and this uh Independent School District we have a city debt through all this atrocity of ignoring everything and putting this away of 231 million no excuse me 231 bill, 850,000 in debt now I didn't authorize somebody write checks for this I can't afford this the St Angelo ISD has a $75 million $419,000 Bond debt the Tom Green County has a $54 million Bond debt the Christoval ISD has a $695,000 bond debt and they want1 19 million more not happening now let's look at the condition let's just flip through the pictures while I finish here and I want an agenda item to speak to the condition of this city that is this much in debt thank you Jackie your three minutes is up thank you I didn't sign off on this now apprciate it Teresa would you

[0:33:38] like these documents app what this country done and you all have done to my city my country and everything else me in do we have other individuals who would like to make public comment today hello good morning back again good Katrina fierin y'all can just call me cat Okay since I couldn't get a declarative answer on the Code Compliance for inflatables or other things in this city or county from even the building director and that's kind of his job to know the answer um on Saturday we had a big Easter event grand opening event we had a bouncy house and yes I blew up the gorilla and I've checked with the sapd in the Sheriff's office there was no distractive driving tickets there was no distractive driving accidents there was no anything so I would like to call for an agenda item to go over the Code Compliance of this city specifically which one signage is that the specific signage the inflatable I think Inflatables is probably included in the signage is that right Rick that is correct so it will be in that and also and also that I asked a specific question of the building director if we filled the gorilla full of Styrofoam and position him permanently on the top of the building as signage which we would be allowed as that property is allowed two freestanding signs okay um she told me that I would need to hire an engineer and it would need to be able to withstand a 90 mph wind gust for 3 seconds which is typical for this city I have lived here for eight years and I've

[0:35:40] never seen or been aware of a 90 mph wingus except for the tornado that hit a few years back on the other side of town okay I've spoken to the owners and the managers of the angry Cactus and the Twisted Root and neither nether one of them were put through the fact of hiring an engineer to make sure the Twisted route has an entire vehicle on top of their building they weren't asked to hire an engineer they were just issued a permit so I would also like to be issued in a permit for Texas Truck World to be able to put the gorilla on top of the building but I would like that agenda item for the signage the Cod compliant signage yes I would um if if if it was my recommendation I would have an agenda item for your entire Code Compliance because um and not to single you out mayor I went and had lunch at your restaurant yesterday wonderful food but some of your wiring I'm sure is not within the Code Compliance which might fall under the fire Marshalls deal I'm not sure but you might want to check that out thank you very much any further public comment all how you doing today mayor council members uh single member district number two Jamal shumer uh I had well I guess not a question but I was curious about uh the conversation we had you guys had in January about underperforming assets and I looked at item number eight on the consent agenda and it it it seems like to me that the rent is kind of low and also some documents I couldn't understand if there was like a 30-year lease agreement for those people buying those STS or was it a 25 year lease agreement for the people buying the Stalls because I I don't know if our lawyers looked over their agreement their contracts that they're selling for

[0:37:42] the Stalls cuz I didn't know that they actually leased the building so I didn't want there to be any confusion on ownership rights at the end of that 25 year lease if y'all approv it uh and but beyond that I just believe it's it's probably an underperforming asset for or uh as far as yall collecting rent from it uh like um $400 and then using a CPI to move forward CPI is not going to be more than 4% because they're trying to push inflation down to 2% so you're only going to be able to raise that price 2% each year that' be $8 the first year and moving forward so that's that's that's all I was worried about uh you know the money coming back in the correct way all right thank y'all thank you further public comment we will now move yes go ahead Tom point out that April 2nd 2024 is World Autism Awareness Day and as a teacher my wife said that need to be pointed out today so thank you very much your abs work absolutely all right we'll move into the consent agenda we'll um Larry anything you want to pull from consent agenda Karen no ma'am Lucy no ma'am Harry no ma'am Tom no Tommy then may I have a motion for approval of the consent agenda it's there's been a motion and a second any public comment concerning the consent agenda items seeing none we will take a vote all those in favor say I I motion passes 70 consent agenda is approved we will move into our regular agenda comments regarding items on the regular agenda may be made by the public when each item is discussed as outlined

[0:39:45] above applicants proponents and appellants are exempt from the time limit above and instead must limit their remarks to less than 5 minutes a consider approving the following items pertaining to the 2024 annual seal coat project one entering into an interlocal agreement with Tom Green County and amending the fiscal year 20123 24 budget for the corresponding reimbursed expenses and two awarding es-01 d24 2024 annual Sil coat project to Ronald R Wagner and Company in the amount of 5,561 15789 and authorizing the city manager to negotiate an execute all related documents Patrick you're on all right good morning mayor and Council um this item is for our annual SE coat process um the reason it is on regular agenda instead of consent is because we have a budget amendment attached to this um this is the third year that we partnered with the county to go out for bid to get some economy of scale um on our seal coat program and um we did that again this year so um we have to budget for the revenue coming in for the county as they reimburse us for that cost of the expense on their roadways so um in total the bid the seal coat program is going to be awarded at 5.5 million the County's portion is 3.9 one of that and the city's portion is going to be 1.58 of that so um in total like I said 5.5 million we're here for the budget amendment to allow for the revenue to be budgeted um and I'm happy to answer any questions if you have questions for Patrick on this item I see [Laughter] none distri has had everything has been done think you're getting it all well it's that's was Billy dit one time chewed me out for that said how come M but it's can you kind of go over just

[0:41:48] real quickly spend 20 seconds how everybody gets a share of that in their District right so it's over the last eight years every street in city in the city city of St Angelo has been seal coated or ha5 or had some type of preservation method applied to it um so we finished that up last year what we're doing this year is we're going to be focusing on the downtown area um you approved last Council um a pressure pave um process for downtown that's going to be focused on a a very specific area downtown we're going to be seal coating the rest of it downtown proper if you will um from Main Street to Bryant and then we're going to move across the loop to 14th to Bryant from the loop I mean the loop to 14th Main Street to Bryant so um it's a little smaller program this year but since we did hit everything last year we wanted to pull back just a little bit give us a little bit of flexibility a little bit of cushion um and hit it again and start that next cycle um next year and really hit it hard again for us thank you Patrick yes okay so move approval by Tommy may have it second by Lucy public comment concerning the assign item seeing none we'll take a vote all those in favor please say I I do I hear any Nays with no Nays motion passes 70 there's no closed session so we'll uh move into our followup and administrative issues consider items discussed in executive session which as I said there's no executive session so no need to discuss no items consider approving Bar's board nominations Civil Service Commission Keith Muny city manager to an unexpired term ending January 2025 construction Board of adjustments and appeals Laura Beth Calbert for the mayor and Chris Kenzie smd2 both to a second term endings February 2026 and the fort conel museum board Asher Rogers smd6 to a first term ending January
