[0:00:02] 6 good morning it is 9:06 and I think it's time to call this meeting to order we will start with prayer this morning Jim Murphy where are you sir Jim is at with the Northside Church of Christ and he will open us in prayer this morning shall we bow in prayer father we're so grateful to be here this morning and continue to bless us with health and watch over us and we ask you to give us wisdom to direct our lives and uh we pray for this city and that you will continue to to be with those people here and we are feeling our responsibility father especially as we grow older we realize that there are lots of things to do for good help us to uh do those things that are right in your sight and uh live as we ought to live we ask you to forgive our sins and continue to bless this group is our prayer in Christ's name amen amen thank Mr Thompson front and center please Jonathan Thompson is here with us this morning son of Steven Thompson fifth grader Fort conso and he's going to lead us in our pledge you ready buddy I Al to the flag of the United States of America and to theu for it stands one nation God indivisible with liy and justice for Allon the Texas flag i al to Texas one state God one and indivisible thank you [Applause] buddy man I love it when they come up here and speak out you can hear them let see exactly the way it's supposed to be done buddy we do have a lot of proclamations this

[0:02:05] morning but the first one is not even on your agenda and probably in my way of thinking it's our most important one I would like to recognize this morning the state flag State youth flag football team they are the age 10 and under coach is Terry English and if you would coach bring your bring your flag football Studio up here and tell us all about what they have done football tournament Texas Bank sports complex and uh they were third in state yes sir tell us all and introduce these these boys to us and tell us everything you've done here's your microphone this is Jack RJ J I miss his name Jr Dante Jacob Calvin and Connor and this is coach Russell and I'm coach Terry uh what we did this year was put a little you tenue flag football team together and we over achieve we done very good uh we placed in the state for the first time in Gator history uh we took third place the only two teams beat us was Stevenville and South Lake car and those two teams went on to play in the championship ship game U other than that thank y'all you got something sir just very proud these boys they work hard sir it's extremely C that Saturday Sunday and these boys they persevered persevered so I'm very proud of these gentlemen well let's take a picture you want to back [Applause] here you got printers behind you all right gentlemen thank you gentlemen we

[0:04:14] appreciate you congratulations appreciate you Paul South Lake Carol is really mean to St Angelo Ball Teams aren't you but we going to get them on both levels their time is coming we now have the next Proclamation this is a computer science education week to be accepted by Susan ruring AAUW Texas West District representative good morning man' morning and this says many science and engineering occupations are predicted to grow faster than the average rate for all occupations some of the largest increases would in engineering and computer related fields despite the expected job growth the supply of new workers in these fields is struggling to keep up with demand and women remain SE severely underrepresented although women fill close to half of all jobs in the US economy they hold less than 25% of science technology engineering and math jobs if women and members of other rep underrepresent under represented groups joined the STM Workforce in proportion to the representation in the overall labor force the stem worker shortage would disappear according to why so few a 20 10 research report by the American Association of unary adversity women negative stereotypes and gender bias and the school climate or barriers that continue to block women's progress in stem in a world increasingly dependent on technology computer science is crucial for every student Computer Science Education week is observed each year in December in recognition of rear Admiral Grace Murray's Hopper's birthday Hopper received the AAW Achievement Award in 1983 for her critical contributions to computer science including co-invention the computer language cobal the goal of Computer Science Education week is to call attention to the need to improve to strengthen Computer Science Education and in honor of Computer Science Education week 214 held December 8th through 14 members of AAW and other Advocates will be hosting hour of code

[0:06:16] sessions with students Nationwide therefore I Dwayne Morrison the mayor of the city s Angelo on behalf of the city council do hereby proclaimed December 8th through December 14 214 as computer science education week thank you ma'am and he needs to get a picture of you with that and I get to be anything and you get to make speech okay as an organization of men and women founded in 1881 to promote equity for women and girls through advocacy research education and philanthropy a aw is proud to join other organizations in fostering Computer Science Education especially for girls in addition to help uh promote Computer Science Education week aw has also developed such programs as Tech track and space uh track that local groups can use to introduce girls to stem Fields I thank the mayor and city council for helping us recognize this important field of study thank you very much man we appreciate Lee Luger make your way to the front please sir right this one is to recogn I leaf fluger and our cono Christmas celebration Day 2014 marks the 20th anniversary of the annual city of St Angelo conso Christmas celebration and the celebration with over three million lights is one of the largest Christmas lighting events in the state of Texas you said maybe the world on television I said world yes you did this event offers 2 and a half mile walking or driving tour beginning behind the main post office on the corner of a Street and First Street ending at El de Santa Angela and those involved consist of hundred of volunteers including inmates from the Department of Corrections who assist with the installation of Christmas scenes the S Angelo Restaurant Association who Supply food to the inmates and the RSVP volunteers Who deliver the inmates food and the community Christmas tree lighting ceremony will be held December Saturday December 6 uh 2:14 5:15 p.m. at the corner of South BR South chadburn in

[0:08:21] West koncho activities will include the S Angelo Community band conducted by Dr constant Kelly of Angelo State the harmony Bells course directed by Libby kmck and the Twin Mountain tesman directed by Mark Clark the Community Tree f lighting will be followed by the 13th annual lights of Christmas parade at 6 PM which may be viewed on Second Street between Oaks and chadburn on chadburn between second and Concho on cono between chadburn and Oaks on Oaks back to Second and the tour of Lights can be seen Sunday through Thursday from 6:00 to 10: at each Friday and Saturday from 6:00 to 12 midnight December 5th through December 31st to4 now therefore I Dwayne Morrison mayor of the city of San Angelo on behalf of the city council who hereby decare Saturday December 6 of 214 is koncho Christmas celebration day Mr flute thank you appreciate it make your Speech Buddy okay the uh as you recognize there's a lot going on with kcho Christmas celebration but the most important thing of course is the birth of our Savior Jesus Christ so we hope you will all come to the ELO de Sant Angela and celebrate with us this uh our 20th anniversary of conscio Christmas celebration thank you very much let's get a picture L go mayor apprciate okay the next a proclamation is the tree of angels week to accept to be accepted by Crystal Lim Garcia Ward president of Tom Green County Coalition against violence come forward please ma'am the holiday period should be the most joyous time of the year but it can be especially difficult for individuals and families who have been affected by violent crime the tree of angels created by people against violent crime has become a restorative and educational tradition in many communities throughout the state as surviving victims of violent crime and their families are invited to bring an angel for placement on a special Christmas tree since 1982 people against violent crime has worked to ensure Crime Victims rights are upheld to support surviving family

[0:10:24] members and to remember those who have been lost to senseless violence at this time I encourage all Texas to join in recognizing Crime Victims their families and those who work to prevent crime as a state our continuing goal is to ensure Swift and effective Justice and to bring healing to victims and their loved ones now therefore I Dwayne Morrison mayor of the city of St Angelo on behalf of the city council do hereby Proclaim December 1 through 7 214 as the tree of angels week thank you ma'am you get the microphone okay well my technology failed me all right on behalf of the Tom Green County Coalition against violence I would like to thank everybody for participating in our 13th annual ceremony uh this event has um come to bring healing and hope to the families and survivors of violent crime as our city is grown we have seen several changes um and some of the struggles with um preventing violent crime have come to light within the past few months um so we hope this year's ceremony will be especially um meaningful for those of lost loved ones um in the in this year um we would like to invite everybody to be a part of the ceremony um it will be held on Thursday night at 6:30 p.m. at Emanuel Baptist Church or Emanuel Episcopal Church excuse me thank you thank you take a picture with you do we need to have this in there yeah hold the plaque up there so Brian can see it thank you so much we do have some recognitions here and I'm going to ask all three of y'all to come forward Tom early if you would come forward Brian Herer from Shannon is Brian here or one of his Representatives uh Jeremy Ry from the CEO at Community if y'all would look like we got everybody here but H don't we good morning these are all three the same I don't have to read all three of them right the recognition here is on November 18th 2014 the city council

[0:12:28] accepted a 200,000 000 Grant from the S Angelo Health foundation and a $155,000 donation from each of s Angelo Community Medical Center and Shannon Medical Center to equip eight ambulances with electrocardio cardiogram capable monitor defibrillators defibrillator defibrillators defibrillators we don't use that word much on the north end of town this move is in keeping with the American Heart Association recommend ations the S Angelo fire department paramedics respond to more than 12,000 medical calls per year transpar transporting patients to both Shannon and S Angelo Community Medical Centers the acquisition of this new equipment will provide EMS personnel with the ability to provide more thorough thorough cardiac patient assessments and realtime transmission of electrocardiogram information to Emergency Room Physicians this early cardiac intervention will increase the number of lives saved in s Angelo and Tom Green County now therefore I Dwayne Morrison mayor of the city of s Angelo on behalf of city council do hereby recognize and applaud the St Angelo Health Foundation St Angelo Community Medical Center and Shannon Medical Center for the dedication and positive determination to make a difference in our community and among its citizenry Tom you can speak first thank you and Mr Ronnie you speak second apprciate on behalf of the trustees of the St Angelo Health Foundation I sure appreciate the uh recognition given to us it's marched our 21st Grant to the city of s Angelo totaling just under $3 million so we hope in the future that we will continue our partnership and it will save lives even on the North [Laughter] side we were uh privileged uh to be able to partner with Shannon with the community health Foundation um to be able to provide this service to the EMS and to ultimately to our citizens of the koncho valley it's going to have a direct impact on the health and our respon times and at our hospital so

[0:14:30] we're we feel blessed to be able to participate in this so thank you for the recognition come Tom let's get thank [Applause] you Angelica paa Ashley Young Turner are y'all here these are a couple of recognitions they both say the same no they don't say the same thing Angelica Pia I'll read yours first on November the 13th 214 the S Angelo standard times recognized and honored its third annual class of 20 under 40 young leaders co-sponsored by the city of St Angelo development cooperation the 20 under 40 program serves not only spotlighting Rising Community leaders but to encourage their peers to become more deep involved and committed in their professional lives and Civic work among this year's honores was the city of St Angelo Civic events manager anela after working in the city's housing Support Division as his home program coordinator for seven years and helica was promoted to our current position two years ago among her accomplishments to date she want city council approval use her Surplus Hotel occupancy taxes for much needed Capital approvals much notably a re-roofing of foster Communications Coliseum additionally an hel is in trii involved in the community where she was born raised and educated she co-chaired a city United Way campaign that raised an excess of $100,000 she is an enthus enthusiastic volunteer with the showdown in s Angelo dragboat races she regularly Wells a a spatula at the Lions Club pancake breakfast at Fort Concho and she serves as second in command for the popular River frest she also remains involved in housing issues serving on the board of Galilee Community Development cooperation and is a team leader in the city's annual neighborhood Blitz effort to wipe out blight now therefore I

[0:18:35] St Angelo about 3 years three and a half years ago and when I came here we were determined to be involved and make a difference here my family my parents were from this area and love it I think St Angelo's Poise to be a really really fascinating really cool place to be and I hope to be a part of that now and in the future sure thank you all thank you man let's get a picture here [Applause] thank you very much and we have one more brother Groves come forward pleas sir on November the 7th 214 the city of San Angelo's public information office received seven Statewide awards for his programming on satv from the Texas Association of telecommunications officers and advisers the association is a professional organization of those responsible for video programming and local government the awards included a first place finish for event coverage for a video spotlighting the first ever R Riverfest our public information office also won second place in the same category for coverage of the 2113 July 3 Pops concert s Angelo won four other second place awards for videos about Concho River improvements date night the city auction in Fort Concho it also won third place for the interview show the city the seven Awards top last year's six Awards in the Statewide competition and are in addition to the two State Awards of public information office one from the Texas Association of Municipal information officers earlier this year the person chiefly responsible for satv TV programming is multimedia coordinator Brian Groves a talented and hardworking video videographer who is also a 20 under 40 young leader program alumnus now therefore I Dwayne Morrison mayor of the city of Angelo on behalf of the city council do hereby recognize and applaud Brian Groves and the public information office for their dedication and positive determination to make a difference in

[0:20:38] our community and its municipal government thank you buddy speak uh I am usually stuck behind the camera and the guy taking the pictures usually the one in front so you have to excuse me if I'm not as eloquent as he is um it's an honor to be recognized for these videos and to um help showcase how amazing St Angelo is to the rest of the states so thank you thank this is the time that we now take public comment if anyone in the in the audience and the public desires to address the council if there's anything you want to talk about we take Pro we take con we take compliments and we take criticism this is going to be your opportunity to approach uh let me read the legalities and then I'll ask you all to come forward if you would like to to address the council the council takes public comments on all items in the regular agenda public input on the regular agenda item will be taken at its appropriate discussion public input on an item not on the agenda or consent agend may be identified and requested for consideration by the council at this time the council May request an item to be placed on a future agenda or for a consent consent agenda item to be moved to the regular agenda for public comment on public hearing items public input will be received on each item immediately following the council discussion and prior to any action on the item each member of the the public should make the remarks from the podium Begin by stating their name remarks by each citizen will be limited to 3 to 5 minutes unless Wave by a council member for all speaking on that matter no individual will be allowed to speak more

[0:22:39] than once on any one subject until every citizen wishing to comment has done so do I have any public comment anyone wish to approach the council must have done something right no complaints all right if there is no public comment then I'll call this this portion of our agenda to an end it is now time to address our consent agenda uh well before we get into that is there is there are there any comments from Council or any statements anyone wish to speak or say is there anything needs to be said before we move to consent right rightwing left wing let's go to the consent agenda uh there are one through there are 18 items on the consent agenda I am pulling number 10 on the consent agenda there are some minor changes and I'm also pulling number 16 on the conent consent agenda because I want Dale Pierce to come forward and explain a small discrepancy in the memorandum of understanding are there any other items on the consent agenda that we need to pull yes ma'am item 14 Charlotte pulls number 14 Don do you have any sir item four item four Johnny do you have anything sir no sir Marty no not now Fleming item number two I just have one quick question about it okay Al righty I will entertain a motion now to approve item 1 3 5 6 7 8 nine 11 12 13 15 17 and 18 so moved is red I'll second that do have a motion by Charlotte to approve I do have a second by Johnny to as a second do I have any further Council discussion on this item

[0:24:43] before we vote do I have any public comment on this item before we vote all in favor please say I I oppose nay let's put a 60 on that one Brian let's go to number two Rodney this one is yours this is consideration of awarding RF B vm1 15-14 one4 ton pickups to Jim bass Ford s Angelo not to exceed $89,000 budgeted for purchase an fy19 and authorizing the city manager to or designate to execute any necessary related documents Mr pling it says pickups it doesn't say how many how many is it uh yes sir Ryan Kramer vehicle maintenance superintendent um this should be for three vehicles however the price reflected there is not to exceed amount that could be used for a fourth if we have an unexpected event an accident a total loss things like that okay satisfied I'm good with that make a motion please actually in the future though I'd put that number on there for the general public that I think they would like to know exactly how many vehicles we're buying and what they're getting for their money sure absolutely it it's in the background memo in the in the document but I can add that to the caption if you prefer I see it but they don't see it okay sure thank you m I I have one more question done why are we going with a quarter ton instead of half ton on these from what I understand they uh the half ton you know is is a safer vehicle and it also gets about the same gas mileage as the quarter um both of those statements I would I would have a little argument with I believe that our technology has advanced um to the point where most of the vehicles that are on the road today are are extremely safe um the fuel economy for the smaller trucks that we're we're putting into some service Fields um the the extended cab truck is a four-cylinder engine we do a great job with running around town and things like um uh the the water folks that are that are monitoring um The Meters things like that and and I don't have the best

[0:26:46] examples unfortunately I know the Departments they're going into but um we're using these trucks for vehicles that possibly need to put something in the back of the truck but really don't need to haul anything a trailer or any kind of load in them okay what what's the difference in gas mileage do you know um it can range as much as 5 miles per gallon depending on the vehicle so depending on the setup from extended cab to um to the the crew cab um and up to half ton so it can it can range as much as 5 miles a gallon in town yes sir in town okay I move that we accept as presented I'll second that maybe Rodney has made the motion to approve and I'll go ahe and accept Johnny's second on it it was the loudest do I have any further discussion from Council on this public comment all in favor please say I I oppose Nay put a 60 on that one number 10 is consideration of approving the real estate sales contract between the city of s Angelo Development Corporation Costa DC and Gary did you skip four yes number four number four yeah I guess I did didn't I let's go to number four since you're still I'll be happy to sit on if I need my mistake uh consideration this is number four on our consent agenda it's consideration of awarding BM1 1814 Patrol Vehicles utilizing state of Texas contract 071 072 A1 in an amount not to exceed $155,000 to Reliable Chevrolet Richardson Texas budgeted for purchase an fy15 and authorizing the city manager a design to execute any necessary related documents Don this was yours you pulled it yes this is one of those once again that that I have heartburn over because we have $155,000 leaving our our city you know I can understand when when there's you know equipment that's that's not able to be purchased within our city but it just uh it pains me to see that much money

[0:28:49] leaving our our business community and if if I could um expound on that a little bit and this may help in the future as well but the fleet business is actually quite a bit different than the standard vehicle purchase um when when we as a fleet intend to purchase a vehicle we have to contact a representing dealer that is in contact with the manufacturer to gain special pricing for fleets and so a lot of our dealers in our community don't necessarily um and I don't want to speak for them but don't necessarily have the interest to to get into the fleet business um they may not have the Manpower they may not have the sales the volume and so many of them choose not to sell Fleet because it's it's a completely separate animal um for example and and again I don't want to speak for them but Jim bass Ford has a fleet sales manager that's all he does he sells nothing else um I suppose he'd sell a car to someone if someone approached him but his business is Fleet Sales and so um it's it's a different way to buy it's a different organism we of course order Vehicles we're not choosing something off the lot and all of those things require special ordering special processes and so many of our dealers um actually do not get into that World um we try to find those individuals as far as I know Jim bass Ford is the only one in town that does fleet um the other dealers of course have um historically not bid on our items um and some of that is the reason um I'm not real sure what the rest of the reasons might be but really to be competitive for Fleet Sales they have to be part of they have to be set up to do this process and and maybe that's why maybe it's not but I do know that historically we we don't have anyone bid on our items except for jinass Ford in town did uh did this one go out for for bids to our local people this particular one did not um the patrol Vehicles is again a special breed of vehicle that we really rely on the salesman of these

[0:30:51] vehicles to guide us in a direction that gets us the setup for the patrol vehicle that we need to be able to equip it with the special equipment so it's really a very specialized field and having someone that that is very knowledgeable in that and sales uh quite a few of these vehicles is extremely helpful um again in town we have two dealers I believe I hope I'm not misspeaking but we have two dealers that could sell and I don't believe they have Fleet Representatives so they have historically not bid on these items is this actually a Pursuit vehicle or is it just a a Tahoe that has special equipment yes sir this is a Pursuit vehicle Pursuit rated that all done short it I agree with Don it gives me considerable heartburn as well to spend our dollars out of the city on our city vehicles and Patrol vehicles are City vehicles I don't understand your explanation about equipping the vehicle after the fact that cost additional money other than the monies that is on here um I also am a little concerned when you say we take the recommendation from a dealer as you have that you know is used to equipping them that that doesn't um set well with me I truly don't like you just taking the recommendation of someone that uh is out there when I know we've got a fleet person here in town and also in our packets I was not able to see what a bid from someone else would have been or comparable from purchasing here in town so I'm not inclined to agree with it today on those basis not that I'm against needing the vehicles I know that we do if I could explain a little bit more on those recommendations um when we buy a police vehicle there are certain things that we have to be able to modify on the vehicle to be able to get it to do what we need

[0:32:54] it to do the headlights flash be able to mount sirens and and the light bar things like that and that's where those recommendations come into play if a manufacturer in has the ability to install an extra wiring harness that allows us to hook these components up to the vehicle with ease or without cutting things that shouldn't be cut that's the recommendations I'm looking for I'm not looking for what's the best engine and what's the best um vehicle and what's the best fuel economy I I look for those things and I research those things but when it comes to the details of how we can order the vehicle and some features that different manufacturers offer that we may not know about in a traditional World those are the things that we rely heavily on those folks to let us know that something new is out there something that could either make our life easier as we equip um is necessary for equipment certain items that we install those are the recommendations I I did not mean to indicate that I was asking them what the best vehicle was when we make those modifications what does it do due to the warranty of the vehicle since we are buying a police pursuit rated vehicle it does not changed the warranties Rodney last one uh same question as the last time how many vehicles again for the public uh this purchase will be for um we're intending to purchase four vehicles one for Municipal Court three for police patrol and the dollar amount that is here again is with the intention that if if we have an unforeseen event it would allow for the purchase of one more vehicle um without coming to councel after that we need to come back so five total could be purchased here we um we bought 14 in in this year 2014 and we bought some last year how many did we buy last year do you know the same amount 14 14 and that's a typical rotation for us okay so we have

[0:34:59] are all 28 of those out on the street CH okay all right I I I haven't seen many of them that's why I was wondering if they're where they're the ones in in in north side are still in patrol cars I got to see one up close in personal Johnny J any than sir I was just going to say you know I I appreciate you guys going out reaching out if Jim bass for is the only person that can do it that Fleet sales manager and is not able to then I too it pains me to send the money elsewhere but we need these I mean we're we're a grown Community having said that I'm going to make a motion to I'll move to approve this if had not been done but anyway I appreciate all the the effort that's been made out there thank you and I also had some problem with buying out outside of our community and I like the way we did the others by buying inside until I read the financial impact when it said that not to exceed 155,000 through the state of Texas purchasing Co-op so this is kind of a buyboard that we're buying these things very similar yes sir so this is a Statewide thing uh and this is this is the best value for us yes sir absolutely okay do have a motion to approve do I have a second I'll second do have a second any further discussion from counc do I have discussion from the public on this anyone care to comment if not I will call for the vote all in favor of purchasing as as presented please say I I I oppose Nay n n well let's see you raise the hands for for purchasing raise your hand against purchasing raise your hand look like we're going to have to put this one off until uh next meeting when we have a seventh member to make our decision it is a 33 ti so note it and put it back on the agenda for next

[0:37:01] meeting Brian please sir all right now may I read number 10 I got ahead myself last time number 10 is the consideration of approving the real estate sales contract between the city of St Angelo Development Corporation CAD DC and Gary and Maria Schubert uh Marcia Schubert for the purchase of two tracks of approximately 5.25 Acres out of each of the remainder of lot one block three St Angelo Gateway Edition section one as recorded in plat cabinet F slide 17 records of Tom Green County Texas and being immediately north of and adjacent to that 20 acre track per warranty deed recorded in instrument number 20113 74853 2 official records of Tom Green County Texas at a price of $25,000 per acre the exact acreage to be determined by a survey on the ground and authorizing the Casta DC board president to execute the sales contract up on review and approval of the Kad DC board understand there are some minor changes in this rolling would you take us take us through it please sir that is correct um Bob schneeman is handing out the um the change the only change is a minor revision uh you'll see it on those pages is item 14 and item 15 uh they're close to the signature uh portion of the contract uh for the benefit of the public I've put the um the information on PowerPoint uh basically it is a provision that the buyer wanted to um identify that they are using a title company as a buyer's qualified intermediary uh for the purpose of completing the buyer's 1031 exchange transaction very minor uh nons substant non non-substantive um don't use that on the on the North side and then um and then OB obviously that prompted uh our our legal to include another provision item number 15 uh basically uh uh stating that uh none of the information that's been provided

[0:47:15] corner of the intersection of Sherwood Way Service Road in Moret Circle more specifically occupying the clairemore Edition block one Lots 1 through three and 11 of the adjacent alley Briant Boulevard and Ben fckin Road in Wester s Angelo vp1 1405 Christ evangelica angelical Lutheran Church take this one please ma'am yes sir as I stated previously this is going to be a combination of the vision plan amendment that is a comprehensive plan Amendment and the resoning so we have comprehensive plan Amendment vp1 1405 and the resoning Z1 1433 I know you Rebecca's been ill also I know that I'm terribly sorry I'm terribly sorry I will speak much louder that's never been a problem for me though um the subject site is 1. 665 Acres it is located at the southeast corner of Sherwood Way Service Road and Diana Lane it is in District 5 and it is in the ASU college Hills neighborhood the future land use map shows the site as neighborhood as it shows the rest of the entire block as neighborhood so you see this defined line along Sherwood and along Moritz as the neighborhood center and as the neighborhood so the future L use Amendment that's being proposed that is a comprehensive plan amendment is proposing Neighborhood Center it will literally be the first um change to this block for anything other than residential the zoning map shows that the um Zoning for the site is in fact single family residential rs1 um they are the applicant is proposing neighborhood commercial you can see that everything immediately to the South everything immediately to the West is in fact rs1 so I'm going to give you the notification information first prior to giving you staff's recommendation so a

[0:49:18] 200t radius notification was sent out for both of the items 19 notifications went out one response in opposition for the compl amendment in addition to a phone call of an individual who remained who wished to remain anonymous in opposition to the request the same notification went out separately for the resoning again 19 notifications one written notification in opposition same phone call in opposition that wish to remain anonymous so here are some photographs of the site as you can see except for the portion immediately to the east the property is surrounded by single family residential staff's recommendation for the first one will be the comp plan Amendment any resoning that's being proposed to a non-residential zoning classification if the comp plant Amendment were not changed to something other than neighborhood any resoning would be inconsistent so in order to allow for the applicant to at the very least request a zone change this comprehensive plan Amendment needed to move forward so surrounding the area to the north Northeast and Southeast is Neighborhood Center the area is trending low intensity non-residential immediately adjacent to the site is a low medium is a um is a multif family Zone site and we believe that it will be an effective transition between the low density residential and the high-intensity um commercial that's immediately to the east that is that HB Family Dollar Center so therefore staff's recommendation is approval of the comprehensive plan Amendment VP 1405 to go from Neighborhood Center to Neighborhood that being said the applicant is requesting a rezoning to Neighborhood commercial we feel that this use is too intense for this site which is effectively surrounded on three sides by residential we believe that Diana and Moritz were constructed as local roads

[0:51:23] um not meant to handle the kind of traffic that commercial would generate coming into it we believe a more a more transitional use a a much less intense use um which would be permitted in office commercial would be more appropriate for the site this use would these uses permitted in commercial office would generate less traffic um but please keep in mind that a that a commercial office would still allow for some retail uses commercial office doesn't say that you can't have commercial on it all it says is that you have to have a conditional use associated with it if the site were to be rezoned to Neighborhood commercial there could be no commerci there could be no conditions of approval associated with it therefore nor way to effectively buffer other than what the zoning ordinance requires any of the um possible negative ramifications or any negative uses that would come as a result of any commercial um development on the site so at the very least by doing a commercial office um the applicant would have to come back to the Planning Commission and staff would be able to work with the applicant and with the neighborhood to come up with conditions of approval which would buffer the area um and would allow for more appropriate development to take place in this site so I'll repeat again commercial office would still allow for retail uses however it would do so in a manner that we believe would be responsible um that we believe would allow for us to have conditions of approval associated with it which we could not do with neighborhood commercial therefore staff recommends approval of resoning case Z1 1433 for office commercial as opposed to Neighborhood commercial on November the 17th the Planning Commission unanimously recommended approval of the comprehensive plan Amendment and on the same day it recommended an five to1 vote approval of a resoning to Neighborhood commercial that is the applicants request so the action requested today for the first for number 24 um would be approve case VP 1405 an amendment to the vision plan component of the

[0:53:26] comprehensive plan um from neighborhood to Neighborhood Center and then the second action requested would be approved zoning case z14 33 for resoning to office commercial not neighborhood office I'm I'm sorry neighborhood commercial this concludes staff's presentation we're available for any questions you may have thank you all right I have two questions and then I'll go to Rodney if we approve this for office commercial and then they ask for and they are asking for neighborhood commercial which the zone board recommended will we be able to do that in 19 will we be able to override the comprehensive plan or do we need to change this this comprehensive plan to allow for neighborhood commercial the the neighborhood center um off the neighborhood center future Lan use designation allows not just neighborhood commercial but also office commercial so if you approve the change to Neighborhood Center it would be fine the way that it is then we can still approve neighborhood commercial yes sir okay and what was the opposition what was the the reason for the opposition the letter which was included in the staff report um indicated that the use would be too intense um again because the phone caller um wanted to remain anonymous um her her concern was traffic and quite frankly the noise coming from the um from uh any potential uses which would come on site and the fact that it was zoned rs1 I that I Rodney the property owner would they be fine with going just to office commercial or are you wanting the the neighborhood commercial I can sit down and identify yourself Miss martinell and then you have the floor I'm Glenda Martell and I'm the realtor I'm a realtor with deersi and deersi Realtors and I'm the realtor for Christ Evangelical Lutheran Church we are going for the resoning of neighborhood commercial the reason being is with the neighborhood center and and the office commercial there is no retail they have

[0:55:29] to go back to the planning department to get that and we thought it got approved unanimously for the resoning to Neighborhood commercial uh the reason for this is we had three letters of intent uh we have been doing this property for over a year and we had three letters of intent and because and I'm not being ugly about this I'm just giving you the facts because they had called the city to see about the planning and they said nothing could be done all three pulled we have no letter of intent so they said until you can you know find some way to get this to Neighborhood commercial or to get retail in there uh you know then we will not you know bring another letter of intent now I do have for y'all uh do you have someone to hand these out Brian thank you Brian I have bracketed in there uh in May uh when we begin doing this at that time we only had lots one two and three uh since then uh Christ uh the church that has been here since 1965 due to numbers they had to close their doors and so um it it's sad you know but they're asking for y'all to give us this blessing because they would like something nice to go in there to buffer the community that is a uh Red Hill right there um that map still isn't up but across Sherwood Way it has been that way since 1965 uh there is no dirt I mean there's there's dirt I'm sorry there's dirt Red Dirt there's no grass uh there is no way to landscape uh and they have to pick that up once a week uh to uh get the trash off of it and some of the trash that's in it I was surprised there is not going to be anyone to do that so if there is a we could get it

[0:57:32] reson neighborhood commercial then it would allow for something nice to come in buffer the traffic uh a lot of people said there's going to be more traffic the traffic is already there from the other strip centers that are there uh that traffic is already coming on with those trucks to that property so there's not enough room for a lot of businesses so I we couldn't see that it would really influence the traffic that much uh these restrictions were redone to take in uh when something went there that it stays very attractive for the community uh there are tow houses um high dollar tow houses going to be built uh that didn't show on the back four Lots it bumps up to March Circle and so uh that they'd be painted uh that they'd be a certain fabrication they'd be a certain height and all of this was taken in consideration along with uh no alcohol no bars anything like that to be detrimental to the um residential and we don't want that the church does not want that there is another church that sits back over on this side that's a First Church of the Nazarene and they also agreed with all of this so we're trying to keep it very nice uh that will be a lot nicer than that red heel there is there anything else I can answer for you Rodney the it was the vote five to one or was it unanimous that they go to Neighborhood commercial well I was thinking it said ananymous I thought the vote was 5 to one yes okay uh for they reone Center we would like it reson neighborhood commercial but the vote was 5 to one to do reson to neighbor neighborhood commercial I move that we accept the vision plan as presented and that we accept the neighborhood commercial for the second part of that

[1:01:38] for a hi traffic area um or designated for high traffic will cause greater Road wear increased noise and safety concerns for our children and our property um other factors that are of our concern in this zone change are um increase in garbage outp um of a commercial business um resulting in smells debris blowing into our neighborhood and increased noise of trash trucks arriving and emptying dumpsters um operating hours for a commercial business are times that our family requires quiet time um for instance dinner time um children's homework time and sleeping time we also con are concerned with increasing the amount of unfamiliar people around home um which decreases the chances for our children to be able to play outside in the front yard um which is directly across from this church and this property overall we disagree with the proposed zone change for 3417 Sher Woodway which is now Christ EV Evangelical Lutheran Church um as property owners who reside directly across from the property in question we ask that you change do not change excuse me we ask that you not to change the zone to Neighborhood Center that you that it remains neighborhood thank you thank you ma'am appreciate you do I have further comment from the public good morning good morning state your name and you have the floor ma'am my name is eser Wooten and I'm one of the trustees uh among six plus our Bishop um we didn't go seek this change we were con uh contacted by somebody from Austin sometime last year offering to purchase the empty lots and we were going to continue with our church we have shared

[1:03:42] our church with the uh Episcopal church for the last seven years and we cannot survive without them we were down to about 23 members not quite all faithful attendees uh we determined because of the uh atmosphere for business that we would go ahead and include the church when the Episcopal uh members moved out and purchased their own property our intent for the funds from this are to be donated to nonprofit organizations I would like to see the fact that our church existed for 50 somewhat years to continue we have pledged 400,000 of the benefit to uh support the Mission Center at briwood for the north Texas North Louisiana Senate of the Evangelical Lutheran Church in America the remainder of the funds were all to be donated to nonprofit organizations here in town uh most particularly calary Lutheran um and Good Shepherd Episcopal Church uh the things that we had supported United Campus Ministries um tham's Justice Ministry uh risk in uh Ministries and uh also some for the pregnancy Health Center which is new to us uh our intent is to return to the city a property that has gained you no taxes for almost 50 to 60 years and for those 50 to 60 years no one has been clamoring to come and purchase the property to build the residence there uh we get a lot of debris from uh uh HB and there's nothing worse than trying to pick up a straw from uh Sonic Drive-In uh the property is misused

[1:05:46] people dump sometimes building materials uh alcohol beverages and although as a nurse I applaud people that practice safe sex I don't appreciate they're leaving the residue of their frolics on our property and I have had to pick those up I'm 76 years old and it was not pleasant I can tell you the property is misused at night and as long as it remains vacant gentlemen not only will the city not get taxes and all these other individuals in town not get benefit but at the same time it is not going to be developed at the meeting for the planning board the bill ER of those Condominiums those high-end Condominiums got up and he said I'm telling you the property won't be developed if you keep it off as commercial I am not going to spend my nickel and roll the DI that I will find renters for a high-end office complex for what it cost to build now thank you and I applaud your delicacy diplomacy and diplomacy yes yes any further comments from the public the motion has been made that we first we Chang the comprehensive plan and then the second motion was that we change it to include neighborhood commercial am I correct Rodney yes am I correct Johnny okay if there's no further discussion we will take the first yes Don I have one question real quick I'm sorry um can if this is sold under under this is what I understand the church could be used as a church still if if they sold it for that could it not the church can go on per not just state law but um federal law churches can go in any zoning District residential or non-residential okay so it wouldn't necessarily be commercial right off the B no sir okay further discussion Council public

[1:16:04] located west of South chadburn Street between West Avenue Q and West Avenue R it is in District 3 so if I can take a moment to walk you through the site itself as you can see in the map before you and in your staff reports you can see that this is a an a section of a alley that is adjacent to the lodge um a a non for profit um organization um this section of the alley is adjacent to a drainage Channel um the remainder of the alley that sits to the immediate west of the drainage Channel acts as a funnel for the water to be directed to this centralized Channel um the proposed request um for the abandonment of this alley portion um will be utilized as an expansion if approved for the lodge um for um vertical construction so it will not remain um just as parking they intending to expand the existing facility that being said the request for the alley abandon Aly ride of alley abandonment rideway we don't say that a lot in the north um is zoned General commercial and heavy commercial District notifications were sent out for this request within 200 ft of the site 14 notifications were were sent and of 9:00 a.m. today no responses have been received staff recommendation is approval of the abandonment subject to three conditions of approval staff's recommendation is based on its adjacency the rideway adjacency to a drainage Channel with a steep grade difference um it cannot easily access the remainder of the alley that is that portion that I showed you immediately to the west to the yes to the West um Engineering Services as I said earlier has no objection to the abandonment and the applicant intends tends to use it for an expansion of the facility so the three conditions of approval um as you can see before you and in your staff reports on November the 17th the

[1:18:06] Planning Commission unanimously recommended approval of the allei rideway abandonment subject to these same three conditions of approval therefore the action requested today is an alley rideway abandonment behind Lots 6 7 10 and 11 of block 138 Fort Concho Edition BP o e 1880 subject to three conditions of approval thank you back back it up so those three conditions I didn't finish reading yes sir it basically says that they don't owe taxes um that the subject property will be required to replat bring all the properties together into one site because an alley doesn't have uh um any legal description associated with it so um that requirement is there and then uh notation on the replat document um referencing the ordinance that's approved by this Council today Mr syus this is yours yes sir Rebecca the only question I I have is do you know if this affects the trash service pickup along that alley I I don't even know if it trash service runs all the way through yes sir there is such a great difference between this section of the alley going over the drainage Channel and into the other portion although I can't State definitively I can't imagine how a vehicle would be able to Traverse through that entire portion okay that was my question I didn't know whether they pick it up in the alley or in the street or it's such a great difference um you would need a very heavy 4x4 to get back there and then they certainly wouldn't travel along that drainage no sir part of it so okay not legally anyway Don do do you know I know that in the past We've ran into some of these and and I'm for this uh I just hate to get their hopes up U I know that there's been some Foundation permit issues with some of these sort of properties in the past do you know if if whoever is wanting to do this is checked to make sure they can get a permit for expansion sir I believe we have a representative from the applicant today so you may be able to ask them

[1:26:23] recorded in volume H page 539 District Court minutes Tom Green County Texas described in exhibit a Miss G yes sir all right Mr Mayor city council this is an annexation that was brought before you in November the petition was brought before you and this Council voted to accept the petition so now after that petition there will be four public hearings brought before you two public comment hearings where the public will be allowed to comment on the item um and then two separate hearings will the where all of you will be voting voting on the actual ordinance so this hearing and the next hearing which is proposed to be on December the 16th is required by State Statute in order to allow for the public to make comment on the proposed annexation you will not have an ordinance in front of you nor will you have a service plan again the state requires two public hearings and two notifications associated with the public comment Forum to take place we are now satisfying the first portion of that state requirement so let's get into the actual annexation itself the subject site is 175 Acres it is located at the northwest corner of US Highway 277 in Old Ballinger it is located in the etj within uh commissioner Rick Bacon's precinct number three and if it is annexed will be located in District number four um if this Council decides to ultimately approve the annexation itself the future land use of this site that has been designated is industrial as you know properties within the etj um have as part of the um memorandum of understanding um future land use designations associated with those sites you can see everything immediately to the north um almost everything to the South and everything to the West has the future Lane use designation of industrial as you all also know because it is located in the etj there is no

[1:28:25] zoning associated with this site if and when this Council should vote to bring the property into the city it will automatically receive a zoning designation of ranch in EST state district it is the applicant inent after if the Z the city council approves the annexation to reone this property to a zoning designation consistent with the future land use designation of industrial per state statute notifications were sent out within a two within a certain radius the state statute does not require a certain radius to go out in order to be consistent with every application that comes before this Council um staff chose a 200t radius but because the 175 Acres was encompassed within a larger 500 parcel um staff felt that not enough properties were being notified therefore we took the notification from the 58 parcel to pick up more residents and therefore to have a more all-inclusive notification range therefore within the 200t radius of that 500 Acre Site 19 notifications were sent out as of 9:00 a.m. today there have been no responses notifications were also certified mailed to Verizon ISD Sudden Link TGC Republic Atmos Energy tex. and the Quil Valley volunteer fire department those were per state statute that that had to be done and they will be done again one more time this is a map of the utilities of the site we have Representatives here can more fully explain what these dots mean on the map here's a copy of the major theer plan we also have staff here that can explain what each one of these colors mean there is no action required today so I repeat there 's no action required today today is the first of two public

[1:30:27] comment hearing forms required by State Statute therefore the only action that is requested is that it be allowed to have a second public comment hearing scheduled for December the 16th this information has already been transmitted to the city clerk's office and a public a newspaper publication has already been done reflecting this date should that date changed we are now required by State Statute to send out a second public a hearing thank you so this is public comment only yes sir do I have any public comment on this proposed annexation of this acreage out in North s Angelo if there is no public comment then I'll open it up to council uh Charlotte I have a question looking at the map is this parcel in question is it continuance Within any other portion of the city limits I'm it is indeed if you look at the zoning map and also the future lanus map but it's more reflective on the zoning map you can see immediately to the South it is connected to um adjacent to Old Ballinger everything to the south of old Ballinger is located within City everything in the light green is in the city yes ma'am yes ma'am and so the State statue requires continuity or a certain distance from the edge of the city limits this meets all State's requirements I'm sorry if the green isn't um dark enough further questions are the two tracks to what I'm reading to the East are they owned by the same person yes ma'am they are and are they vacant why wouldn't we make it continuous all the way to the east instead of a chop up like that with a dip down in the center that's to the west west west okay right and left you know same difference do matter yeah over there to the left yeah but it just I don't understand why we wouldn't make it continuous all the way so that we don't

[1:32:29] have dips and gaps and Parcels the property owner chose to bring in just this 175 along the um this corner um they chose to leave the remainder as which is actually part of a larger development agreement that they have with the city as long as they maintain a uses on the rest of the site they won't be forced to do an annexation if they choose to do anything anything more intense than then those auses or a single family residential dwelling unit um then they must Annex or request to be annexed into the city but this was the applicant's um choice to do 175 Acres Rodney my question is why would we Annex them when we've got an industrial park that's empty out there on that side of town and this is not for a residential neighborhood or anything like that so this what what do they gain from this sir if you like um there's I'd like to hear from them yes sir there there's some actually someone here that you can direct those questions to morning come forward and state your name and he has Rodney has a few questions for you sir my name is Fred partlo uh I work for Pinnacle Sands to answer your question we need to be near the rail right okay any other questions for him thank you very much thank you this is public hearing only we're not voting on anything we're not changing anything we're not annexing anything today this is simply public comment and if there is no further public comment I do have yes John Rebecca tell me one more time if this were all to fall in place and it it's annexed you said it comes back as an RNE so then how just educate me so then what happens after that How does it go to from that to Industrial okay so what

[1:34:31] will happen and I've laid this out actually in your staff reports as well there there five I I can count there are five public hearings that are required by State Statute so we've had the first one for the petition you've accepted the petition you have two public hearings coming in for the public comment portion and then two where you will actually be presented with the ordinance and the service plan which will reflect how the city will be able to if it can be able to meet the service needs of this property coming in if and when this city council accepts in that four that fifth public hearing which um is the second reading for the ordinance immediately afterwards it is the applicant's intent to rezone the property because it's automatically given rench in estate to an industrial a light a manufacturing zoning District um and the applicant can explain more as to what they want to request but is their intent to rezone to a zoning District which is consistent with the industrial future Lan use that will go before Planning Commission and then that will come before you as a resoning request so you can expect five public hearings one before Planning Commission and then two more in front of you and as soon as I heard Pinnacle SS you know we have satisfied State requirement yes sir by this one and so all I need for you to do today is to acknowledge that you are willing to have that second public comment hearing on December the 16th so that we won't have to publish it again in the newspaper anybody you need to vote on that or just a consensus or this is just a consensus let's anybody have a problem with doing this again on the 16th put it on the 16th and we'll have our second public hearing thank you so much call listen to an end uh number 26 Mr Dixon update and presentation on the city water supply projects sir morning Council mayor Mr Valenzuela see if I can find

[1:36:42] my thanks Brian also like to thank Brian U he went with me over at the new groundwater treatment facility and disinfection facility and took a bunch of pictures for me that we're going to be using today so I briefly want to touch U just a little brief update on kind of where we are on the Hickory project and touch briefly on U waste waterer reuse the red Royal project today this first slide shows um the groundwater new groundwater treatment plant it's kind of hard to get it into um one picture of the whole building it's it's an enormous facility that we're constructing out there and in these slides and pictures don't do it justice so if any of y'all would like to go see it if you'd let me know I'd be glad to walk yall around and show you the facility because it's pretty impressive this is another view of it we're looking kind of Southwest at at this View and this is from the other side looking kind of back more towards the West as you reall um Hickory project started in 2008 I guess with the advit the water development board yall agreed to develop the Hickory project as our next water source and in 2011 that project started with the first project of uh connecting the existing nine Wells that we have on the Ford Ranch together with the pipeline system um we then started on the 30-in transmission main which had been completed uh we did a booster Pump Station equipped the existing Welles that we had out there and then built the roads to the existing wellfield groundwater treatment plan is uh probably the next project well is the next project part of that that's going to come online uh we still have two other projects in the wellfield on the

[1:38:45] drilling of the six additional Wells that you all approved they have two of those completed and turned over to the contractor on the second phase of of the wellfield expansion which will uh equip those Wells do all the electrical uh Service Roads in the pipeline connecting the new wells with the distribution system uh they have two other Wells um of the six that are uh in the final stages of setting the casing they'll have to be tested as as we go along okay now we're inside the uh groundwater treatment facility what you're seeing here we're looking um from inside back towards the West Wall it's where the water will enter the system and this U picture depicts the uh train the inlet train is split here and air is in induced into the water part partial of the water stream to start the oxidation process to get rid of the iron iron is a problem um at the Hickory it's higher than the standard drinking water levels required and will interfere with the radium removal so we have to get rid of of the iron first and this is part of the oxidation to take care of that these are the oxidation vessels after the air is induced it goes back to a single stream and these vessels um they don't look very big on here but the size is enormous on these vessels this gives the air time to react with the water to get it the iron out of the solution where it can then be filtered this is a picture of the pressure filters uh where that operation takes place each one of these pressure filters has four sections inside of it so if something happens to one portion of one filter it doesn't affect the whole filter the the process can continue on from there it goes to the wrt ion exchange vessels um there's 12 of these vessels out there they're not

[1:40:52] um it's hard to explain the sequence of of water it's not a a straight down straight up straight down straight back up deal it's um an assortment of different configurations so you don't load up any one particular vessel with higher radium concentrations than the other ones uh typically radium would be um of course the first one that it's introduced in but as it gets used up you can just change out one vessel at a time you don't have to change out a whole train so this is very critical in the operations this is just some more pictures um again these are enormous vessels and uh this is one of the free spaces between the vessels see if I can show you if you look between the vessels other than these walkways it's all filled up with piping and filters and everything that's that's necessary so that gets us out of the u g treatment facility and part of that uh project too was build a new disinfection facility this is a picture of it it's located on the north side of the the plant over off medcafe in Avenue high so this is the uh backside of the plant inside the plant uh one of the deals that U we're extremely excited about is uh this facility will enable 18 that transports the 1 ton cylinders of chlorine to enter this building close the doors offload onto the scales when they are finished offloading the truck pulls out and the scales I think there's a spot here for 15 I think we're going to start with 10 in the facility um but this is just some pictures of the scales the scales are necessary to know when um the tanks are empty also as part of this you can see a little bit up the top of the

[1:42:57] picture right in here it's some air piping that's going on um it's it's basically suction piping for the chlorine scrubber this is a picture of the um crane that offloads the on ton cylinders from the truck here's a picture of the chlorine meter equipment that's that's in the building uh this building will furnish all the disinfection not only only for the new groundwater treatment plant but also the existing surface water treatment plant um we were definitely in need of an upgrade for this entire facility some more pictures of the metering equipment this is our chlorine scrubber something that we've never had in the past and um when this facility is operating overhead doors will be closed it's loued has Vents and louvers in it but um they will set a detection limit on chlorine that's acceptable and anything higher than that if it's detected we'll close the louvers cut off the vents and start the chlorine scrubber that chlorine scrubber will run until the detection limit is reduced to an acceptable level and then it will cut off if we have a a major leak a total one ton cylinder leak for some reason this scrubber will be able to handle that with no release to the atmosphere the neighboring residencies it's liquid ammonium sulfate tanks uh currently they're stored over the surface water treatment plant inside a building hard to get to just just more convenience and better operation all the way around as I mentioned before we still have two projects going on at the wellfield um one of those is the um piping connecting the new six Wells to the distribution system this is just some pictures of the conditions that they're working through in on the Ford Ranch uh right now the black cap varo our friendly bird that we have to be

[1:45:01] careful of it is gone won't be back until March it's picture of the booster Pump Station that's completed part of the package two they will have to add a additional booster pump at this pump station there is a spot that was left in the original construction for expansion so they're working on that also there a picture the additional Wells um like I say two of the six are finished two are real close of of setting casing and doing the well fill pump test this is a picture of uh well number 17 one of the first ones that was was completed um to develop the well they have to um pump it at a higher rate than we will during operation to clean the well out so they can do all the tested uh is required by the TCEQ and this just a picture of 950 gallons a minute to clean up the well let's talk a little bit about um the Wastewater reuse project U currently uh we are working with the Consultants they are uh still looking at all the chemical analysis necessary um on the study uh we have a meeting with them on the 19th as this month to get an update to see where we're at um we currently as you know all of our effluent water is given to Tom Green Irrigation District for the use for the farmers and we're just exploring those options for y''s decision if you'd rather do something else with it rather than give it to the farmers uh we expect uh could yield approximately 7 million gallons a day if you kind of tie that with um dm with the expansion of the wellfield and we can have 9 million gallons a day for a short period of time off the Hickory Project 7 million gallons a day off of this project 16 million U is more than um be quite ample for the citizens of s Angelo

[1:47:06] without any surface water at all so uh this is a something we're really excited about also it's a growing Trend um abalene is in the final processes of of completing their project um they'll be popping into fort f for use in the city of abene Big Springs already got their plant online I think um some of you if not all of you have been up to see that plant and which stall Falls had just recently started using Wastewater there to supplement their needs redoy recapture project um this one seems to just keep going on and on and on but um we're currently working with the landowner for access to his property to put in the monitor Wells that y'all approved to further look at the groundwater issues that are on that side all the monitor Wells that were previously drilled on the side encountered groundwater a reasonably shallow depth and there's some concern on what that will do to the cost um there's still a disagreement on how much water that will yield it's all dependent upon rain and it has to be a significant rain event before that will produce what we are allowed to on our diversion rights of 5,000 acre feet a year so we're still looking at that and um I just wanted y all to know that we haven't forgot about it and I think it's something that we have to do U with the situation that we have that we need to look at all sources that are potential uses for the city of s Angelo and our citizens and just a final slide that I I put on here this is natural flow and Equalization Channel at twin bees this was taken two weeks ago I checked the day and it was still flowing from south pool to North Pool um you have seen these pictures before but it was always a mechanical expensive operation for us to move water from the South Pole to North Pole not saying we may not get back into

[1:49:09] it but right now with um trees have gone dormant farmers are pretty much off the river and this natural flow is allowing that to go through the equalization channel on its own so that's encouraging we hopeful get some more rains and that will continue throughout the winter months so with that that's kind of brief but I will tackle any questions that y'all might have what's your uh Target completion date on the treatment plant uh the treatment plant looks like it's going to be towards the end of December Dwayne we had some changes there some weather days and they working through all those issues um what is really um I was told at the last progress meeting we have another progress meeting tomorrow there's some general uh light finish up stuff in the groundwater treatment plant they can produce water now but we can't disinfect it so we got to get the disinfection facility online and that looks like towards the end of the month so Rick will you address also as far as how much water we'll be um treating from the Hickory well uh right now we don't need to treat any but we have gone through the process of testing all of the different functions of this and the ion exchange material has been used in testing and has become wet saturated with this water and we have to maintain that we can't let it dry out or it's no good so we're anticipating probably treating a million or so we'll look at it and get it down as low as we possibly can but we need to keep this operational to make sure that this media is good and just to make sure that we continually to run the plant that if we need the full six million that everything is operational and working so we will of course try to bank as much water as possible going forward

[1:51:14] in case we really need to get into the 9 million gallons a day so we will be treating about a million is our anticipated amount right now thank you Mr Dixon for presenting and preparing this for my request a couple of meetings ago uh basically wanted it for the public to know where we were and uh wanted them to know we are on schedule with the Hickory plan um you're stating that right now we don't need to treat any could you tell us in a nice presentation by the way uh could you tell us where we are on our supply of water if um if you look at just our surface water we're right around that 24 month you know it's pretty close left if you had the Hickory on we're at 29 months if we figure 6 million counts a day so um like I said we were blessed with some rainfall so this is not as urgent as it was quickly becoming and we're very thankful for that so we have time not get in a hurry not push the contractors any harder than they're comfortable with that we're comfortable with to make sure that this is all done right and everything works the first go around I think my point being being that because we were blessed the good Lord has provided but I commend you for never losing sight of the project that it was key it was crucial oh we got right we don't have to sit back and move on to something else you have kept this right at the top of your priority and for the city and I truly appreciate it and appreciate sharing the update with citizens you're quite welcome and and you are correct you know we we want to finish this as much as everybody else does this has been a a long project a very worthwhile project for the city and the citizens of St Angelo and we're ready to bring it to an end and bring it to a close we're we've got some other things that we want to concentrate on and get off our plate so we're excited again thankful to Brian you need to see this facility anytime I can that brings

[1:53:19] me to another question uh I do trips and stuff to various places and do plant tours uh that is always exciting for me are we planning on opening this plant for a week for citizens to tour the plant and then my next question behind that uh what kind of security do we have protecting this plant this this plan is under locking key it's a fence facility cameras we've got it secure and yes they're they're I'm working with Anthony right now as we get closer to bringing this online of finding a a media day a public day dignitaries whoever we want to invite we just need to pick a day that we can especially teing inside the plant you get these pumps and motors and every is running that we need to cut it off so people can hear but yeah we're going to do the full very good opening on it so thank you very much any other questions Council questions I have one one quick comment I think Don was first go ahead Don um Ricky I've got several just for for clarification uh when will the Hickory be complete in online in estimation I know you can't say the exact day but you talking about all the projects yeah uh including the six wh well let's let's look at a date without the six whes and look at one with I'm going to say end of December maybe crowding the first part of January on the treat plant disinfection facility okay the oil drillers um with all the information that we had that that we could get and all the information that they could um glean from the conditions out there it's hard uh they're behind um they're looking at probably spring to get finished uh which also affects the

[1:55:22] second Expansion Project which is equipping the wells that they need to get finished with so probably all in all we're looking July August hopefully finished okay good um how many uh gallons per minute will we have without the new whales and how many with we are limited to 500 gallons per minute per well so 4,500 gallons a minute with Wells 5 * 9 45 and add 500 gallons a minute another 3,000 Gall a minute with the six additional Wells okay good um are we going to to start mixing any I know you said that that uh when the facilities for disinfection were completed that that we'd be running you know some water through it we we did early on when we got the new wells on in the in transmission line and and just testing the wells and the pump early um we will be now we don't have to blend that with the surface water so we will be bringing the water that we are treating through the groundwater treatment plant into the clear well to mix it there so yeah we will be using about a million maybe a million and a half we won't know until we get everything fired up okay so but that's that's just something to keep the equipment going that's not something that's that's really going to help we can still uh bring some other water around and blend it with the surface water but I don't want to use any more of that water than we absolutely have to I want to continue to bank that water right and so um right now if we get on 9 million gallons a day we're good for about U five years depending on when you want to make that start date but the the other part of that story if we use it up I have it right here if we use up our 9 million gallons a

[1:57:26] day and we don't have any other water to rely on after that banked water is used we can only get 2.8 million gallons a day right if that's all the water we got we're we're not going to make it on that so it's it's critical that we continue to bank this water and not use any more than we have to absolutely um and that's one of the things that I wanted to kind of bring forth before the public is that you know we have this this big expense out here and it's not that we're not using it it's that we're prudently looking at when and and where to would be the best time to use absolutely we don't get our entire allotment till 236 right then then we can produce 10.7 million gallons a day it will take some more additional Wells some more treatment um but in our full allotment we will have 10.7 million gallons a day but that's not till 2036 right okay um that kind of leads to my next question uh with the Wastewater reuse are are we going to be able to tap into any state funds for for help with that if if it I think so one part of the the new Swift money is I think dedicated to reuse projects so I think uh we will rate very high on that list with a project like that I've spoken to and he's excited about the possibilities is there any time time limits that we have to get our study finished before we can I don't want the state Monies to run out before we get our our I don't think so I don't think we're in any danger of that um we should in the spring know one way or the other and have some cost estimates to provide to counsil on the ReUse projects and what that might entail to start that so okay good great present I appreciate it yes sir thank you Johnny Ricky just a quick comment I wanted to add uh on that on the Water

[1:59:31] Treatment Plant property yes sir I just wanted to to let you know that uh about a month or so ago and I I I fa to to run with it there was a citizen was concerned about the condition of the streets due to all the heavy traffic the 18 wheelers and all you may take a a a peek at the is it Meda that runs on the west side of the plant yes okay at the northern corner street whatever the street at GH whatever it is you may want to take have somebody you or uh Shane Kel and take a peek at it because it looked pretty it looked pretty rough we will we get some of that truck traffic off of there and get things kind of settled down we'll take a look at that and get everything cleaned up some kind of patch workout that would probably help and just wanted to throw that in thank you good job further comment from Council Ricky you have an introduction yes I do um get our new water utilities director and our new assistant water utilities director if they would to join me at the front I wonder who that okay they didn't leave when I started so that's a good sign you should have put him under pressure and have him do this presentation well you know it's only day two so I cut him a little slack we usually wait till get him on the payroll before we hit them hard this is Bill rally he comes to us he is a private consulting firm and work for city of station for 17 years 17 years Russell P's assistant water utilities director he's uh was our Engineering Services manager for water utilities before we combine those two functions so we're excited to have them so if y'all have questions for him please let me get out of the way I wondered who that was back there I mean we always see a strange face and we wonder their purpose here today what brought you to St Angelo other than the job what what about St Angelo do you like ma' we uh I have not spent a lot of time in St Angelo and and uh and I've been to just about every other community in in Texas uh through working as a private

[2:01:33] consultant but there's not a lot of big roads that come through here that take you places but uh uh when we did come here it's a great community and I have to tell you just uh spending the time that we have in the community uh have been extremely impressed with with the people everybody's just really friendly and and U and so that's uh that's been a great Plus for this also you have some great challenges and and really looking forward toh to working with Ricky and and Mr Venezuela and the rest of the staff and you and uh in in working to solve these things so very proud to be here and you sir well I've been in San Angelo for last since 2006 and uh previously worked for skg engineering uh for a little over six years and then I came to the city a little over 2 and 1/2 years ago um really enjoyed living here um it's a great City my wife is originally from St Angelo and that was a big driving factor for us to have start our family here um really enjoyed it and looking forward to being here for many more years so well San Angela is very unique you got to love it you got to love it and we'll try not to hurt hold the Texas A&M connection at College Station against you for too terribly long we we definitely won't thank you thank you thank you thank you very much Ricky appreciate it is there any public comment on this anyone where to care to weigh in on it then we will move on to number 27 believe you've been waiting for this heading you Rodney this is a status update on the curb Cuts rainwater harvesting Mr B NS yes good morning councel mayor if I get this pulled up here we go okay yeah good morning I just

[2:03:45] want to give you a quick update on rainwater harvesting this was brought before the council by citizen backck earlier this year uh posing the question whether a citizen could capture rainwater running down the curb uh onto their property maybe into a storage tank or or some other kind of means of capture and I was asked to look at that and see if we could be possible one thing just as a refresher I want to kind of uh kind of back up and talk about some benefits that that this could hold U it would reduce the amount of storm water that uh flows in our streets it pull pull some of that off it could reduce some flooding Downstream in some areas would be a benefit to it it also would pull some pollutants off usually the first part of especially any kind of rain water sto rain water event is going to have some higher concentration of pollutant and pull that off of and out of our groundwater and water courses and uh reduce the amount of potable water would use for irrigation for lawns trees and that kind of thing I want to show you a few examples that that found uh this particular one is on it's not in St Angelo obviously but it's a something that could be done now by a business owner with a some kind of median there that's on their parking lot that could capture water flowing through through area there that could have plantings grasses trees that type of thing could be captured this picture is taken from Tucson AR U Arizona they're real active in capturing rainwater for uses like this being in the desert uh also Southern California really promotes this really high this particular entrance you can see the curb cut over here on this side really just has a swell behind the curb that would fill up you know as water turns and goes into the curb cut would supplement water for those grasses and and plants that they have there here's another one that's uh also in Tucson that uh you see some tree Wells and some other stuff here on the

[2:05:48] on the leftand side that uh just capturing water going down the street and using it there this is this not a real good picture but uh I found this example I think this is also from tson just a real simple curve cut would be it would capture water just in this small area with an inlet it doesn't really show up real good but I think there is an inlet in this area here that you can see or maybe not can see but and that could be used to pipe over to a system on property owners's property to and they would have to pump it out of underground storage or something like that which kind of Falls in line I think with what the citizen was wanting to do um one thing that I've researched this uh I've talked with the officials of the Texas water development board and water as it sits in the curb um and flowing down the street is is termed as diffused water until it enters some kind of water course a lake or a pond a creek something like that so it's they're not they don't govern that water in the street um it really belongs to the ms4 which we are the ms4 inside the city here so we could have a say on on where that water goes um to move this along I originally wanted to put it with our curb cut ordinance which I'm in the process of revamping that the version we're working off of is a 1956 model and the more I'm getting into that it's like hurting cats that's the best way I can put it but I'm I'm kind of pulling that in to hopefully have something to bring to y'all spring spring time frame to look at um that being said um talking with Mr flimy I think it would be better to change the existing ordinance now and then it'll just be incorporated if we do redo any ordinance in six months from now say you can probably get something through uh uh legal staff would have to help me to make sure we've got alliz do

[2:07:52] and te's crossed on this thing um one thing I'm kind of lery on is you know K gutter is used to phonel water keep uh control of the water and uh alleviate flooding in some areas and I'm I'm real kind of leery about cutting a hole in it and and diverting it somewhere where it could possibly flood someone unintentionally and um as far kind of on the next steps I've had on here is need to come up with some general design standards that'd be really minimal this with some kind of curve cut kind of width type deal and I probably pattern that after what's happening in Tucson uh bring that back for a as an amended ordinance or for y'all to look at and what I would propose to is that uh all those requests would come to me to look at it and make sure engineering wise that we're uh not creating a problem that we don't don't want and uh it would just be a permit for form that the applicant would U submit U kind of showing basic design very informal of what they want and then it would approv similar to like a driveway or something like that but that that's a oh what what I got going now may some questions uh well I guess the first question is so have we passed all the legal standards and and think we don't have a problem with doing it illegal and then we could possibly get this to be passed the near future all I've research I haven't run this by Mr bowling at all U it's uh my biggest hurdle I thought would be to get if it was a legal issue with the state captur and it appears that that's that's good I'd like Mr bowy to check me on that but right and then just to see if I would think we would want to pass all kind of liability back to the property owner on this somehow I don't know the legal jargon to do that but uh I would work with with her to get that into some kind of permit form MH to do

[2:09:55] that what what I would like to see is us go ahead and put this on the agenda for an ordinance change okay and to uh come up with the general design or the general guidelines I guess that Carl that you kind of have to do that okay uh as far as goes our curb cuts are a little different than Arizona because Arizona has a lot of most of their yards are flat are flat yards MH yet they have curbs well most of our almost all of our new neighborhoods are ribbon cut Curbing and so we want to make sure that it addresses both of those cuz the residence that's talking about this lives in a neighborhood that has ribbon cut curbing which is a flat typ curbing that you'd be cutting into that type of curbing so actually I think it one of those you had a great that stuck out there and I think that was on kind of like the ribbon cut curbing yeah there but it was back back a couple more okay right there okay that's that's more that looks more like a ribbon cut curbing okay out there and it has the grate that actually sticks out into the road that kind of out to where the curbing is I think our ribbon cut curving is about 12 in wide am I correct in that yes it's 12 in wide it is 12 in we'd want to make sure that it doesn't you know exceed past the 12 in and things like that okay but I'd like to see if we can bring that back for an ordinance change okay as soon as we can okay this is something I I think that if if the resident's willing to pay for that cu the resident will have to pay for the cut in the curb the engineering it it's not a cheap thing for them to do but it's something that's a it's it's just a good responsibility for us as Citizens if you can do it it' be nice for him to be able to water all his grass and I know I think there's two or three other neighbors that are around him they're wanting to do the very same thing okay I I'll get something get something moving moving on it for you okay further discussion John Carl I know that it looks like there doing it all over Arizona is it being done anywhere in Texas yeah I meant to mention that U when I talked to Texas water development

[2:11:57] board they said they had lot some questions and there was a community somewhere around Houston and but they couldn't remember the name the person that I talked to and I've Googled it I've searched as well as I could I can't find any community that has anything even in an ordinance as far as you know showing on their page on their web page to come up with that I I haven't been able to find that so we may be one of the first and maybe they just asked some questions and we're going to do it and didn't do it I I don't know but Haven found anybody that's actually got in their ORD ordinance sometimes it's good to be first yeah so yeah so we have the opportunity to be the first city and the leading technology yeah I'm sure do we call it the rney no Ty will Ty Williams he came Don Charlotte y'all have anything on this no okay any other questions for Carl have any public comment for this before we move on thank you Carl we appreciate it or did you have something H okay sorry come ahead sir I'm sorry I didn't mean to cut you off no problem my name is Steve holer uh I just wanted to say something I think the uh rainwater Harvest is a very good idea excuse me little off to one side uh basically I mean it if you look at all hyd hydrological studies it will go ahead and it'll take all the plutons when that first rain first Falls and if they're allowed to capture a lot of those pollutants they can remediate through their grass or their trees or whatever the good thing is that water is cleansed and if they're allowed to store and not just for vanity but then some of that water comes running off in a control fashion then the water that goes into the rivers and into our Lakes will be clean and be of much better quality uh the thing that worries me and I'm not Proactive or and inactive on it but we want to see some of that water at least make it into our into our leg Rivers concourses uh so it doesn't jeopardize the stream flows down the river uh like charlot said here we have a community

[2:14:00] here in s Angelo and what do you like about this community well in Tom Green County we're a makeup of communities not just one uh I represent a lot of rural communities across here West Texas and in Tom Green County and as long as we talk together work together on these projects projects we can all go forward and everything works great so if we can all look and talk and work on it whether it's a royal Basin project and go forward with that I think we can make a lot of great things happen for this region thank you m h one of the things though on that is the cost it's going to be cost prohibited for most people to do this I mean this is not something that's just a A1 thousand project or a home or just somebody that you know a DI y project it's not a DIY project it was it was fairly extensive and um I think the estimate was between three and $5,000 oh yeah to install it's not going to be a low number so I think that will help us you know not everybody on the street will have you know that thing and knock and taking all the water uh if if a few people are doing I you know I think it'll be good for us but I don't think everybody will be able to do it yeah okay any other questions no other question boss no I'm good thank you Carl you number 28 you ready to go on this one Carl you want to move on to 29 who is this guy 29 if we could okay who is that's skinny Carl skinny L let's move on to 29 Carl is waiting on a guest to to be with him on 28 number 29 is consideration of approving the negotiated contract with Lee Lewis Construction to provide construction manager at RIS services for the city Auditorium CEO 214 project and authorizing the city manager and designate to execute said contract David nap you are own sir thank you uh Council appreciate it um like you mentioned

[2:16:05] construction manager at risk at the last meeting um kind of backup we had seven proposals evaluated those selected the top three which were templon construction midex of Midland and Lee lewiis Construction did our interviews and um scoring off of that was unanimous that Lee Lewis was probably the best qualified to do the project so at the last meeting from Council we ask you to allow us to negotiate and contract with uh Lee Lewis and uh Rick and I went met with them and we're able to uh make some good progress with them we um eliminated their preconstruction fee of 5ou $5,000 we reduce their General cond conditions uh a monthly cost by about $9,000 and we um which brings the total based on a 13-month project about $260,000 General conditions fee and then uh we reduce their CM fee what this is the fee that they will be their markup on the cost of the project so on a 6 million 7 million dollar project it can be it can add up so they went from a 2.95% down to 1.5% % um about half of what they're asking for so um we feel like we've got um you know they're they're well below the the next um bidder by at least 25,000 and we feel like they're we're ready to uh get going on it we've got a meeting scheduled next week if this all goes through we can uh architect will come up and we'll be off and running very good David I knew when you got the negotiating we could well Rick had one Rick had one hand I had the together we just pulled yeah however you did it the mean the end justifies the means but I knew if you could get a hold of them we could get this this is an excellent thing I appreciate you I'd like to have someone move to approve this I'll move to approve the item as presented today December the 2nd I'll

[2:18:09] take sil's motion move to approve and I want to take yours as a second Don uh appreciate you did great we need to get this done do I have any further comment from the council do I have public comment on this let's get this project rolling all in favor please say I I oppose Nay put a 60 on that you ready to go Carl yes sir and I called him skinny Carl he's been in the newspaper this last week he's lost how many pounds 170 wow 30 thank you man you got me in a real mess at home sorry sorry Vicky says if you can do it then the FED mayor's got to do it I feel a lot better so look forward to that if you thank you Carl glad but I'm proud of you and I'm going to follow suit number 28 consideration of authorizing the Parks and Recreation director to apply for the Bloomberg Bloomberg philanthropy's public art challenge Grant in the amount of 600,000 for improvements to the Richard and Pam salmon Sculpture Garden at Sunken Garden Park and authorizing the mayor or city manager to execute related documents Carl W and I see Mr Salmon's here with you but if you would get it started on this call yes sir just a quick reminder of where the sculpture garden is and I would like to mention that the Richard and Pam salmon sculpture garden that name is not official I've been using that because they're the ones who got it started and have helped support it financially so um it's not that's not an official title the the sculpture garden is located on this property here at sunen Garden Park Sunken Garden Park is barded by North cono River in South Bryant next to the visitor center it's an excellent very ideal for a sculpture garden right in the Heart of the City and next to the visitor center some quick pictures of some of the sculptures past and present at the sculpture garden the grant must be uh applied by by the city by the mayor or the chief chief executive which is the city

[2:20:11] manager can be up to a million dollars and uh as you may recall the city council did approve the establishment creation of the sculpture garden back in May of 2 2 and we've seen strong Community interest in support for the sculpture garden since that time it's an ideal location it maximizes underutilized Prime Property Prime Park property it encourages visitors and because of that it helps with the economy by bringing in tourism the current situation initially we didn't ask for any funding to create the the sculpture garden we didn't need funding to do that based on the popularity and visitation of the sculpture garden we we've uh heard concerns and interest in doing having some improvements made some walkways improvements to the turf some signage we see we saw the need for those improvements and we submitted those in the CIP and those were adopted into the CIP for 2014 2019 and we would like to proceed with this Grant application to find some funds to do the improvements that we see that are needed to date the creation of the sculpture garden private sponsorships $75,000 Health Foundation has supported it as well as Angelo State University and of course the city's uh support has been ink kind in terms of the property and City staff support applications due December 15th um if with the initial application we'll we'll hear if we can proceed with this The Next Step which is the full application we'll find that out um before February and we'll find it out in February and then it's due in April the full proposal the improvements include utilities water and electrical off Street parallel parking walkways benches irrigation lighting signs Turf uh a water feature and uh we can answer questions about that it's really just reactivated a water feature that was once there and then drought smart Landscaping which we'd keep very minimal and I'd like to invite Mr Richard salmon to come up and speak Carl as I understand it there's no City match required that's correct the City match is not required it does make

[2:22:14] us more competitive if we do um support it financially and if we're invited to do a full application then we we may we may come back and ask for some support I don't know what that would be but would be fairly nominal but it would help us be competitive it's not required though welcome Mr SV I'm sure applying for grant money is an elusive Quest but uh we match the criteria really nearly identical to what Bloomberg has put out and so this gives him an opportunity to go to the next step then while there is no matching Grant Financial involved from the city I think would enhance our request uh it's a great opportunity to improve the backdrop and make some needed and improvements to Sunken Gardens and just to be uh make sure it's clear all of the money or improvements to Sunken Garden none of that money goes to sponsor the sculpture competition thank you proud of what You' done there I appreciate you Charlotte I just to have a comment uh the sculptures are fascinating it is an ey catcher as you come across Cross of course I wanted as few as possible but that's just my personal but they are gorgeous and attractive what I have a problem with is just in general Rick if you look at the map there and most people don't know the Sunken Gardens are there a because the traffic is fast B there's no place for them to park the building across the street they on uh where you turn first as you come across the bridge their employees take a lot of the street parking so people who'd like to walk down in the gardens there's not a way for them to get down and park so if an area could be made just like you have at KS Kingdom where people can get off of uh the Bryant right and park and to be able to stroll to enjoy the Sunken Gardens and to like you said more walkways and Pathways we have the foot Bridge don't we right there that goes across the river so even

[2:24:19] as some sort of parking close to that area where people can choose to park on each side would be a nice Improvement to the area and give us more parking to promote our downtown that's I don't know if that can be used grant money could be used for that or how anybody else feels about it but I I just think we need parking especially those who are older like me who don't want to walk forever or can't walk for long distances to enjoy the beauty that's down there I think that's included within the proposal and even to the extent that because as we develop new parking areas I want to try to make sure those are low maintenance so we're actually designing these as we do them now with concrete versus uh asphalt that way we have less maintenance issues in the future as we develop same thing with the rock that we have such an abundance of you know for the area and the walkways to add to the beauty so that more can enjoy my only comment for further comments Morty I I just was going to say I think the the U uh the the public art deal is fantastic I I think uh uh the to just drive by even though you're driving fast and see those see those pieces of art are are unreal do do they end up selling those pieces of art a few of them do yeah they've sold about four or five pieces uh to hear I talk Lou yes they've sold uh Fact one of the pieces is just on the river just I mean you can nearly see it coming down so from the very first year and they sold some each year and then some have remained from last year the people couldn't come get the pieces so we actually ended up with 14 or 15 pieces instead of only 10 right but some half sold in the museum uh there's a commission involved and so the museum gains uh funding from some of the sales of those pieces fantastic yeah thank you for your comments

[2:28:30] council the um Caper is an annual requirement from HUD it's due into this month it covers the past program year which was from October the 1st 2013 to September 30 2014 uh the report outlines expenditures identifies accomplishments and IT addresses some key interest items uh the report is comprehensive um and covers a variety of issues such as our resources barriers to affordable housing a lead based paint abatement just to name a few uh here's a snapshot of the year's resources uh we received over 794 th000 cdbg funds and 277,000 in home funds uh we spent 791 uh cdbg a th000 that is and 248,000 in home funds uh here's a list of our accomplishments for the year uh we completed 29 rehabs and 55 emergency repair projects expending over 329,000 in these two programs uh we funded one code officer who worked over 4,400 cases in the Target neighborhoods uh Helping Hands assisted 86 elderly homeowners uh we made our section 108 loan payment for producers and Jamie Hae P drone Parks we assisted 10 first-time home buyers with a down payment and closing cost uh we provided rental assistance to 30 special need clients and galy constructed four new homes uh here's a list of the non-grant funded accomplishments it includes uh five homes insulated through the admas weather station program uh Gap financing for home buyers uh through the Development Corporation H and sales tax and then we worked 14 cases of indigent cremation for the county uh we did advertise the CER through the ads and newspaper and our

[2:32:35] behind those folks home I don't know whether it's a uh who the land belongs to but we need some barriers to prevent that traffic it's shouldn't be used I do know that in a a rway that we're getting barriers at Green Meadow to Rockbrook so just uh Beware the folks out there that have been using that as a street and a cut across it it barriers are going up there by AE uh I want to ask that the city manager look at uh the Street Twin Mountain Drive at Southwest Boulevard where the four lane stops abruptly for about a quarter of a mile there into the baker subdivision that they're now producing in those subdivisions and I would like to get that on the agenda for Street to be widened to the four lane like the rest of the street is um whoever is responsible for but we need to look into it not just to say someday and then the Twin Mountain Drive that I was convinced that was supposed to be put on the future um project that wasn't there in the Capital Improvements I would want to make that get in there with some dollar amounts perspective somewhere in there our city is growing at such a fast pace and would like to request after the first of the year January 1st February not much later than that that we have a joint meeting with the county and to review the growth of our city the growth of our County where their plans where they see their year going where we see our going if if we could have a joint meeting with them I think it's it's good for everyone uh if we could sit down and and have that if you don't mind Mr Mayor I asked for that last year I know you did and it hasn't happened no we had uh problem scheduling and had asked for a meeting with the school and the county and we would host it and we would sat around and visit but uh well we definitely need to sit with our County Commissioners as fast as our town is growing and our ejt and and what their direction is going what they would like to see and what

[2:34:37] their plans in water it needs to be an open discussion and then uh the last item uh the strip center that is at Green Meadow and Southland has been completed and it's Bing out but what is not completed if St staff the inspectors would look at is their finish up of their empty curbs the trash and the weeds that it's not finished and put in the storage room has the storage buildings have and it's very nice and then you get there to the strip center and it's uh not completed and there's a lot of traffic and foot traffic if somebody could look at it and let us know that's it Johnny just a couple of things just for uh transparency I have and Carl bednard knows about it I've been asked by citizens at the intersection of Harris Avenue and Main Street the there's a a traffic pile up that happens there every at every red light so I asked him to look into maybe possibly creating a right turn lane only and then also uh I got a request to ask to see how we go about on coband in Maine there's a there's a traffic light can we test it to do away with it it seems like like it just slowing down and and really it's all traffic flow that I'm trying to help out that area of town and lastly of course luk 36 still looks pretty pretty horrible makes us all look bad so just want to throw that in I do know that Shane is working on a committee meeting and I ask him to include you in that committee with the people for the trash and hopefully we'll have that well I know that uh speaking of the Jerry C had one time had offered his services and maybe he can get churches involved or you know since tex. I think they're strapped for funding I guess he's working on a committee meeting and get you and I involved Ser I mean this is you know we bring it up every every once in a while but it's it's pretty serious the the the ugliness of the trash out there so mayor if you could help out yes sir Marty none at
