[0:02:19] recognitions this morning so we will move into public comment and I would like to start by offering just a few comments this morning good morning and merry Christmas and I wish for you and your family a festive and holy holiday season as we look ahead to the new year I want to reflect back on the year and the many blessings that as mayor I think have made this incredible community that it is of course first we are blessed because our citizens choose to call St Angela home thank you for what you do to make this community the great community that it is thank you for investing time money and volunteering you helped make this city the great City that it is it is always about the people it is always about the citizens that call S Angelo home second we are blessed to have the strong business community that make up our economy thank you for investing in our community and providing jobs and services that add to the quality of life and keep our economy strong we depend on a strong economy to keep this city moving forward job security is one of the most important parts of quality of life and third we are blessed because we have a strong base of church religious options citizens have choices and they have a place to join in and without fear celebrate their religious beliefs we are blessed because of the incredible nonprofit Community St Angelo has St Angelo is to more nonprofit organizations than other cities our size we are blessed with the many nonprofit and churches who work hard every year to help those in need we know the holidays can bring loneliness and stress and you need to know that there are churches and organizations willing and ready to help you in a time of need please reach out

[0:04:22] if you or someone you know needs help one phone call can make a difference opening one door can can help change a life and fifth we are blessed with our First Responders City staff and employees they work hard every day to address the needs of citizens and issues that arise with everyday living from safety issues to Street and water issues to animal control issues these are often thankless jobs but I feel so blessed so thankful we have the quality of people who too call an Angelo home and are willing to serve to add to the quality of life for each and every one of us there truly is no place like s Angelo I wish you all a wonderful holiday filled with faith family and friends Merry Christmas and may we all celebrate the end of this year and a new beginning in the new year thank you I think I have your mic I've got two microphones here I'm ready to talk thank you we will move in we are so disorganized this morning now is everybody in line is everybody in place okay we're ready to go there we go get those hats off be your little L today public comment issues or concerns not on the regular agenda may be raised by the public at this time citizens should speak from the podium address all comments to the DS Begin by stating their name name and address or single member district number and limit their remarks to Less Than 3 minutes Heather do we have individuals who'd like to offer public comment today we have one dearm Campbell please how are youall doing uh my name is dered Campbell 909 cat Street and I'm with the International Brotherhood of Electrical Workers uh so today I'm

[0:06:25] coming forward again uh to ask for a champion on creating a Sydney a city ordinance that would create a database uh for bad acting contractors um so unfortunately I didn't bring enough papers uh she said she would email uh the packet that I have um and then it is the ordinance again kind of stating what it would do but what I want to bring y'all's attention to I believe it would be the third page um is my actual breakdown of what I have discovered in San Angelo so since 2022 to today I have recovered $199,000 in stolen wages for five individuals with a six individual that I have three complaints going on um looking at $10,000 for that individual so if that goes through to this year I'll be looking at over $29,000 um in stolen wages and I'm asking uh for this database to be created um that would hold these contractors accountable because these contractors are doing work at the university the county Courthouse as well as the high schools so I have found on multiple jobs through multiple individuals that this is occurring and this is just me through that as well this would also hold them accountable for using unlicensed individuals within that packet I have letterhead from companies stating that they are using unlicensed individuals as well as I have filed tdlr complaints um showing that that is happening too so yet again I'm just trying to bring this conversation I'm going into the new year to if someone would champion this uh because me as just an individual has recovered uh almost 20 grand for people uh when I had first brought this up um I've gone through the Avenues talking with the inspection department bringing it to people's attention the entities um but I'm still finding that it's happening uh that it's not being enforced um and maybe it's lack of Education um or or I don't know uh but I I was hoping it

[0:08:27] could maybe be addressed going into this new year uh because these are your constituents um and this is something that we do for free we don't charge the individuals for the attorney fees we don't take a percentage of it we know that this is money that they are owed and that they should have so they don't have to make a decision between paying a bill or buying medication or food or whatever else um so I just am hoping that someone would at least be willing to have that conversation uh to look in this because this is happening on County and city property uh so uh moving forward I I hope that we can do this I hope you all have a Merry Christmas and I just wanted to touch base on that ordinance of possibly being brought forward again thank you thank you I think it's a great idea and we'll see what we can do that's all the public comment for today so we will move into the consent agenda and I am going to ask that we pull item K if we could and then in addition to that Larry is there anything else you'd like to pull no ma'am Karen no ma'am Lucy no ma'am Harry no ma'am Tom nothing to pull Tommy no ma'am may I have a motion for I apologize we have a last minute item to pull um to not be considered is Item B due to payment so that item will not be considered so consider Item B pulled off of the consent agenda and we will now uh consider a motion U to approve the consent to with the exception of Item B and item K may I have that motion Larry has made it Harry has seconded public comment please none so let's take a vote all those in favor of pres of approving consent agenda with the exception of Item B and K please say I I motion passes 70 item K consider resolution accepting the donation of funds from back the badge for the purch purchase of

[0:10:29] equipment or training for the S Angelo police department and Travis are you presenting okay okay want to say thank you all guys Merry Christmas it's been a a long Year and thank you for your service to this community um so back the badge is a wonderful organization that has uh raises money for local law enforcement and it splits the money between us and the sheriff's department and I would like to bring forth Blake he's one of the the the leaders of the organization and I'd like to recognize the back to badge for Their donation of $225,000 to the St Angelo Police Department that we have used in many different capacities really from training new supervisors because some of the stuff that we came into with all the new turnover we've had uh getting that feel on those gaps and gym equipment so Blake you come forward um I'd like to give you these are specialty so there's not there's very very few people have these this is a special coin that's from our drone division and those of you can't see it it it depicts a flying pig um I didn't make it um and then also we have one from our Canan Division and so uh I'd like to turn the microphone over to you if you would like to say any words and just say U how much we appreciate U your organization and what it means I think it's folks just like you and and the men and women of your organization that makes San Angelo great uh and and makes it a wonderful place to live so thank you for supporting us and for being who you are you been thank you all for what you do just real quick uh i' I've been a board chair for a couple years for back to badge been on the board for about five years uh it's growing slowly but surely uh but it's a great cause we can I don't think any of us can argue that it's a a great cause to help and support our our local law enforcement so um thank you thank you for uh accepting the money and I really appreciate y'all letting them put it to good use and where they where needed do have to uh go into your budget this year's

[0:12:32] shootout is claybird shoot is going to be the last weekend in March uh that misses Easter that misses rodeo and so it's going to we hope to have a really good turnout but uh thank you thank you very much Blake I appreciate youall guys Merry Christmas Merry Christmas with that we will move into the regular oh we have to have a motion to approve there's a motion in a second any public comment seeing none we'll take a vote all those in favor say I I that resolution has been approved 70 now we'll move into the regular agenda comments regarding items on the regular agenda may be made by the public when each item is discussed as outlined above applicants proponents and appellants are exempt from the time limit above and instead must limit their remarks to less than 5 minutes there's one item on a regular agenda and it is item a first reading and public hearing of an ordinance for Z24 D15 a request for a zone change from General heavy commercial zoning District to lowrise multifamily zoning District including six properties located around West 18th Street West 19th Street and Martin Luther King Drive and Aaron you are on thank you mayor and good morning uh Aaron Venoy director of Planning Development Services we do have a rezoning this morning uh for an infill project that's kind of in our our city core area along Martin Luther King and 19th just between chadburn and Bryant uh you see the neighborhood is Reagan District 4 Miss Lucy Gonzalez the vision plan is commercial the total acreage is just under an acre it's 817 Acres it's currently zoned uh General commercial heavy commercial they would like to go to a lowrise multif family The Proposal is to uh create some duplexes here there are some of these structures that are getting close to being listed on the

[0:14:34] dangerous building list they're not quite yet but they're getting close to we have a developer that wants to come in and take some of those structures down rehab the ones they can rehab and then uh start doing some multif family living in that area it is very close to amenities uh this area over here obviously uh right up here there's storage but then there's also the um grocery store that's up there the Aztec Market uh the icon Con theater and it's um becoming a more mixed used area and so having some more multif family in the area is going we believe is a good idea we did send out 28 notices uh for the Planning Commission and city council we had six in support we did have one in opposition uh we did actually talk with them uh at the Planning Commission and they have now become in support they were thinking that it was going to a more commercial use and they wanted it to stay more residential uh but they still officially listed as as opposition at the planning commission here's that uh comprehensive plan and the zoning um here on the left is the zoning you can see the the cgc which allows a lot of different uses um and then the comprehensive plan on the right is the commercial but here we would be changing this to an rm1 uh Zoning for those red uh rectangles where here we would still be keeping the same comp plan because rm1 being lowrise multif family is kind of a commercial property still of leasing out uh those buildings uh to to Residents in the future we did think this is compatible at the area um with the major thorough fars and rm1 Zoning is appropriate um we know that we have a community need for this type of housing uh particularly our Workforce housing for folks that um work at Shannon work at Goodfellow work at our school districts um and at this time it's actually going to kind of help that environment a little bit we have some uh transient uh that folks that have been staying in some of those houses that shouldn't be in there and they're continually having to do enforcement and getting these places rehabed is is appropriate at this time but as the

[0:16:37] natural environment there won't be any real effects more than adding some housing back to those lots so City staff did recommend approval of this change from the cgc to the rm1 for those uh six properties Planning Commission did vote five Z in support at their November the 18th Planning Commission this project seems very similar to one we approved last meeting too within Lucy's District it almost sounds like the same one but that being said I think it's the appropriate uh change and I love seeing the housing develop in that area I think it's key um so I'm excited that someone's taken that on as a project when you say Vision plan is commercial what does I've never seen you put up their Vision Plan before what's the vision plan the vision plan is Isen us with our comprehensive plan and so in our 2003 comprehensive plan you can kind of just see we had some wide swss of commercial in that area obviously 19th is kind of a a thoroughfare as well but we also know it's developed residentially um and this area was residentially the idea is over time that may turn more commercial but we also need to be open to continuing to use housing in ways that are effective in those areas and we believe this is very compatible with that area Lucy would you like to add comment just to comment mayor it's just the fact that uh I was glad to see when I read it that at least two of these uh homes or the buildings are on the dangerous list so they will be coming down and according to Erin a couple more will be as well which is that is exactly what we need at this time because like you said they are people that are going in there children go in there maybe to play uh people are going in there to stay out of the cold and something very bad could happen to these people so uh by us taking this proaction and doing something about these I think it's a great thing um I'm definitely glad that the Planning Commission did thought the same and uh I

[0:18:40] am ready to see some homes go up there thank then are you ready to make I am ready to make the motion let me get my Santa hat ready okay move to approve is presented may I have a second second by Harry public comment concerning this item no then we will take a vote I'm still find it awkward after I do that because I look you know ready for people to come up here thank you heather all right let's take a vote all those in favor say I I motion passes 70 that completes the regular agenda for today we will go into our closed session executive session under the provision of government code Title 5 open government ethics subtitle a open government chapter 551 open meetings sub chapter D exceptions to requirement that meetings be open under the following sections section 55107 2 deliberations about real property regarding 805 West Avenue N section 551.071 deliberations about real property regarding approximately 316 Acres out of Sarah R Robertson survey number 178 and section 551.071 consultation with attorney regarding possible action related to the award of re-3 d24 City farm lease to Plantation Farms Incorporated we will adjourn at this point and do um our close session we will return when business has been completed this meeting is officially called back to order from executive session at 9:29 a.m. and Tom Thompson would you like to make an announcement please sure I'm going to make my motion to resend the award of re -03 d24 the city Farm lease to Plantation Farms Incorporated is there a second for that from Tommy any public comment hearing none we will Heather thank you no okay thank you take a vote
